Cenarth Community Council

The council meeting was held on Thursday 1st October 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present:- Samuel Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, and Meurig Thomas. Apologies received from Anthony John and County Counc. Hazel Evans. Also present was PCSO Jeff Kedward.

The chairman Samuel Jones welcomed everyone to the meeting and asked the police whether he had anything to report in the council area. Jeff stated that they had no further information regarding tyres that had been dumped on Mr Guto Jones’s land at Blaenbowi above the windmill site. Guto stated that the County Council had been out and collected the tyres. No further information had been received about the damage caused to three cars windscreens at Maes Iwan, Capel Iwan. The owner had since fitted a CCTV System and all movements would now be recorded. Members also noted that a quad bike had been driven around the square at Capel Iwan with three youths taking turns at riding the bike. Jeff took note of the complaint and would carry out further investigations. As there were no further matters for the Police, Jeff left the meeting and was thanked by Samuel Jones.  

The chairman welcomed Williams Davies back to the meeting after having surgery carried out to both eyes. He was now feeling much better and on the road to recovery.

Samuel then asked the clerk to read the minutes of the September meeting. Don Griffiths and Jeff Lewis noted that the water collection at Bronygarn bend near Rhyd Bridge had been omitted from the Highways complaints. Don also stated that he had made inquiries regarding the knotweed growing at Pentre Isaf, Capel Iwan. The piece of land seemed to be No-Man’s land. The clerk was asked to contact the Public Footpath Rangers Dept. Mr Nigel Powell  

Matters Arising

  1. . The clerk stated that Counc.Hazel Evans had been in contact once again with The Highways Dept. Signage and they stated that the direction pointers for the signpost near Sycamore House were on order.

  2. The clerk noted that he had spoken to the owners of Gelynen Plantation, Rhiw Ddu, regarding the overgrowth.They had promised to come down from Worcester and assess what work needed to be done and would most probably give the work to a local contractor.

  3. The owner of Fron Deg had also promised to cut back offending branches on Rhiw Ddu.

  4. Don Griffiths stated that he would check the state of the footpath from Panteg Bridge to Godremamog Mill and report back.

  5. Jeff Lewis stated that the rangers had carried out work from Glan Teifi (Cenarth) towards the disabled fishing platform. No work had been done around the well area. Contact the footpath rangers again.

  6. The clerk stated that he had spoken to the people who were renting property Pen Banc, Capel Iwan regarding the overgrowth on the hedge on the bend at this location. They stated that the owners were abroad on holidays and they would pass on the letter and information when they returned.

 

Correspondence:

  1. A letter was received from the Wales Audit Office, 24 Cathedral Road, Cardiff stating that the council audit for year 2015-16, 2016-17 and 2018-19 would now be carried out by Grant Thornton, UK LLP, Hartwell House, Bristol.

  2. A letter was received from Carms CC Head of Corporate Property Resources Dept. concerning asset transfer- Public Open Spaces Notice where play areas would be transferred to the ownership of Town and Community Councils. The list would be published in the Western Mail for 2 weeks.

  3. A letter of thanks was received from Urdd Gobaith Cymru adran Caerfyrddin for the donation of £150 sent by the Community Council to support the youth movement in Carmarthenshire.

  4. The Community Council also decided to support the Carmarthenshire Federation of Young Farmers Clubs who do so much for the young people from and age of 10 to 26. It gives these members a chance to compete in all sorts of activities and take part in exchange visits to different countries throughout the world.

  5. Members also agreed to support financially the annual Eisteddfod event at Cenarth village.

  6. The Community Council received a letter of thanks from Merched y Wawr, Capel Iwan for the donation of £150 towards the Macmillan Coffee/Tea afternoon held on the 25th September at Y Ganolfan, Capel Iwan. A fantastic sum of over £1250 was raised on the day. Merched y Wawr members thanked everyone for their generous support. The collection would be presented to the Carmarthenshire group of Macmillan Nurses and used locally.

 

Any Other Business:

  1. Jeff Lewis stated that he had been approached by Mrs Glenys Reed - member of Cenarth Church Parochial Council asking what had happened to the request from Carms CC to use the church building as a polling station. Also they asked whether an improvement could be made to the entrance of the Cenotaph site at Cenarth village. It was agreed that members pay a site visit to determine what works could be carried out.They clerk would check with the Electoral Registration Dept., in Carmarthen and ask them for their comments about the use of the church at Cenarth.

The meeting ended 9:00 p.m. Next meeting “please note” Tuesday 3rd November 2015 at 7.00 p.m. at y Ganolfan, Capel Iwan.
