June 2014 Meeting
The June Meeting of the Council was held on the 5th June 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Guto Jones (Chairman), William Davies, Don Griffiths, Samuel Jones, Jeff Lewis, Hywel Bowen. Apologies were received from Nigel Williams and Richard. Also present were County Counc. Hazel Evans and PCSO Jeff Kedward.
The chairman Guto Jones welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any local happenings to report on. Jeff stated that it had been a peaceful month. Members asked questions about the container that had been left on the lay-by below “Plain”, Newcastle Emlyn. Hywel stated that two containers that were located on the Emlyn School area had to be removed and this one had suffered a broken axle and was dragged into the lay-by. Jeff stated that he would look into matters. As there were no other matters Guto thanked Jeff for his visit. The Clerk then read the minutes of the Annual meeting and they were proposed as being correct by William Davies and Jeff Lewis.
Matters Arising

Jeff Lewis and Counc. Hazel Evans reported that Mr Nigel Powell and his workforce had been working on the St Llawddog’s Well at Cenarth and had managed to repair the leakage. Jeff stated that water was now flowing strongly from the outlet pipe. Members felt that a letter of thanks should be sent to the Countryside and Recreation Dept thanking them for their work. Hywel Bowen also felt that a letter of thanks should be sent to the Refuse Collection Dept thanking them for the quick service in removing rubbish bags from outside the chapel and Capel Iwan as there was a funeral later in the day.

Members stated that road repairs and tarring had taken place throughout the area. There were still some problem areas – water seepage below Bwlchcaebrith Square and Llwyn Ffynnon. Work had been done on the roads to Pentref Isaf, Capel Iwan. Hazel stated that more work needed to be done on the road from Tanglwst down to Plas Yr Hafod. Larger diameter pipes were needed to cope with the volume of surface water before re-surfacing the road.

Don Griffiths stated that the trees on Pleasant View Footpath had been cleared but the Ranger had told him that heavier machinery was needed to clear the path from Panteg Bridge down to Godremamog. Hazel was chasing this as visitors were using this footpath regularly. Don stated that the street lamp near Pentref Isaf was still unconnected – clerk to check with Nigel Francis - street lighting dept.

The road from Sycamore House junction towards Pontcarreg and Caws Cenarth had been tarred.

Hazel stated that she had spoken to Mr Tony Williams - Highways dept about the passing places from Bryn Square down to Gellidywyll Farm. He stated that the machine would be brought up from Newcastle Emlyn to Bryn Square shortly. The white lines at Bryn Square would also be looked at.

The road surface from Derlwyn Square past Llwynbedw to the bottom of Plyg y Rhiw Hill was in a very bad state of repairs.

Counc. Hazel Evans stated that she had been in contact with the Transport Dept regarding the “Bus Shelter” at The Three Horseshoes Inn, Cenarth. Agreement had now been reached and the shelter had been ordered about 2 weeks ago.

The clerk read a letter from Mr Nigel Francis - Lighting Dept stating that he had arranged for Mr Alun Thomas of Derwen Lighting to come out and look at Lamp 706-14 (Ardwyn Square, Capel Iwan) which was being obscured by trees growing from property “Pili Pala”. He had suggested moving the pole to the opposite side of the road with a new supply. Members felt this was a drastic move and Hazel suggested that we contact the Electricity Board at Llanfihangel and ask whether they would be willing to cut the branches and also check on the street lamp connection in Pentref Isaf.
Correspondence

A letter of thanks was received from Ysgol Gerdd Ceredigion for the donation of £150 towards the running costs and also presenting the musical show “Testament”.

Letter received from AON Local Council Insurance stating that the Policy had been renewed for Cenarth Community Council.

Banking mandate forms had been returned to Barclays Bank.

Members reported that the National Library of Wales – Aberystwyth had provided a good reception for the members and clerk who attended the handing over ceremony of presenting the Community Council with copies of the old Enclosure Maps which had been given by the council to the library. However three days later there was a fire and the maps were damaged. However the library had managed to restore the originals and had made a very good job of the process. The council now have a hard copy and a disc of the map. We were met by Mr Paul Jones at 11:00 a.m. on Friday the 23rd of May. Present were: William, Samuel, Nigel, Jeff, Guto, Don and Ken.
Planning Matters:

W/29960 – Erection of agricultural building and relocation of 24 solar PV array to the roof at Brynteg, Penrherber had been withdrawn.

W/28837 – solar park on land at Blaenbowi, Capel Iwan for Novus Solar Development Ltd had been granted planning permission.

W/30046 – Erection of two endurance E3120 50kw wind turbines on land at Penbuarth Farm, Penlon Road, Newcastle Emlyn for Mr Ceirios Davies – council had no objections.

W/303236 – retrospective planning for retention of boundary walls as built at Glancorwg, Cenarth by Mr Gwyndaf Evans. Members discussed the situation and were informed that the local inhabitants of Cenarth village felt that the walls were completely out of character in a conservation area. Looking down the River Teifi this concrete block wall faces the on-lookers. Members agreed to support the local feelings and object this construction.
Any Other Business

The chairman – Mr Guto Jones expressed words of sympathy on the death of Mr Hugh Thomas, Tremle, Capel Iwan who had only resigned from the Community Council in May this year due to ill health after 35 years faithful service to the community. Guto proposed that a letter of sympathy be sent to the family on their tragic loss.
The meeting ended at 9:15 p.m. The next meeting will be on Thursday, 3rd July 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
