October MeetingThe October meeting was held on the 7th at 7pm with Don Griffiths in the chair and with all members present other than Melfydd Jones who sent an apology. The chair welcomed everybody to the meeting including PCSO Jeff Kedward and Mr Brian Lloyd Llysycoed Capel Iwan. Jeff gave a report of all police activity in the area. So far they had not been able to tra ce the quad bike that had been stolen from Mr Ken Newman's garage at Rhyd Capel Iwan. Ken had no information about the bike details i.e engine no, chassis no etc. Jeff asked members to spread the news among the local community to keep goods locked up at night and make notes of all idendification marks. Members also complained that there had been a lot of quadbike activity around the square at Capel Iwan during the early morning and lat evening. Jeff stated that he would investigate the complaint.Don thanked Jeff for his visit and then introduced Mr Brian Lloyd who had been doing a great deal of work in attempting to bring a broadband signal to the Capel Iwan and Tanglwst area. No work had been done in the Cenarth area so far as the reception there was reasonable. Brian stated that we now have an opportunity to receive funding to install a wi-fi broadband system using funding from the Welsh Assembly Broadband support Scheme and the newly formed Carmarthenshire Community Broadband partnership (CCBP). Several options have been explored and it is possible that the system would provide a speed of 10Mbps. That is around 10 - 40 times faster than what people now receive.TFL Neyland are a partner supplier to CCBP and have already signals at Saron, Cardigan and Aberystwyth. They are proposing to beam a signal from either Saron or St Dogmeals to a point at high level above the village. From this main antenna the radio signal would be transmitted to 3 local ariels. Most properties would require a small receiver box fitted to the outside of the property directed at the nearest local ariel.TFL are now in the process of completing a full survey. When project costs are available we will be in a position to make funding applications. It is proposed that a Community meeting will be held at a later date when a full presentation will be made.. Brian had called at 90 properties in the last 3 weeks and 75 had expressed a keen interest in Wi - Fi broadband. Also approx. 60 notices had been left in properties where no one was at home asking people to register if they were interested with www.ccbp.org.uk. Brian was also meeting our local AM ,Mr Rhodri Glyn Thomas on the 8th Oct to discuss finance for the scheme. The Chair thanked Brian for his presentation and all the hard work he has put into the project so far The Clerk then read the minutes of the previous meeting and they were proposed as being correct by William Davies and Jeff Lewis Matters arising ; Jeff reported that no work had been undertaken on the underground pipe near St Llawddog's well Cenarth. The highways dept had been busy in the village repairing and filling holes on the road surfaces The Clerk stated that he had been to see the Estate agent Philip Ling N.C.Emlyn regarding the price of the strip of land belonging to Mr Mark Pengilly Erwdeg. He now quoted the price of £4000. Mmebers felt that it was still expensive and decided to wait for a response from Hywel Hymphries, Estates dept C.C.C re bargaining for an improvement to the school entrance by removing the stone pillar and allowing developement of the building plot for sale by Mr Pengilly. Mr Hywel Hymphries had told the Clerk that he would not visit Erwdeg for a week due to the death of Mark's wife, Pearl. He had promised to contact the Clerk after a meeting with his superiors to sort out the leases and lands that they were willing to dedicate to the Comm Council. The Clerk stated that he had spoken to the Environment Agency Incident line - Mr Peter Williams regarding the river blockage at Cwmcych. He stated that the minor rivers were looked after by the C.C.C. Flood Prevention Officer - Mr Rhys Williams. The Clerk had now given him the full details of the problem and they would visit the site Mr Jeff lewis stated that the Cottage at Cenarth, namely Glancorrwg had been sold to Mr Gwyndaf Evans but it was occupied by Mr J R Morgan The Clerk stated that he had met the Officer who looked after the Fire Hydrants in the area at N C E fire station. He showed a computer picture of all the hydrant locations in the area. The officer , Mr Mike Thomas looked after 251 hydrants in our area and there were three people looking after 8500 hydrants in the Western area. Our valves should have been checked on the 1st June 2010 but due to one man being off sick they were running aout six months behind schedule. If any member felt that a hydrant needed attention they should notify the Clerk who would then contact Mike Thomas. Regarding Samuel's concern re the high steps on the Morris travel bus from NCE to Carmarthen on Wednesdays the Clerk had spoken to the transport dept-Mr Alwyn Evans and later Mr Myrddin Jones who had explained the problems that the only suitable bus for this route was a high level step one and the provision of a platform would not be allowed under the insurance cover and the driver would not be allowed to leave his seat under law. Next year new regulations would come into force re low entry steps on buses The Clerk stated that he had spoken to Mr Nigel Powell, Senior Countryside Access Ranger, about the Wicket gates and paths opened at Bwl y Foel, Penrherber. He stated that no work had been done by his rangers and most probably the landowners at Foel Farm had joined a scheme to allow development of Permissive Paths and were paid a grant for the work. Nigel stated that his rangers would check out the paths and talk to the landowners A letter of thanks was received from Mr Alan Thomas, Emlyn Pool Management Comm. thanking the Comm C for their donation of £150 towards the running cost of the pool. Correspondence The Clerk stated that the Caretaker of of the Capel Iwan Primary School still had the key and it had been arranged for Chris Thomas and Ken Davies to remove the CCTV cameras on Wedn 13th Oct. The Clerk stated that he had spoken to Mr Stuart Willis of the C.c.c.Planning Dept about the development taking place at Rehoboth Chapel and the excavating undermining the road foundations. He asked the Clerk to contact the Enforcement Officer,Mr Rees Phillips. Mr Phillips asked the Clerk to send him a letter with details and he would check out the site and report back to the Comm C. The Clerk also spoken to Tony Williams,Area Surveyor regarding the tree growth at Bridgend Cwmcych. Tony stated that he would send one of his officers out there to talk to the owners. The Clerk also reported to him the state of the road on Rehoboth hill and the deep trench that had developed just above the entrance to the Paintball Site on the Gellidywyll road. he would visit the sites. Letters of thanks were received from Urdd Gobaith Cymru for the donation and Mr John Thomas NCE for internal audit work. A letter was received from Carms Fed YFC asking whether the Comm C would be willing to consider giving financial assistance towards the cost of running the movement at County level. It has 837 members and 137 voluntary club leaders. Members agreed it was the only movement in rural areas where our children had a chance to meet and compete in competitions at National Level and take part in overseas exchange visits. It was agreed that the sum of £150 should be sent to the County movement Planning 1. The Clerk stated that five letters of objection had been received from owners of properties situated around the development site. Members discussed the application and brought to notice that originally only seven properties would be allowed on the site- there were already nine houses, so it was felt that conditions had been breached and the entrance road was only a track (unmade up). It was agreed to object to the application AOB It was pointed out that an open ended water pipe was protruding out of the ground by a hedge on Hendy Square Capel Iwan. The Clerk was asked to check with the Water board before it was damaged Mr Richard James was asked to cut the hedges around the village playing field The meeting ended at 9.30 pm and it should be noted that the next meeting will be on TUESDAY 2nd Nov at 7pm due to the CC election on Thurs Nov 4th 2010 | ![]() |
