June meeting

The monthly meeting was held on Thursday June the 2nd 2011 at 7 pm at the Ganolfan

With  Jeff Lewis in the chair apologies were received from Chris Thomas  , Richard James and CC Hazel Evans. All other members were present.

The chair welcomed PCSO Jeff Kedward who reported that there were no Police activity in the area over the month. Jeff stated that he was attempting to have a Police check done on the new speed limit in Capel Iwan.The chair thanked the Officer for his presence and wished him well in his forthcoming knee operation

The Clerk then read the minutes of the previous meeting and they were proposed as being correct by David Phillips and William Davies. The Clerk then asked the three new signatories to sign the Bank Account forms.  namely  Jeff Lewis , William Davies and Don Griffiths

Matters arising

As CC Hazel Evans was unable to attend she had given the Clerk a letter covering the matter raised at the last meeting.

1. She had managed to pin down the Royal Mail manager  for the area  and he had promised to come out to Capel Iwan and Tanglwst to assess the letterbox problems. Hazel will contact the Clerk on the day of his visit.

2. The road from Plygyrhiw junction to Bridgend was now receiving attention

3. Hazel was still awaiting an answer from Rhys Davies C.C.C. Tech services regarding the opening hours of the toilets at Heol Gelli Cenarth. Hazel stated that Laugharne Comm Council who were one of the first to send a letter of objection to Carm C C regarding the new hours policy had been informed that the hours would revert to the old system. Hazel stated that she had contacted our AM  Rhodri Glyn Thomas who was now taking up the matter. Members proposed that the Clerk should send a letter of complaint to Mr Rhys Davies

4. Pollution in the open ditch that runs past Ty Te Restaurant in Cenarth. The Public Health officer had contacted Hazel after his visit to the site but there were no smells there that day. He had followed the water course and were now under the impression that slurry had entered the stream. He still wanted the owners to monitor the water flow and if any discolouring of the stream happened to take a sample and inform the Council. Samuel Jones stated that he had spoken tto the owners and the problems seemed to occur at the weekends with a white  colour appearing in the watercourse. Hazel would call again at Ty Te

5. Hazel stated that the flooding problems at Mr Denzil Davies's property  Ddwylan Cenarth had now been resolved by the water board, apparently they had disturbed the drainage system when installing new pipes in the area

6. No answer had been received as yet from the Education Dept as to whether they could assist with monies to erect the bus shelter at Cenarth village.

7. Nigel williams stated that the road sweeper had been on the stretch of road from Bryn Square to Yet farm. Melfydd jones also asked whether it would be possible for the sweeper to vist the road from the finger post junction to Black Oak farm.  Letter to Highways Dept

8. Jeff was not sure whether the workmen had  been out to clear the drains around St Llawddog's Well car park

9. CC Hazel Evans had been in contact with Carms Voluntary services, The Mount offices Carmarthen regarding the possibility of having a grant to assist  with repairs to the war memorial at Cenarth. She was told that the British Legion did not give support to this kind of work. However  she had been given a list of charities who could possibly give financial support. It was agreed that the Chair, Jeff lewis would check the list and contact the office in Carmarthen to discuss the matter further

10. Hazel also stated that John McEvoy, Highways safety officer had been out to see the warning signs below the Chapel at Capel Iwan, "unsuitable for heavy vehicles". It was felt that they should have been located lower down towards the old school. Many vehicles mistook the warning for the bridle path down towards Glaspant mansion. New signs would now be erected. Also after requests from residents living down towards Rheoboth Hill Mr McEvoy was making a request  to the road Safety Committee to relocate the 30 mph signs to below Mill Lodge. This would take about 3 months to complete. Hazel had already informed Mrs  Barbara Griffiths  Mill Lodge

11.Melfydd Jones showed letters and photographs he had received from Mr Steve Jones, 4, Taicanol, Cwmafon re the plane crash, Warwick  MK111  (HG342) at Gors Farm Capel Iwan in 1944. He had received the information from Barbara Mc Allen  (Sister in law) of L.A.C.  Ron Mc Allen one of the victims. She had been to Capel Iwan a few years ago to visit the crash site. As yet Steve had no information on the relatives of the pilot. Flt Lt Crozier. . It was known that his son had visited Mr Elgan Jones Elmar (previous owner of Gors ) to talk about the incident. Elgan had misplaced the address but was still looking. Members discussed further the possibility of placing a memorial plaque on the village square in Capel Iwan . Melfydd agreed to draft an A4 size document with the relevant information. Nigel Williams had a friend who made engravings on stainless steel metal who would be willing  to tackle the project. Melfydd would draft the copy by the next meeting

12.  A  letter was received from  Mrs Brenda Jones (chair) of the Newcastle Emlyn and local areas Ambulance Charity. The charity was founded 40yrs ago by the late Dr S G Budd- monies invested and interest gained is distributed to the aged and infirm in the local area. As many as 500 people have benifitted so far in the local villages. The committee were asking whether the Council would be willing to support the cause financially this year. Members asked the Clerk to contact  Mrs Brenda Jones to ask for further details as to who qualified for the Xmas Bonuses. All being well the Council agreed to donate £100 towards the funds

PLANNING MATTERS

1.Application no  W/24627 -proposed garage and stores at  Arkley House Cenarth was granted planning permission

2. Application no  W/24637-  Erection of one  Hannevind  30KW  wind turbine on a 24M Monopole mast at Treale  Velindre.. no objection

3.App no  -W/24704- Replacement building for  livstock and TB isolation unit at Gelliorlas  Cenarth---no objection.

AOB

1. Members asked whether re-surfacing work could be carried out on the road past Cefnhir - Bwlchyffin  - out to Tower Hill  square----letter to Highways   dept

2. Don stated that the footpath from Panteg bridge  to Godremamog Mill needed trashing and trees had fallen across as well. The Clerk to contact the Countryside Rangers  service

 3. Members stated that rubbish sacks were being left on the layby  below Plain N C Emlyn.

4. It was noted that the Water board had been in the area inspecting pressure relief valves and fire hydrants-  Blue marks on the road surface

5. David Phillips stated that he was having  problems in cutting the grass on the village sports field due to molehills. The Clerk stated he knew a person who carried out mole trapping - Mr Geoffrey Jones of Boncath. members asked the Clerk to contact him and ask for work to be done

The meeting ended at 9 -15 pm. The next meeting will be held on Thursday July the 7th at 7pm at the Ganolfan   Capel Iwan
