Cenarth Community Council
The Council meeting was held on Thursday 2nd March 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Jeff Lewis and Hywel Bowen. Apologies received from Richard James, Guto Jones, Anthony John, Meurig Thomas and County Councillor Hazel Evans. Also present was PCSO Jeff Kedward and PCW Ceri from Newcastle Emlyn Police Station.
The chairman Don Griffiths welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any reports for the community. Jeff stated he had spoken to the car owners with open car exhausts about racing through the village of Capel Iwan causing noise nuisance. Members also discussed various happenings in the community and the Police noted these and would investigate. The Police left and Don thanked them again for their visit.
The clerk then read the minutes of the February meeting and they were proposed as being correct by Jeff Lewis and Samuel Jones.
Matters Arising

The Chairman Don Griffiths expressed words of sympathy with County Councillor Hazel Evans and Gareth on the death of her mother Mrs Gene Evans, The Old Post Office, Mount, Capel Iwan. The Clerk stated that he had sent a sympathy card on behalf of the Community Council.
Hence there were no report regarding road condition problems in the area. Don stated that he had spoken to Hazel regarding the 30 mph sign near Bryngolau, Capel Iwan which had been uprooted. The Highways had been out the following day and re-installed the sign.

The chairman stated that the drains from Gwynfa, Capel Iwan through to Maesgwyn were still blocked with surface water running down the main road. The clerk was asked to contact the Highways Department again.

Nigel Williams stated he had looked at the existing seat base opposite Argoed Farm Caravan Park, Cenarth and stated that a new base should be constructed so that the new public seat could be fitted. Hywel, Jeff and Nigel to arrange a date and members would assist.

The water board contractors were still working on the replacement pipes from Ty Cerrig, Capel Iwan down towards Hendy Farm. The road verge and drains had been damage all the way and a great amount of work would be needed after the completion of the works.

A further letter was received from Carmarthenshire County Council Planning Department stating that the public Pay Phone removals by B.T. had to be restarted and the new public consultation would end on 20th March 2017. The Capel Iwan square telephone kiosk would be removed due to zero use. Members asked the clerk to contact the Planning Department and remind them of their promise to reinstall a red kiosk at Bryn Square, Penrherber – a listed fixture.

A further letter was received from Boundary Commission for Wales stating that a Secondary Consultation period for 2018 Review of Parliamentary Constituencies would run from 28th Feb to 27th March. Members of the public would be able to read the comments.

Members stated that there was no improvement in the mobile phone signal in the area. The clerk stated that ResQNet had posted an email stating that new works on the aerial systems should be completed shortly. The clerk to call again at the Plaids Office in Newcastle Emlyn with the complaints.

A letter of thanks was received from the Committee of Cenarth MC Chapel - Annual Eisteddfod 2017 thanking the Community Council for their financial support towards the cost of running the eisteddfod.
Correspondence

A letter of thanks was received from the British Heart Foundation thanking the Community Council for their donation of £100towards their lifesaving work. Anybody seeking advice just call Heart Helpline on 0300 330 3311

A letter was received from Cenarth Village Association stating that the village were attempting to raise funds to provide 2 defibrillator in Cenarth, one each side of the bridge. They were seeking the help of the local community councils in getting financial and administrative support for the project. It was agreed that the chairman Don Griffiths would contact the chairman Mr Matthew Crossman and give them details of the British Heart Foundation for a start.

A letter was received from the Committee of the Newcastle Emlyn Chair Eisteddfod 2017 – 15th July asking whether the Community Council could support the annual event. Members agreed to support the festival financially.

A letter was received from Un Llais Cymru- One Voice Wales inviting the Community Council to renew their membership for 2017-2018. Members agreed that the service they offered were a great assistance to the council and it was agreed that membership should be renewed.
Any Other Business:

William Davies stated that the roadworks carried out at Eden Square, Capel Iwan was done by BT contractors who had to place Broadband cables underground at this location due to the close proximity of HT Electric Cables and the effect on broadband service. Hence no work had been carried out on the collapsed drain crossing the road here. The clerk to contact Highways Department again.
