July 2013 Meeting
The July meeting of the Council was held on the 4th July at 7:00 p.m. at “Y Ganolfan”, Cael Iwan.
Members Present:
William Davies (Chairman), Don Griffiths, Hugh Thomas, Samuel Jones, Nigel Williams, Jeff Lewis, and County Coun. Hazel Evans. Apologies received from Chris Thomas, Guto Jones, Richard James and Guto Jones. Also present was PSCO Ian Ayres (N.C.E. Police Station).
William welcomed everyone to the meeting and was glad to see a ‘police presence’ and asked Ian whether there were any police problems in the area. He gave an up to date report and members reported some minor problems which were noted. Ian also stated that the police intended to hold a ½ hour surgery in all the local villages from the beginning of September. The police would be parked at Capel Iwan square. Dates would be released later. William thanked Ian for his visit and hoped to see him again on the 5th September 2013.
The clerk then read the minutes of the June meeting and they were proposed as being correct by Don Griffiths and Jeff Lewis.
Matters Arising

A letter was read from The National Library of Wales, Aberystwyth regarding the fire damage to the “Enclosures Map 1873” covering the Cenarth and Cilrhedyn Wards. Dr Paul Joyner stated that an examination had been carried out and a proportion of the original could be restored. This work would be undertaken at the cost of the Library and a copy given to the Community Council.

Don Griffiths stated that no new “dog fouling” signs had been placed on the footpath from Pentref Isaf to Panteg Chapel The clerk to contact the cabinet member – Mr Jim Jones and the Footpath Rangers once again.

The clerk stated that the new lease for the Ganolfan and the entrance road to the village playing field had been signed and were being kept with the land registry document for safety with the Council solicitors - W Evans George & Sons, Newcastle Emlyn.

The Clerk stated that he and Williams Davies had met the Dwr Cymru inspector and decided on a route for the new water pipe to supply the Ganolfan and the village playing field toilet block. Dwr Cymru had sent a quotation price for the work and this had been paid. The council could now carry on and lay the new pipe and inform the Water Board when completed so that they could then carry out the mains-tapping work. We are now waiting for a date.

Jeff Lewis reported that he had heard that the public toilet block at Heol Gelli Cenarth was now much cleaner than before. Councillor Hazel Evans stated that the county council was keeping an eye on the situation.

Jeff Lewis and the clerk had attended a meeting at the Church Hall in Newcastle Emlyn with the other four Community Councils in the area on the 17th June at 11.00 a.m. to meet with the Cabinet members to discuss their proposals for the future policies. We came away very disheartened with news of cuts in all services provided by the County Council. They appeared to be set in closing the public conveniences in all county areas. The objection committee set up to fight the proposals were still awaiting a date to meet the Chief Executive - Mark James and Head of Technical Services - Richard Workman in an attempt to keep facilities in tourist areas open.

The clerk reported that Richard James had already started on the work of grass cutting and maintenance on the Capel Iwan Village Playing Field. We are also awaiting Geraint Davies to carry out the work to re-erect the play equipment in the village playing field.

The clerk read a letter from the Auditors stating that all the accounts were in order and the official return would be forwarded shortly.
Correspondence

The clerk stated that he had received a letter from Barclays Bank confirming that the new mandate and signatures were now in place.

A letter was received from Gorllewin a Dwyrain Myrddin branch of Urdd Gobaith Cymru asking whether the Community would be willing to support the County of Carmarthenshire to raise £11,200 by March 2014. Members agreed to send a sum of £50.
Planning Applications
The following applications were received:

W/28239 – Construction of a Hydroelectric scheme at Craig y Fuwch, Penrherber has been withdrawn.

W/28213 – Removal and re-erection of sun-room at Glannant, Capel Iwan was granted permission.

W/28223 – change of use of paddock to an all weather riding area (Menege) – Penfai Isaf, Capel Iwan was granted planning permission.

TA/W/69861 – Small extension to Community Hall at Capel Iwan - disabled toilet and changing facilities - application supported.

W/28425 – Microgeneration Domestic Wind Turbine at Maudland House, Cynwyl Elfed – no objection.
A letter was received from Novus Solar Dev. Ltd stating that they were proposing to develop a solar park at Blaen Bowi, Capel Iwan near to the existing wind turbines and using the same facilities as the wind farm. They proposed to hold local meeting to discuss the project with local inhabitants.
Any Other Business

Councillor Hazel Evans stated that she had taken up the matter of the road surface condition to “Pentref Isaf”, Capel Iwan as well as the road surface from Sycamore House towards Caws Cenarth with the Highways Department, Carmarthen.

Hazel also stated that two letters of objection had been received from people in Cenarth village regarding the erection of a bus shelter near the “Three Horseshoes Inn”. Mr Simon Charles from Carms. C.C. is coming out to meet Hazel on site next week.

Nigel Williams also expressed concern regarding a deep pothole that had developed opposite to the Cenarth Paintball site. Hazel and clerk to contact Highways.

Jeff Lewis asked whether it would be possible for the Carms. C.C. Tech. Services to come out and repair the leaks at the bottom of St. Llawddog’s Well – Cenarth. All the water was escaping and not filling the well. It is believed that some blue clay is needed for the repairs. Hazel and clerk to contact Tech. Services - Carms. C.C.
The meeting ended at 9:30 p.m. The next meeting will be on the 5th September 2013 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
