December 2014 Meeting
The December Meeting of the Council was held on Thursday 4th December 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Guto Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Richard James, Hywel Bowen, Meurig Thomas, Anthony John, County Counc. Hazel Evans and PCSO Jeff Kedward. Apologies were received from Samuel Jones due to a knee replacement operation.
The chairman Guto Jones welcomed everyone to the meeting and Counc. Hazel Evans gave a report of the meeting that had been held at Newcastle Emlyn with the Town Council and Police Commissioner Christopher Salmon and Andy Pearson to discuss the future plans for Newcastle Emlyn Police Station. The Town Council had prepared a list of questions but Hazel stated that they were none the wiser after the meeting and no answers being given to the questions. All appeared to be up in the air. PCSO Jeff Kedward stated that he no news for the area and the car registration number he had been given by the members regarding the late night activities on local farms had brought no results. Guto stated that the graffiti was still on the windmill tower near Treale. The clerk also stated that a load of old asbestos sheets had been dumped near the lay-by on Penbuarth Bank. The clerk had spoken to the Environmental Dept who had promised to have them removed. Jeff stated that anyone having asbestos removed from their property should have a certificate from the contractor stating that the material would be properly disposed of. Guto then thanked Jeff for his visit and wished him and the police staff at Newcastle Emlyn a Happy Christmas. The Clerk was then asked to read the minutes of the November meeting and they were proposed as being correct by Nigel Williams and Jeff Lewis.
Matters Arising

No action had been taken regarding the surface water grating below Blaengwyddon Fawr. Richard also stated that no one had been out to check the water collecting on the bend by Bryngolau Farm. Guto also stated that nothing had been done about the collapsed gutter by the Blaenbowi Wind Farm entrance. The clerk and Hazel were asked to contact the Area Surveyor. The clerk stated that a ditch had been opened near Bwlchcaebrith Square to lead the surface water away. Wait and see what the results will be. Also the gutters had been cleared from Gwynfa, Capel Iwan down to the school entrance. Don Griffiths stated that the road surface down to Pentre Isaf had been repaired. However Don stated that the water running out of the pipe coming from the village spring was entering the gutter crossing the road but nothing appearing the other side. He thought the pipe had fractured and had told the Highways gang about the problem. He stated that a white line had been painted across the re-surfaced road. So what will happen next? Richard also stated that work had commenced on the road surface from Tower Hill Square down to Pontseli – Diversion signs were in position.

Meurig Thomas stated that the road guttering needed attention from Bryn-Cerrig down to Pant-y-Garn bend – water was running out on to the road surface.

Hazel Evans stated that she had made enquiries about placing a rain shield on the Bus Shelter at The Three Horseshoes , Cenarth and was awaiting a reply.

Nigel stated that the timber for the seat repairs near Argoed Meadow Caravan site had been ordered and he also mentioned that some repair work might be needed to one of the end supports. He would be contacting members when ready to start the repair work.

Jeff Lewis stated that he had spoken to officials of the Teifi Trout Assoc. about the missing planks on the fishing platform near St. Llawddog’s Well Picnic Area. There was some doubt as to who had erected the platform – it might have been the County Council. Hazel said that she would check it out with Carmarthen.

The clerk stated that no reply had been received from the River Authority regarding the tree trunks in the River Cych near Plyg y Rhiw. The clerk and Hazel would again write to them.

Members stated that the Post Office at Cenarth had closed but the Post Office Authority were looking for a new location. Counc. Hazel Evans stated that the owner Mr Andrew James of Siop y Ffrydiau, Cenarth was applying to have an office on his premises.

Richard James stated that the lawn mower for the village sports field at Capel Iwan had been repaired and serviced by Periannau Gardd Dyffryn Teifi, Drefach and was back in the shed.
Correspondence

A letter was received from Carmarthenshire County Council re: Planning Seminar to be held next February 2015. Topics to include- The Planning Bill, Local Development Plan, Development Management changes. Requests for likely numbers to attend – agreed to submit 2 people.

Carms Local Dev.Plan – Notification of Publication of Inspectors Report can be viewed on Council website or local public libraries.

The Council was asked to complete a survey to assist the Police and Crime Commissioner to complete the setting of the 2015/2016 Council Tax Policing Service.

Invitation for Council to renew membership of Society of Local Council Clerks for 2015. Agreed to renew.

A letter from Carms CC – Technical Services appealing for volunteers for the County Cars Scheme in rural areas. Anyone with an interest to contact Carms CC on 01267 228293.
Any Other Business

Counc. Hazel Evans stated that the road from Glenview, Capel Iwan to Closglas junction would be closed from the 10th December for approx. two days for essential maintenance. Also Hazel stated that 13 employees from Dansco Factory were going to lose their jobs by the end of December 2014. The cheese shredding operation was coming to an end.

Guto Jones asked whether it would be possible to have Salt Bins located on the road from Blaenbowi Farm junction up to the Blaenesgair Picnic Site junction. They could be located on his land – two small quarry sites available- Hazel would check.

Nigel Williams asked whether the road sweeper could visit the Penrherber to Cenarth road especially the Gelli-dywyll Hill area – leaves blocking all drainage points.

The clerk reported that the dumped washing machine near the paintball site, Cenarth had been removed.
The meeting ended at 9:00 p.m. The next meeting will be on Thursday, 8th January 2015 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
