MATERION YN CODI O’R COFNODION:

A. 6.B-1/JUL - Diffibrylydd

Dywedodd y Clerc ei bod y 4 Defibrylydd wedi cyrraed a’u bod gyda hi heno. Dywedodd bod Alan Jones wedi mynd i fyny i        Ogledd Cymru i’w casglu. Dywedodd Alan Jones nad oes angen ‘wireo’ y Diffibrylwyr i fyny i’r gyflenwad trydan gan bod             batri ynddynt ond bod angen gofalu amdanynt adeg tywydd oer a rhoi blanced drostynt i’w hatal rhag rhewi. Dywedodd Alan     Jones hefyd bod angen cofrestru’r 4 Diffibrylydd gyda’r ‘Circuit’ sy’n sicrhau bod unigolion o’r Ambiwlans yn dod o amgylch         i gynnal a chadw’r Diffibrylwyr a bod cofnod cyhoeddus i gael o ble mae Diffibrylwyr i’w cael. Dywedodd y Clerc ei bod hi’n        hapus i’w cofrestru unwaith bydd y Diffibrylwyr i fyny yn eu lleoliadau. Gofynnodd y Clerc os oedd pawb dal yn hapus gyda    ble dylai’r Diffibrylwyr i’w cael eu rhoi i fyny. Dywedodd y Clerc eu bod yn ddigon hawdd i’w gosod ar y wal a bod ‘screws’         wedi dod gyda’r Diffibrylwyr. Dywedodd y Clerc hefyd bod côd i gael er mwyn cael mynediad i’r bocsys a dylai pob aelod o’r     Cyngor wneud cofnod ohono gan fydd y wybodaeth yma ddim yn gyhoeddus. Gofynnodd y Clerc pwy ddylai fod yn gyfrifol         am roi’r Diffibrylwyr i fyny. Cytunwyd y byddai’r Cynghorwyr William Davies, Don Griffiths a Nigel Williams yn rhoi’r Defibs i    fyny a byddai’r Clerc yn trefnu eu cofrestru ar y ‘circuit’. Cytunwyd hefydd y byddai’r Clerc yn anfon y cȏd mynediad i bob  aelod o’r Cyngor. Cytunwyd y byddai angen 4 arwydd i’w rhoi i fyny er mwyn hysybysu’r gymuned o’u bodolaeth a byddai’r        Clerc yn archebu rhain erbyn y cyfarfod nesaf.

 B.      7.2-1/JUL - Hysbysfwrdd safle bws Cenarth -

 Dywedodd y Cyng. Nigel Williams ei fod wedi rhoi’r hysbysfwrdd i fyny a cytunwyd y byddai ef yn cadw un allwedd a’r Clerc         yn cadw’r llall.

C.    11.8-1/JUL - Kiosk Capel Iwan -

 Dywedodd y Clerc bod y Cyng. Hywel Bywen wedi dweud wrthi mewn ebost ei fod wedi siarad gyda Nia Stokes ac ei bod hi     wedi cysylltu gyda’r person sy’n gyfrifol a fydd mewn cysylltiad cyn hir gyda diweddariad.

D.   11.A-7/OCT - Sgwâr Pentre Isaf -

  Dywedodd y Cyng. Don Griffiths bod dau bwll wedi’u llanw wythnos diwethaf. Dywedodd y Cyng. Hazel Evans ei bod wedi         siarad gyda Tony Williams am hyn a bod angen i’r tyllau fod dyfnder penodol cyn gall y Cyngor ddod allan i’w llanw.

D.   11.B-7/OCT - Hill View a Pen Banc, Capel Iwan

Dywedodd y Cyng. William Davies bod ychydig o’r cloddiau wedi’u torri. Dywedodd y Cyng. Don Griffiths bod y cloddiau         wedi’u torri ddoe. Dywedodd y Cyng. Meurig Thomas bod y cloddiau yn tueddi bod yn waeth yn yr haf.

E.   11.A-4/NOV - Cloddiau Mount a Sgwâr Capel Iwan -Dywedodd y Cyng. Don Griffiths bod y planhigion wedi’u torri ar y sgwâr.

F.   11.B-2/DEC - Giât Cefn y Neuadd -

Dywedodd y Cyng. Richard Jame ei fod wedi mesur y bwlch yn barod. Gofynnodd y Cyng. Don Griffiths beth ddylid gwneud         o ran cloi’r giât a cytunwyd y dylid cael ‘padlock’ gyda chôd a fydd yn cael ei ddosbarthu rhwng aelodau’r cyngor, cyngor y         neuadd ac aelodau CFfI Capel Iwan ac unigolion y gymuned sy’n defnyddio’r neuadd.

G.   11.A-13/JAN - Tyllau ochr yr heol rhwng Llain a Blaengwyddon

 Dywedodd y Cyng. Hazel Evans y byddai’n gofyn i Tony Williams am hyn.

7. GOHEBIAETH:

 A.   Ebost 19/01/2022 wrth Emma Davies, Cyngor Sir Gaerfyrddin yn cadarnau mai cyfanswm Praesept y Cyngor ar gyfer 2022/2023 yw £3,000.

B.  Ebost 25/01/2022 wrth Cadeirydd y Cyngor Sir yn gofyn am nawdd. Cytunwyd y byddwn yn gadael hwn am y tro a chyfrannu rhywbryd eto.

8. CYNLLUNIO:

  A.  Dywedodd y Cyng. Hazel Evans bod Dragon Storage wedi cael caniatâd cynllunio.

  B.   Dywedodd y Cyng. Nigel Williams ei fod yn pryderi am ddatblygiadau yn ardal Cenarth heb ganiatâd cynllunio a dywedodd y Cyng. Hazel Evans y byddai’n edrych i mewn i hyn.

FEBRUARY 2022 MEETING

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 3rd February 2022 at 7.00 pm

PRESENT: In the Chair - Cllr. Meurig Thomas, Councilors: Hazel Evans, William Davies, Anthony John, Don Griffiths, Nigel Williams, Richard James. Clerk - Manon Thomas.

APOLOGIES: Hywel Bowen, Guto Jones and Jeff Kedward PCSO

POLICE: None

MINUTES:

To confirm the Minutes of the Monthly Meeting of January 2021. Proposed: Cllr. Don Griffiths Seconded: Cllr. Anthony John


MATTERS ARISING ON THE MINUTES:

  • A. 6.B-1 / JUL - Defibrillator The Clerk stated that the 4 Defibrillators had arrived and were with her tonight. She said that Alan Jones had gone up to North Wales to collect him. Alan Jones said that the Defibrillators do not need to be 'wired up' to the electricity supply as they have a battery but need to be cared for in cold weather and a blanket put over them to prevent them freezing. Alan Jones also stated that the 4 Defibrillators need to be registered with the Circuit which ensures that Ambulance personnel come around to maintain the Defibrillators and that there is a public record of where Defibrillators are located. w get. The Clerk stated that she is happy to register them once the Defibrillators are up and running. The Clerk asked if everyone was still happy with where the Defibrillators should be put up. The Clerk stated that they were easy to install on the wall and that 'screws' had come with the Defibrillators. The Clerk also stated that a code is available for access to the boxes and should be recorded by all Council members as this information will not be made public. The Clerk asked who should be responsible for setting up the Defibrillators. It was agreed that Councilors William Davies, Don Griffiths and Nigel Williams would give up the Defibs and the Clerk would arrange for them to be registered on the 'circuit'. It was also agreed that the Clerk would send the access code to all members of the Council. It was agreed that 4 signs would be needed to give them up to inform the community of their existence and the Clerk would order these by the next meeting.
  • B. 7.2-1 / JUL - Cenarth bus stop notice board - Cllr. Nigel Williams stated that he had put up the notice board and it was agreed that he would keep one key and the Clerk to keep the other.
  • C. 11.8-1 / JUL - Capel Iwan Kiosk - The Clerk stated that Cllr. Hywel Bywen told her in an email that he had spoken to Nia Stokes and that she had contacted the person in charge who will be in touch shortly with an update.
  • D. 11.A-7 / OCT - Pentre Isaf Square -Cllr. Don Griffiths reported that two holes were filled last week. Cllr. Hazel Evans that she had talked to Tony Williams about this and that the holes need to be at a certain depth before the Council can come out to fill them.
  • D. 11.B-7 / OCT - Hill View and Pen Banc, Capel Iwan -Cllr. William Davies that a few of the hedges were trimmed. Cllr. Don Griffiths that the hedges were trimmed yesterday. Cllr. Meurig Thomas that the hedges tend to get worse in the summer.
  • E. 11.A-4 / NOV -Capel Iwan Square and Mount  Hedges - Cllr. Don Griffiths reported that the plants had been cut on the square.
  • F. 11.B-2 / DEC - Back Hall Gate - Cllr. Richard Jame that he has already measured the gap. Cllr. Don Griffiths what to do with locking the gate and it was agreed that there should be a 'padlock' with a code that will be distributed between council members, the hall council and Capel Iwan YFC members and individuals from the community who use ithe hall.
  • G. 11.A-13 / JAN - Roadside potholes near Blaengwyddon - Cllr. Hazel Evans would ask Tony Williams about this.

7. CORRESPONDENCE:

  • A. Email 19/01/2022 from Emma Davies, Carmarthenshire County Council confirming that the total Council Precept for 2022/2023 is £ 3,000.
  • B. Email 25/01/2022 to the Chairman of the County Council seeking sponsorship. It was agreed that we would leave this for now and contribute sometime again.

8. PLANNING:

  •   A. Cllr. Hazel Evans reported that Dragon Storage had been granted planning permission.
  •   B. Cllr. Nigel Williams expressed concern about developments in the Cenarth area without planning permission and Cllr. Hazel Evans would look into this.

11. COUNCILOR'S COMMENTS

  •   A. It was reported that the Cwm Cych road had reopened. Cllr. Meurig Thomas that trees have been felled on the right.
  •     B. Cllr. Nigel Williams said that it was necessary to be wary of men around the area with lamps.

12. NEXT MEETING

The next meeting will be held on Thursday, 3rd March at 7pm at Y Ganolfan, Capel Iwan.
