June 2013 Meeting
The June meeting of the Council was held on the 6th June at 7:00 p.m. at “Y Ganolfan”, Cael Iwan.
Members Present:
Chris Thomas (Chair), William Davies, Don Griffiths, Hugh Thomas, Nigel Williams, Jeff Lewis, Guto Jones and County Coun. Hazel Evans. Apologies received from Samuel Jones, David Phillips, Richard James and PCSO Jeff Kedward.
As the Chairman Richard James was absent members agreed that the Vice Chairman Chris Thomas should chair the meeting.
Chris welcomed everyone to the meeting and expressed words of condolence with David Phillips and his family on the death of his wife Gwyneth. The clerk – Ken Davies seconded Chris’s words and stated that a letter of sympathy should be sent to David and his family. The clerk also stated that David wished to resign as a Community Counsellor. Members were shocked at the news but could well understand David’s feelings after the death of Gwyneth. It was agreed that the Clerk should send him a letter thanking him for his 34 years faithful service to Cenarth Community Council.
The Clerk then read the minutes of the May meeting. They were proposed as being correct by Don Griffiths and Nigel Williams.
Matters Arising

The Clerk stated that he had visited the National Library of Wales stand at the Urdd Eisteddfod, Cilwendeg last week. Ken stated that he had made enquiries regarding the Capel Iwan large enclosure map 1873 which had been handed over to the Library for safekeeping. A fire on Friday 26th April 2013 had destroyed a large number of documents. The map was in the fire area but as yet they were not sure how much damage had been done to it. After assessment the library would contact the Community Council with details.

Don Griffiths to check again on “No Dog Fouling” signs at Pentre Isaf to Panteg Chapel footpath.

No further details regarding the final signing of the new lease for the Hall and Village Playing Field. The clerk stated he and William had met with the Water Board –Dwr Cymru regarding the route for a separate supply to the hall and the sports field toilet block. A further visit would be made by one of their inspectors.

The Clerk stated that Don, Nigel, Jeff and Ken had attended the joint meeting of Councils involved in the “Public Conveniences” dispute at CAVS Carmarthen on the 10th May. The MP’s and AM’s present proposed that a letter should be sent to the Chief Executive Officer – Mr Mark James and Mr Richard Workman – Street Scene asking them to come and meet the 5 community councils involved – waiting for a date. Counsellor Hazel Evans stated that no grants had been paid to any business properties in Cenarth this year to allow members of the public to use their toilet facilities. Hazel also stated that she had taken up the matter raised by Don Griffiths regarding the cleaning at Heol Gelli, Cenarth Public Toilets. Further complaints had been received by Carmarthenshire County Council and since a new cleaner has been employed to do the work.

Members discussed the grass cutting needed on the Village Playing Field since David Phillips had stated that he could no longer do the work. After discussion it was agreed to ask Richard James whether he would be willing to take on the work.

The Clerk presented the Audit forms and accounts for the year ending 31st March 2013 so that the members could carry out an inspection. The audit date was on the 11th June 2013.
Correspondence

A letter was received from Bethan Hall Exc. Asst. to the Carmarthenshire County Leader asking whether members of the five local Community Councils around Newcastle Emlyn could attend a meeting at the Church Hall, Newcastle Emlyn on Monday 17th June at 11:00 a.m. to meet members of the Cabinet. It was agreed that the Chairman Richard James and the Clerk Ken Davies should attend with Jeff Lewis as a reserve.

A letter of thanks was received from Mrs Jo Jones, Admin Officer of Newcastle Emlyn Swimming Pool for the donation of £150 sent by Cenarth Community Council to assist with running costs.

An invitation letter was received from the Eisteddfod Genedlaethol Cymru to be held in Carmarthenshire on 1st - 9th August 2014 offering 4 tickets to attend the Proclamation Ceremony at Carmarthen on Saturday 29th June 2013 from 11 a.m. to 2 p.m. Ceremony open to the public on the day.
Planning Applications
The following applications were received:

W/28213 – Replacement Conservatory at Glannant, Capel Iwan.

W/28223 – change of use of existing paddock to an all weather riding area (Menege) – Penfai Isaf, Capel Iwan.

W/28239 – construction of a Hydroelectric scheme at Craig y Fuwch, Penrherber.

W/28326 – change of use of port at Malindi Centre for Manager’s Living Accommodation (1\3 area).
Any Other Business

Don Griffiths stated that no improvement had been done from Ardwyn Square, Capel Iwan down to Pentre Isaf. The road surface was terrible. Tarring had taken place from Glenview to top of Rheoboth Hill but nothing to Pentre Isaf. Counsellor Hazel Evans stated she would take up the matter with the Highways Dept.

Members noted that the boundary hedge from Ty Cerrig towards Blaenpant was in need of cutting as it was becoming a road hazard with vehicles having to keep to the centre of the road to avoid paint scraping.

Coun. Hazel Evans stated that the Carms. C.C. were now preparing plans to erect a bus shelter above Three Horseshoes inn at Cenarth village. The Community Council were asked to contribute towards the erection costs. Members agreed that the Community Council would contribute £150.
The meeting ended at 9:30 p.m. The next meeting will be on the 4th July 2013 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
