- A. Anfonodd Jeff Kedward PCSO neges i ddweud bod y ‘Community Speed Watch’ wedi bod allan yng Nghenarth bythefnos yn ôl a dim ond un cerbyd oedd wedi’i cofnodi mewn awr yn teithio 27m.y.a yn yr adran 20m.y.a.

- A. 6.B-1/JUL - Diffibrylyd- Dywedodd y Clerc ei bod wedi bod yn siarad yn gyson gydag Alan Jones o Gyngor CNE a Tomos Hughes o’r Defib Store ac mae’r 4 Diffibrylydd wedi’u harchebu. Roedden nhw i fod cyrraedd wythnos diwethaf ond mae ychydig o ‘delay’ wedi bod ond byddan nhw gyda ni asap. Dywedodd y Clerc ei bod wedi derbyn anfoneb ar eu cyfer a gofynnodd os oedd y Cyngor yn hapus iddi dalu’r swm. Cynnigwyd gan Guto Jones Eiliwyd gan Nigel Williams.

- C. 11.3-1/JUL - Arwydd Maes Parcio Cenarth - Dywedodd y Clerc ei bod wedi bod siarad gyda Pherchennog Action Graffix ac mae’r arwydd bellach wedi’i roi fyny.
- D. 11.7-1/JUL - Diweddariad Clos Glas a Glannant - Datganwyd fod hwn yn y broses o gael ei sortio gan fod periannau yna heddiw ond doedd y gwaith heb ddechrau.
- E. 11.8-1/JUL - Diweddariad Kiosk - Dywedodd y Cyng. Hywel Bowen nad oedd wedi clywed dim wrth Nia Stokes o hyd ond byddai’n gofyn eto.

- PL/03049 - Full Planning Permission - Proposed erection of new detached building for use in connection with existing rural enterprise storage business which will form additional storage space / units to lower ground floor and office & recreation space to upper ground floor - Dragon Guard Storage - Under Consultation tan 6ed o Ragfyr. Cytunwyd bod y safle yn cadw’r ardal yn daclus a doedd dim gwrthwynebiad.
- PL/02860 - Lawful Development: Existing Use - The building has been used as a private residential home for at least the last 5 years. It has ceased its commercial use as a pub (formally The Fox and Hound) prior to our arrival 5 years ago - Closed - Approved.
9. MATERION ARIANNOL
- Dywedodd y Clerc ei bod wedi bod yn siarad gyda Barclays Bank a’i bod wedi llwyddo sefydlu online banking a fydd yn hwyluso gwneud taliadau ‘bank transfer’ yn y dyfodol.
- Dywedodd y Clerc bod y taliadau canlynol wedi’u gwneud dros y mis diwethaf:

10. MATERION ANGEN TRAFODAETH
- Cinio Nadolig y Cyngor - Cytunwyd y byddwn yn aros tan fis Ionawr cyn cynnal Cinio oherwydd pandemig COVID-19.
11. SYLWADAU’R CYNGHORWYR
- Datganwyd fod llawer o goed wedi cwympo ymhobman yn dilyn y storm.
- Giât Cefn y Neuadd - Trafodwyd y syniad o gael giât yng ngefn y neuadd i atal carafanau rhag parcio yno. Nodwyd mai’r Cyngor sy’n berchen y cae chwarae a dylwn rhoi caniatâd i Gyngor y Neuadd rhoi giât yno. Cytunwyd y byddai’r Cyng. WIlliam Davies yn codi’r mater yng nghyfarfod nesaf Cyngor y Neuadd ond nododd mai dim ond dwywaith y flwyddyn y maen nhw’n cael eu cynnal. Cytunwydd y byddai’r Cyngor yn cyfrannu at gost y giât gan mai ni sy’n berchen ar y cae. Cytunwyd hefyd y gallai’r Cyng. Anthony John fesur y safle. Nododd y Cyng. Don Griffiths bod angen sicrhau nad oedd y byrddau’n cael eu symud yn ardal y cael chwarae hefyd.

DECEMBER 2021 MEETING
1. PRESENT: In the Chair - Cllr. Meurig Thomas, Councilors: William Davies, Hazel Evans, Don Griffiths, Anthony John, Jeff Lewis, Nigel Williams, Cllr. Hywel Bowen and Richard James. Clerk - Manon Thomas.
The Chair welcomed Cllr. Hywel Bowen back to the meeting after a period of illness.
2. APOLOGIES: Jeff Kedward PCSO, Brad Davies PCSO and Guto Jones.
3. DECLARATIONS OF INTEREST: None
4. POLICE ISSUES:
- A. PCSO's Jeff Kedward sent a message saying that the 'Community Speed Watch' had been out in Cenarth two weeks ago and only one vehicle had been recorded in an hour traveling 27m.m. in the 20mpa. section.
5. MINUTES:
To confirm the Minutes of the November 2021. Monthly Meeting. Proposed: Cllr. Anthony John Seconded: Cllr. William Davies
6. MATTERS ARISING FOR MINUTES:
- A. 6.B-1 / JUL - Defamatory - The Clerk advised that she has been in regular contact with Alan Jones of CNE Council and Tomos Hughes of the Defib Store and the 4 Defibrillators have been ordered. They were due to arrive last week but there have been a few 'delays' but they will be with us asap. The Clerk stated that she had received an invoice for them and asked if the Council was happy for her to pay the sum. Proposed by Guto Jones Seconded by Nigel Williams.
- B. 7.2-1 / JUL - Cenarth bus stop notice board - The Clerk advised that she has ordered the Notice Board and should be with us in the coming weeks.
- C. 11.3-1 / JUL - Cenarth Car Park Sign - The Clerk reported that she had spoken to the Owner of Action Graffix and the sign has now been erected.
- D. 11.7-1 / JUL - Clean Closet Update - It was stated that this was in the process of being sorted as there were machines today but the work had not started.
- E. 11.8-1 / JUL - Kiosk Update - Cllr. Hywel Bowen still hadn't heard anything from Nia Stokes but would ask again.
- F. 7.M-7 / OCT - Jeff Lewis Retirement - The Clerk stated that no-one had yet come forward to fill the seat. It was agreed that the Councilors would try to think of a new member.
- G. 11.A-7 / OCT - Pentre Isaf Square - No change - declared potholes in the road.
- H. 7.B-4 / NOV - Penybanc Hedges - Cllr. William Davies said that the hedges had been cut back a little since the letter.
- I. 11.A-4 / NOV - Capel Iwan Mount and Square Hedges - It was agreed that they needed to be cut.
7. CORRESPONDENCE:
- 5/11 letter out to Carmarthen Café Office with our cheque.
- 5/11 letter out to SO Garden with our cheque for strimming.
- Emails between the Clerk and Tomos Hughes about the Defebrillator.
- 8/11 letter from Wendy Walters with CllrJeff Lewis's vacancy Co-option Notice.
- 9/11 letter from Rhodri Lewis, Carmarthenshire YFC Organizer thanking us for our contribution.
- Letter 13/11 from Haulwen Lewis, Treasurer of the Garthen asking for a contribution. It was agreed that the Council would contribute.
- Letter from Sian Eirian, Director of the Carmarthenshire Eisteddfod asking for a contribution to the Llandovery Eisteddfod 2023. It was agreed that we would wait a bit before donating as we would probably need to raise money as a Council for the event closer to the Eisteddfod.
- Letter 2/11 from Sarah Phillips, Ceredigion Council regarding phosphate levels in the area and Ceredigion LDP2. Cllr. Hazel Evans that the area includes Trelech and Cenarth and refers to 'pure sewerage'.
- Keep Wales Tidy letter with dog fouling posters.
- Letter from former Clerk, Ken Davies thanking for his 50 year celebration of service dinner.
8. PLANNING:
- PL / 02909 - Full Planning Permission - Roofing over an open cattle feed yard - Pengwern Lower, Cenarth Application Closed
- PL / 03049 - Full Guard Permission - Dragon Guard Storage - Under Consultation until 6th December. It was agreed that the site kept the area tidy and there were no objections.
- PL / 02860 - Lawful Development: Existing Use - The building has been used as a private residential home for at least the last 5 years. The Fox and Hound used to be published 5 years ago - Closed - Approved.
9. FINANCIAL MATTERS
The Clerk said that she had been talking to Barclays Bank and had been successful in setting up online banking which will facilitate making bank transfer payments in the future.
The Clerk stated that the following payments had been made over the past month:
- Clerk's Salary and Expenses
- Payments In - None
- Payments Out
- Macmillan Cancer Charity - cheque to sign
- Amount to Chairman for donation of former Clerk
- Invoice to the Defib Store
10. MATTERS NEEDING DISCUSSION
- Council Christmas Lunch - It was agreed that we would wait until January before having lunch for the COVID-19 pandemic.
11. COUNCILOR'S COMMENTS
- It was stated that many trees had fallen everywhere following the storm.
- Back of the Hall - The idea of having a gate at the back of the hall to prevent caravans from parking there was discussed. It was noted that the playing field is owned by the Council and we should allow the Hall Council to install a gate there. It was agreed that Cllr. WIlliam Davies would raise the issue at the next Hall Council meeting but noted that they are held only twice a year. It was agreed that the Council would contribute to the cost of the gate as we own the field. It was also agreed that Cllr. Anthony John would measure the site. Cllr. Don Griffiths said that there was a need to ensure that the tables were not moved in the play area as well.

The next meeting will be held on Thursday, 6th January at 7pm at Y Ganolfan, Capel Iwan.
