Cenarth Community Council
The first meeting of the year was held on Thursday the 7th of January 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Samuel Jones (Chairman), William Davies, Nigel Williams, , Richard James, Guto Jones, Hywel Bowen, Meurig Thomas, Anthony John and County Counc. Hazel Evans. Apologies received from Don Griffiths, Jeff Lewis and PCSO Jeff Kedward who was in hospital in Cardiff having an operation on his back.
The Clerk and Members were glad to welcome Samuel Jones back to the monthly meetings after his treatment at Glangwili Hospital – everyone wished him well. Samuel thanked everyone for the cards and phone calls he had received wishing him a speedy recovery.
Samuel then welcomed everyone to the first meeting of the year and asked the clerk to read the minutes of the December meeting. They were proposed as being correct by William Davies and Guto Jones.
Matters Arising

Don Griffiths had reported that further trees had fallen across the footpath from pleasant View down to the Wicket Gate leading towards Capel Panteg. The Clerk also stated that rain water had washed away the filling on the path leading to deep trenches. Members agreed that Richard James would look at the fallen trees and speak to the owner of Pleasant View- Mr Jim Batton to seek permission to cut back the trees. The Clerk and Counc. Hazel Evans would check with Mr Nigel Powell – Chief Ranger for Footpaths to see who was responsible for carrying out surface repairs to the footpath.

The Clerk stated that he had not received any answers from B.T. regarding the trees leaning across the phone cable near Frondeg Fields – Clerk to write again.

Since the meeting the Electoral Services Manager at Carmarthen had contacted the Clerk stating that they were coming out on the 14th January to meet members of Cenarth Church to assess the location for Polling Station duties- Mrs Glenys Reed had been contacted.

The Clerk stated that he had spoken to the Planning Dept. regarding repairs to the steps entering the Cenotaph area at Cenarth village. There were no planning problems regarding maintenance and repairs. It was decided to wait for weather improvement before carrying out any work.

Councillors had a long discussion regarding highway problems in the area. It was decided to re-contact the Highways Dept. – Counc. Hazel Evans and Clerk to send letters and contact Carms C.C.– problem areas: gutter blocked Gwynfa to Maesgwyn, Capel Iwan; water entering Yr Helyg, Capel Iwan; flooding at Ty Cerrig, Pantygarn bend and lay-by; Bryngolau bend and Maes yr Awel forecourt; Also deep potholes on road from Beacon Stoves to Derlwyn Square, Black Oak Farm and also from Blaenachddu towards Ffynnonwen Farm - also an obstruction on the roadside at this location. Also it was noted that the road surface from Bwlchcaebrith junction to Bryn Square were in a very poor state – full of potholes. There was water collection on the road from Pantybwlch through to Penbuarth Bank.

A letter of thanks was received from the Carmarthenshire committee of the Macmillan Cancer Support group thanking the Cenarth Community Council for their donation of £150 which was presented at the coffee and tea afternoon organised by Capel Iwan Merched y Wawr when a total of £1,225 was raised to help and support a worthy cause.

The Clerk had returned a Second Statutory Play Sufficiency Assessment questionnaire sent out by Carms C.C.

A letter was received from Carms C.C. Chief Exec. Dept. stating that the Community Councils letter regarding the re-location of the Carmarthenshire Archives had been forwarded to Ian Jones – Head of Leisure and Support to be addressed.

A letter was received from Cardigan Town Council with a request by the Mayor of Cardigan, Counc. John Adams Lewis kindly asking the Community Council to support the invitation sent by the Town Council to invite the National Eisteddfod of Wales to the area in 2020. It was agreed to send a letter of support.

A letter was received from Carmarthenshire County Council Financial Services Division Resources Dept. asking Community Councils for their Precept requirement for 2016-2017. After a long discussion it was agreed to ask for an increase of 0.5%.
Planning Applications:

Application No. W/3317 – Argoed Meadow Caravan Park, Cenarth. Application to site nine Chalet type accommodation on the park. The Council had no objections.

Guto Jones stated that many gutters were blocked in the Tanglwst area and down towards Penwaun and Plas yr Hafod. Counc. Hazel Evans would contact Highways Dept. Guto Also stated that all gutters leading down from Black-Oak crossroads down towards Penffynnon entrance and to the water station at the bottom of the hill were blocked and all surface water running down the road – contact Highways again – Counc. Hazel Evans and Clerk.
