Jan 2013 meeting

The first meeting of 2013 was held on the 3rd Jan at 7pm at "The Ganolfan".

Members present :- Couns  William Davies (chair), Don Griffiths, hugh Thomas, samuel Jones, Nigel williams, Chris Thomas, Jeff lewis, Richard James, Guto Jones and CC Hazel Evans. Apologies received from David Phillips and PCSO Jeff Kedward, NCE Police Station.

The Chair welcomed everyone to the first meeting of the year and wished everyone a happy New year. The Clerk then read the minutes of the Dec meeting and they were proposed as being correct by Don Griffiths and Samuel Jones

Matters arising:-  1. The clerk read a letter from Mr John Mc Evoy , Traffic management Carms CC setting out the conditions  for the Couny Council to take over the management of the Heol Gelli Cenarth Coach and car park. In the  first instance the Community Council would have to sub lease the Carpark   to the County council, who would then have a lawful interest in the car park and would then allow them to introduce lawful regulation orders over the park When the order is introduced the Council,s parking services would erect signs with rules of use and penalties for contravention of these rules. The Park would be marked with parking bays and notices that it was a car park area and not a public highway. After discussion members agreed to proceed with the new regulations - the Clerk to inform Mr John Mc Evoy of their decision to agree with the new proposals

2. It was also noted that a member of the CC traffic management section was coming out to investigate whether  there was enough road verge space available to erect "Cwmorgan" village signs. CC Hazel Evans stated that she had been in contact with Traffic management and had pointed out that it was a replacement project for the signs not new ones - this would enable monies to be released sooner for the work. Hazel had arranged a meeting with Ann Thomas,traffic dept for the 31st Jan 2013 for an inspection. Hazel asked whether ther were any old photographs available showing the original locations.Members would make enquires and Chair William Davies would speak to the villagers of Cwmorgan seeking information

33.The Clerk read a letter from Carms CC - Street  Scene- Asst area manager D A Williams stating that the road surfaces and potholes highlighted by the Comm Council would be attended to. A further insspection would be carried out at Bwlchcaebrith in an attempt to solve the surface water runnuing down the road towards Rhyd bridge. CC Hazel Evans had been in contact with Mr John Pierce, Supervisor of road repairs and had arranged another meeting. Also further notices would be sent to the owner of the hedge from Tycerrig   to Blaenpant to have the overgrowth cut back

4. Don Griffiths ststed that it appeared that the "No dog fouling" notices erected on the path  from Pentre Isaf, Capel Iwan, through to Pleasant Viev and Capel Panteg had been torn off by the wind. The Clerk to contact the Country Management team again for replacement

5. The Clerk stated that he had again checked with the Comm C  solicitors in N C Emlyn but no papers had been received from Carms Legal dept regarding the new lease for the Comm Centre area and village sports field

6.The Clerk stated that he had spoken to the Churchwarden at Cenarth church regarding the possibility of locating a "Polling - station" at the Church in Cenarth. The response was positive but it would have to be discussed by the Church Council first for their reactions before the Clerk contacted th Electoral Services dept at Carmarthen-  Ms Amanda Bebb

7. A letter of thanks was received from Ms Dee Stoh, manager of HUTS   N.C. Emlyn for the donation of £100 sent by the council to assist with running expenses

8 The Clerk stated that he had been contacted by the Clerk of Llanstephan Comm. Council regarding the proposed closure of five public toilets in the Carms County. She was stting up a meeting to bring together members of the five communities ie Ferryside, Llanstephan, Pendine, Burry Port and Cenarth in an attempt to get Carms C Council to change their policy of closure on 31st March 2013.It was agreed that the Clerk, Chair, Jeff Lewis and Nigel Williams should attend the meeting being held at CAV's offices Carmarthen on the 16thJan 2013  at 7pm

CORRESPONDENCE

1. A letter was received from Carms  C. c. Financial Services dep asking for the Comm Council precept requirement for 2013 - 2014. After discussion members agreed to keep the annual precept at the same level as last year  - the sum of £8500

2.A letter was received from Carms CC Law Dept requesting that members of the Comm Council should attend a Code of Conduct training course at County hall Carmarthen on the 27th of Feb 2013

PLANNING MATTERS :- The following had been granted permission

1.W/27310-- Conservatory inc toilet at "Panthwdog"  Tanglwst

2..W/27313- Conversion of outbuilding to a holiday let at "Troedyrhiw"  Cwmorgan

The following highway problems were highlighted by members

1 The gutter for surface water at "Gwynfa" Capel Iwan was still blocked

2.Members asked whether a "road sweeper" could be asked to clear the road from "Dolbryn"  to "Pantygarn"  bend.

3.Samuel Jones stated that that "fly tipping" was again taking place on the top road above "Penbuarth". CC Hazel Evans noted the location fo action and also near Blaenpant, Capel Iwan Rd

4.Guto jones also noted that the gutters were blocked near Clawddcoch chapel, Tanglwst and Rhewincoch entrance. The grating covers had been blown up with the pressure of water-  note to Highways.Also the rubbish lorry was turning round on the junction of the road towards "Blaenbowi" and was breaking up the surface and forming deep potholes

5 The Clerk was again asked to complain to the Highways Dept regarding the state of the road from Sycamore House junction to Pontgarreg Chapel and Graig Y Fuwch bend

6 Jeff Lewis drew attention to the fact that the parking bays near St Llawddog 's well had become clogged up with debris and leaves and need a clean out

7. Guto Jones gave a report on an incident that had happened on his land last month. He had noted two men with lamps and dogs on his top fields near the windmill site. He had taken his jeep up to investigate but they ran away down another field and jumped into the car parked near the windmill entrance. Guto had noted the car's reg no  and he had contacted PCSO Jeff Kedward at N.C.Emlyn Police with the details. The car was stopped  3/4 hr later  near "Red Roses" in Pembrokeshire Th men were heading for Pembroke and they stated that they were trying to catch hares near the Blaenbowi site. Anyone seeing strange vehicles in the area make a note of reg nos and contact Police straight away..  "GOOD WORK GUTO"

The meeting ended at 9pm. next meeting on the 7th Feb 2013 at 7pm at the"Ganolfan" Capel Iwan
