I. 7.D-7/NOV - Toiledau Cenarth - Dywedodd y Cyng. Richard James mai’r bwriad yn bendant yw cau’r toiledau os nad oes
prynwr ond byddai’r Cyngor Sir yn bwriadu gwneud gwaith ar y safle cyn trosglwyddo os byddai prynwr yn dangos
diddordeb. Dywedodd y Cyng. Ken Howell bod hwn wedi digwydd yn Nrefach Felindre a bod y Cyngor Sir wedi rhoi dŵr
twym yno. Dywedodd y Cyng. Nigel Williams bod llefyd ffel Llanymddyfri sydd wedi cymryd toiledau drosodd felly hwn yw’r
heol sy’n cael ei ddilyn nawr ac yn y diwedd efallai bydd rhaid cymryd drosto. Dywedodd ei fod wedi bod lawr yn gwirio’r
toiledau a bod y to yn dda a’r waliau mewn cyflwr da ar hyn o bryd ond bod angen gwaith ar y waliau tu allan ond dywedodd
bod y Cyngor Sir yn mynd i wneud y gwaith hyn. Dywedodd hefyd bod rhaid cael toiledau yno gan fod bysiau yn galw yng
Nghenarth yn ystod yr haf. Dyweododd y Cyng. Philip Gibbons y dylai perchennog Rheadr Cenarth ddarparu toiledau gan mai
nhw sy’n denu. Dywedodd y Cyng. Richard James bod angen i ni gefnogi Cenarth. Awgrymodd y Cyng. Philip Gibbons y dylid
ymholi i weld os byddan nhw’n fodlon cefnogi’r achos. Dywedodd y Cadeirydd bod y mwyafrif o fusnesau ar ochr Ceredigion.
Dywedodd y Cyng. Philip Gibbons y dylid gofyn i berchnogion y Rheadr i gyfrannu a cytunodd y Cynghorwyr eraill.
Rhybuddiodd y Cyng. Ken Howell os bydd y toiledau’n cau byddwn ni’n cael llawer o gwynion. Awgrymodd y Cadeirydd y
gellid rhoi ‘portaloos’ ond dywedodd y Cyng. Richard James na fyddan nhw’n edrych yn apelgar i’r llygad. Dywedwyd bod
cost rhoi peiriant talu ar y drws yn ddrud iawn. Bydd hefyd angen talu rhywun i lanhau’r toiledau. Awgrymodd y Cyng. Nigel
Williams y dylid gofyn i berchnogion busnes am eu barn. Os byddai’r toiledau’n cau, ni fydd perchnogion y tafarndai yn hapus
i drigolion ddefnyddio’u toiledau nhw. Dywedwyd bod y Cyngor Sir wedi gofyn iddynt am hyn a’u bod wedi gwrthod rhoi
caniatâd. Rhybuddiodd y Cyng. Ken Howell mai un siawns gewn ni i brynu’r adeilad ac unwaith byddant wedi cau, bydd hi’n
anodd eu hailagor. Dywedodd y Cyng. Philip Gibbons bod y Cyngor Sir yn ‘offloado’ llawer o’r faich. Dywedodd y Cyng. Nigel
Williams ei fod yn siwr bod rhywun yn y pentref yn agor a cloi’r toiledau ar hyn o bryd.

on existing smallholding - Dywedodd y Cyng. Ken Howell nad yw’n hoff ohonynt ond os gallant brofi eu bod yn gallu gwneud
llwyddiant ac elw yna dylai fod dim problem. Dyweodd y Cynghorwyr bod Flatwood yn mynd yn waeth ac yn waeth a bod heol
newydd yno a yurt. Gofynnodd y Cyng. Philip Gibbons os yw’r ‘enforcement officer’ wedi bod nôl yn gwirio os yw’r caniatâd
cynllunio wedi’i gydlynnu gyda. Dywedodd y Cyng. Meurig Thomas byddai’n dda gallu cael adroddiad am eu cynnydd. Dim
Gwrthwynebiad.

10. MATERION ANGEN TRAFODAETH -
• Dywedodd y Cyng. Nigel Williams ei fod yn gofidio nad yw arwydd maes picnic Cenarth yn ddiogel gan fod y gwaelod wedi pydru
a’i fod yn amlwg bod y gwynt wedi bod yn ffyrnig o’r cwm a dywedodd ei fod yn pryderi bod rhywun yn mynd i gael niwed.
• Dywedodd y Cyng. Richard James bod twll mawr rhwng Bryngolau a Maesyrawel
• Dywedodd y Cadeirydd Pat Thomas bod Twll mawr ger Blaenbowi.

A. Blwyddyn newydd dda, croeso nôl i’r Cyng. Don Griffiths a Philip Gibbons wedi salwch a dymuniadau gorau a
chydymdeimlad at deulu’r Cadeirydd, Hywel Bowen yn eu hiraeth.

Minutes of the meeting held at the Center, Capel Iwan on Tuesday, 7th of January 2025 at 7pm.

5. MINUTES: Minutes for the December 2024 meeting were proposed by Cllr. Richard James and Seconded by Cllr. Meurig Thomas.


6. MATTERS ARISING FOR MINUTES:
A. B. C. D. E. F. G. H. I. J. 6.B-1 / JUL - Defibrillator - It was arranged that Cllr Nigel Williams and Don Griffiths would go around the area to check
them. Cllr. Philip Gibbons stated that he had checked the one in Cwm Morgan and that someone had used it. He stated that
the Ambulance Service hadn’t been around to check them.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update.
10.A-1/JUN - Pothole on Hendy turning - No update.
10.A-1/FEB - Water on Bryngolau turn - No update.
10.B-9/MAY - Tarmac at back of the Hall - Cllr. Richard James stated that a sub-base is needed, not tarmac. Cllr. Don
Griffiths stated that there have been some complaints that there isn’t enough parking space at the back of the hall. It was
agreed that the Clerk would chase the County Council.
10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No Update.
10.A-3/OCT - Water from Bwlchcaebrith to Blaendyffryn - No update.
10.C-3/OCT - Path by the Hall - No update.
Cenarth Toilets - Cllr. Richard James said that the intention is definitely to close the toilets if there is no buyer but the County
Council would intend to carry out work on the site before handing over if a buyer showed interest. Cllr Ken Howell said that
this happened in Drefach Velindre and that the County Council had put hot water there. Cllr Nigel Williams stated that
Llandovery has taken over toilets so this is the road that is being followed now and in the end it may have to be taken over. He
said he had been down checking the toilets and the roof was good and the walls were in good condition at the moment but
the outside walls needed work but he said the County Council were going to do this work . He also said that it is essential that
there are toilets there as buses call at Cenarth during the summer. Cllr Philip Gibbons said that the owner of Cenarth Falls
should provide toilets as they are the attraction. Cllr Richard James said that we need to support Cenarth. Cllr Philip Gibbons
stated that inquiries should be made to see if they would be willing to support the case. The Chairman said that the majority of
businesses were on the Ceredigion side. Cllr Philip Gibbons said that the owners of the Falls should be asked to contribute
and the other Councilors agreed. Cllr Ken Howell warned that if the toilets were to close we will get a lot of complaints. The
Chairman suggested that portaloos could be given but Cllr Richard James said that they won't look appealing to the eye. It
was said that the cost of putting a payment machine on the door was very expensive. It will also be necessary to pay
someone to clean the toilets. Cllr Nigel Williams suggested that business owners should be asked for their opinion. If the
toilets close, the pub owners will not be happy for residents to use their toilets. It was said that the County Council had asked
them about this and that they had refused to give permission. Cllr Ken Howell warned that we get one chance to buy the
building and once they are closed, it will be difficult to reopen them. Cllr Philip Gibbons said that the County Council is
offloading a lot of the burden. Cllr Nigel Williams said that he is sure that someone in the village is opening and locking the
toilets at the moment.

7. CORRESPONDENCE: None


8. PLANNING:
D. PL/08282 - Removal/variation of a condition - Penlan Holiday Village, Cenarth - Variation of condition 2 on W/37854 (change
typical unit plans) - Cllr. Don Griffiths stated that there has been a problem there recently where sewerage waste has flowed over
the road. Cllr. Philip Gibbons stated that we need to check that there is a condition on the planning that the owners should check
the sewerage problem before inputting more caravans.
E. PL/08497 - Non-material amendment - Cwm Lancych, Boncath - Non-material amendment to PL/04943 (One Planet Development
on existing smallholding - Cllr. Ken Howell stated that he isn’t a fan but if they can prove that they are making a success and profit,
then there shouldn’t be a problem. The Councillors stated that Flatwood is getting worse and that there is a road there now and a
yurt. Cllr. asked whether an enforcement officer has been back to check whether they’re complying with the planning permission.
Cllr. Meurig Thomas stated that it would be good to get a report. No objection.


9. FINANCIAL MATTERS
The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION -
• Cllr Nigel Williams said that he is worried that the Cenarth picnic area sign is not safe as the bottom is rotten and it is clear that the
wind has been fierce from the valley and he said that he is concerned that someone is going to get hurt .
• Cllr Richard James said that there is a large pothole between Bryngolau and Maesyrawel
• Chairman Pat Thomas said that there was a big potole near Blaenbowi.
• Cllr Don Griffiths said that the road is bad between Bwlchcaebrith and Capel Iwan.
• It was said that there were many small and large branches still all over the place since the storm.
• Capel Iwan square signs - Chairman Pat Thomas suggested putting a sign in the middle of the flowers on the square. Cllr Philip
Gibbons stated that the sign at the entrance needs to show both ways or to be on a high pole.
• Cllr Richard James said that the bus shelter at the back of the hall is rotten.
• Cllr Don Griffiths said that the owner of Meysydd has built a shed which prevents access to the public footpath and it was agreed
that the Clerk should send him a letter.


11. COUNCILLORS’ COMMENTS -
A. The Chairman wished a Happy New Year and welcomed Cllr Don Griffiths and Philip Gibbons back after illness. The Chairman
sent best wishes and condolonces to Cllr. Hywel Bowen’s family.


12. NEXT MEETING - The next meeting will be held on the TUESDAY 4th of February. The meeting was closed at 8.10
