Cenarth Community Council

The Council meeting was held on Thursday 2nd February 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Anthony John. Apologies received from Hywel Bowen, Meurig Thomas and County Councillor Hazel Evans. Also present was PCSO Jeff Kedward.

The chairman Don Griffiths welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any reports for the community.  Jeff stated had he had spoken to the owners of the noted cars about speeding and turns around the village square at Capel Iwan. The offenders had denied the claims but hopefully the approach would solve the problems. PCSO Jeff Kedward also noted that the owner of Beacon Stoves at Capel Iwan had reported the theft of diesel fuel from two of the company vans parked near the showroom. Jeff warned everybody to be careful and keep an eye open for unusual vans or cars in the area.   Jeff then had to leave as a call came in stating that a tree had fallen across the road between Cenarth village and the Sawmills. Don thanked him for his visit.

The clerk then read the minutes of the January meeting and they were proposed as being correct by Nigel Williams and Samuel Jones.

Matters Arising

  1. Due to the absence of County Councillor Hazel Evans there was no up to date reports on highway problems. It was agreed to keep the outstanding items on the agenda and the clerk was asked to contact the Highways Dept. again.

  2. The clerk reported that the Highways Dept. had been carrying out repair work on the road from Pantygarn through to Capel Iwan Square. A good job had been done on the section of road from Blaenpant to Bryngolau Farm with the eroding side verges been repaired and tarmac laid. It was noted that the deep potholes on the bend had been left unrepaired while tarmac was laid on the opposite side of the road. Hazel was aware of what had happened and was going to contact Highways at once. The clerk was also asked to contact them.

  3. The clerk stated that he had been approached by several villagers at Capel Iwan complaining about the blocked drains from Gwynfa down to Ardwyn Square - all the surface water was running down the road.

  4. The clerk noted that the Public Seat for Argoed Caravan Park had been delivered to Bryngolau Farm ready for fixing on site. Richard stated it was well made and Cenarth Community Council had been engraved on one of the slats. Nigel stated that security bolts would be required to fix the legs to the concrete base. Also they were waiting (Nigel and Jeff) for Hywel to arrange a site meeting. Nigel also stated they would have to repair the end of the existing bench before setting it up near Glancorrwg Cottage, Cenarth.

  5. Richard stated that the contractors for the Welsh Water Board were nearing completion of works on the road from Hendy Square through to Ty Cerrig. Completion date was set for the 27th Jan (Friday). Richard believed that they were going to lay pipes through to Hendy Farm and Dolbryn Caravan Site. The contractors were attempting to refill the holes with tarmac. Await for completion of the works to assess what road surface repairs were needed.

  6. The clerk stated that he had been informed by the Planning Dept. – Nia Stokes that BT had to carry out another survey on removal of redundant Telephone Kiosks. After this we would be informed on the replacement for the Red Kiosk at Bryn Square, Penrherber.

  7. No news had been received regarding the Boundary Commission Parliamentary Constituencies. Media News had stated that the Assembly were again re-assessing the voting system for Wales.

  8. There was still no improvement in the mobile phone signal in the area.The clerk had consulted with the Plaid Cymru Office in Newcastle Emlyn complaining about the service.

Correspondence

  1. A letter was received from Carmarthenshire County Council -Financial Services confirming that the Community Councils Precept requirement for 2017-2018 would remain the same as last years.

  2. A letter was received from Cardigan Hospital and Community League of Friends asking whether Cenarth Community Council were willing to forward the name of a councillor to be on the committee. As Nigel Williams had been a member for a long time he was asked to carry on with the duties. Nigel and members expressed their deep concern at the slow progress of the approval for the new Integrated Care Centre for Cardigan. Nigel was asked to express local concerns at the next meeting.

  3. A letter was received from the Chairman of Carmarthenshire County Council inviting everyone in the locality to attend a St David’s Day Parade on Saturday 25th February 2017 at 11:00 a.m. – starting from Carmarthen Park and ending at the Guildhall Square.

  4. A letter was received from Carmarthenshire Advisory Committee of the Royal Welsh Show asking whether the Community Council could send a donation this year as Carmarthenshire was the featured county this year. Members agreed to send a donation.

  5. A letter was received from the Committee of the Cenarth MC Chapel Eisteddfod asking whether the council would be willing to support the festival for 2017. They also thanked the Community Council for their financial support in 2016. Members again agreed to send a donation to support the Eisteddfod.

Planning Application:

  1. W/35031 – Discharge of Planning Conds. Discharge of Cond. 10 of planning permission (W/26372) – Landscape Mitigation Plan at Pengwern Isaf, Cenarth – Mr Dilwyn Thomas. The Council had no objections.

Any Other Business:

  1. Guto Jones noted that no action had been taken regarding the refuse lorries that used his farm at Blaenbowi entrance for turning around. The result being that all the banks and hedges were damaged with debris being thrown onto the road. The clerk was again asked to contact the Highways Dept. highlighting the problem.

  2. William Davies noted that the drainage gutter at Eden Square had collapsed again leaving a deep hollow across the road – Highways again.

The meeting ended 9:00 p.m. Next meeting Thursday 2nd March 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
