Cenarth Community Council
The Council meeting was held on Thursday 6th October 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Richard James, Meurig Thomas, Hywel Bowen, County Councillor Hazel Evans and PCSO Jeff Kedward. Apologies received from Jeff Lewis, Guto Jones and Anthony John.
The chairman Don Griffiths welcomed everyone to the meeting including PCSO Jeff Kedward, Newcastle Emlyn Police Station. Jeff then gave a report of police activities in the area. Since the last meeting Jeff had visited the owners of the reported cars that had been racing around the village square at Capel Iwan. They had all denied their actions but were given verbal warnings – since then there had been no further racing around the square. Police had also been keeping an eye on the Blaenbowi Wind Farm site but no intruders had been seen so far. It was still ongoing. No further complaints were received and Jeff then left the meeting.
The chairman then asked the clerk to read the minutes of the September meeting. They were proposed as being correct by Hywel Bowen and Samuel Jones.
Matters Arising

Don Griffiths stated that the owner of Pentre Farm bungalow, Capel Iwan had been carrying out repairs to the drainage pipes across his entrance. Don also stated that no repairs had been done to the potholes on the road leading down to Pentre Isaf nor the drainage pipe between Brynifor and Maesgwyn. Councillor Hazel Evans and the clerk to contact the Highways Dept. again.

The clerk stated that he had been in contact with Mr Hugh Davies, Ponthirwaun regarding the wooden seat at Cenarth - St. Llawddog’s Well picnic area. The seat was beyond repair and members agreed to seek prices for a re-cycled plastic version.

Samuel Jones stated that repair works had been done to the crash barrier at the bottom of Danyrhelyg hill. The road surface problems from Llain junction towards Bwlchcaebrith were still awaiting attention. Also the pothole on the bend from Blaenpant to Bryngolau had not been repaired. Also members reported that a flow of water was coming out from Ty Cerrig fields onto the road near Pantygarn bend. Hazel and the clerk to contact the Area Supervisor Mr Tony Williams again.

Councillor Hazel Evans stated that the promised re-surfacing work on the road into Cenarth from Yet Farm to the bridge would be carried out next month.

The clerk stated that the road trashing work from Derlwyn Square through to Penrheol Uchaf junction had been completed. Richard James stated that the road down towards Cwm Farm, Pontseli had not been trashed this year. Also he stated that the road from Hendy Square up towards Blaenachddu was in a terrible state of repair with piles of stones and gravel having been deposited on the surface. Hazel again noted the location for Highways Dept.

Nigel Williams stated that he had managed to get the correct hinges to carry out the repair work at the Red Kiosk at Bryn Square, Penrherber. He hoped to tackle the work in the coming week.

The clerk stated that he had received thanks from Capel Iwan Merched y Wawr for the donation of £150 which the Community Council gave towards the Tea and Coffee afternoon towards Macmillian Nurses Care – Carmarthenshire branch. A sum in excess of £800 had been collected during the event.
Correspondence

A letter of thanks was received from the Carmarthenshire Federation of Young Farmers Clubs for the donation of £150 which the Community Council had sent to assist with running costs.

The clerk read a letter which had been sent to the Police and Crime Commissioner for Dyfed Mr Dafydd Llywelyn at Llangunnor, Carmarthen presenting local views which should be included as priorities in his Police and Crime Plan for the next four years.

A letter was received from Carmarthenshire County Council Footpath Countryside Rangers Dept.– Mr Martin Murray. He noted that the five footpaths which had been submitted for attention would have work carried out on them shortly – namely paths 5/1, 5/14, 5/15. Also paths 5/16 – cwtteri, Cwm Morgan and 5/12 Rhydyfelin to Pontgarreg would be logged into the system for attention.

A letter was received from Welsh Water stating that work would be carried out shortly to upgrade the water pipes in our area – clear and replace around 174km of pipes. For further information contact Alex Davies Jones or Lucy Barnett on 0800 052 0130.

A letter was received from the Boundary Commission for Wales stating that it has published its Initial Proposals for changes to Parliamentary Constituencies in Wales. It was published on the 13th September 2016 and the period for representations will run to the 5th December 2016. The report can be seen at 54 public locations across Wales or on the website – www.bcomm-wales.gov.uk. Members agreed to check out the proposals before sending a reply.
Any Other Matters:

Members asked whether repair works could be carried out on the sunken water drainage cover on the bend below Gorwel, Bwlchcaebrith. Motorists tended to keep out towards the centre of the road to avoid the dip and hence cause traffic dangers. Councillor Hazel Evans and clerk to contact Highways dept.
