Cenarth Community Council

The Council meeting was held on Thursday the 3rd of March 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Samuel Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Guto Jones, Meurig Thomas and County Counc. Hazel Evans. Apologies received from Richard James, Hywel Bowen, Anthony John and PCSO Jeff Kedward who had only recently been discharged from Cardiff Hospital.

The chairman Samuel Jones welcomed everyone to the meeting and asked the clerk, Ken Davies to read the minutes of the February meeting. They were proposed as being correct by Jeff Lewis and Don Griffiths.  

Matters Arising

  1. Don Griffiths noted that the fallen tree across Pleasant View footpath to Panteg Chapel had still not been cleared. Counc. Hazel Evans stated that she would take up the matter with the Head Ranger – Mr Nigel Powell to solve the problem. (No:5/14 Pleasant5/15 Pentre Isaf)

  2. Counc.Hazel Evans gave a report of her visit around the Community area with the new Head of Highways for Carmarthenshire County Council. They had travelled from Tanglwst village through to Cenarth covering all the minor roads. The Head of Highways stated that she had never seen roads in such a poor state of repair. Hazel was now hoping that many of the following problem areas would receive attention: 1. Bwlchcaebrith Square down to Newcastle Emlyn Secondary School. 2. Gorwel entrance. 3. Blocked gutter at Ardwyn. 4. Gutters down from Blackoak Square towards Penffynnon blocked. 5. Guto stated that he had cleared part of the gutter opposite the Blaenbowi Wind Farm entrance but there was more work required in the area there. Also the rubbish up towards the picnic site junction had not been cleared. 6. Nodwyd gan Hazel hefyd fod yr heol o Danglwst i lawr am Gilfachmerson ac ymlaen am Plas yr Hafod mewn cyflwr gwael.   3. The clerk produced a map of the Public Rights of Way Limited Special Review of Carmarthenshire showing that path ref. no. 5/16 was a Bridleway from Cwtteri, Capel Iwan south west along cart road via Penfforest and joining road at Clos y Graig, Cwm Morgan. Also it was noted that path ref. no. 5/22 was also a bridleway from Capel Iwan Chapel westwards along lane past Glaspant and Cnwc y Betws south to the road at Cwmcych. Counc. Hazel Evans noted these numbers and would be making enquiries regarding maintenance of Bridleways by the County Council.

  4. The clerk stated that the Carmarthenshire Electoral Services had decided to use Cenarth Church as a Polling Station for the forth coming May Election. Church officials have been informed.

  5. The clerk stated that he had sent the Council’s observations back to the Post Office for locations in Capel Iwan and Cenarth village.

  6. William Davies noted that the street lamp near Penfai Uchaf, Capel Iwan was not working. The clerk to contact the Electricity Board.

Correspondence:

  1. A letter was received from Cardigan Town Council stating that a public meeting was to be held at the Guildhall Cardigan on Tuesday 15th March at 7:00 to discuss the proposal to invite the 2020 National Eisteddfod of Wales to the Cardigan area.

  2. A letter of thanks received from One Voice Wales to the Council for their membership for 2016-2017. Also letter of thanks from Radio Glangwili Hospital for the Councils gift towards running costs and also one from Newcastle Emlyn Bowling Club for a donation. A letter was received from Newcastle Emlyn Annual Eisteddfod (Held on 16th July) asking whether we would support them financially again this year. Members agreed to send a donation.

  3. Wayleaves payment was received from Openreach BT for cables etc. at Crugorllwyn Weather Station at Tanglwst.

The meeting ended 8:45 p.m. Next meeting Thursday 7th April   2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
