Annual Meeting May 2012The annual meeting of Cenarth Community Council was held on Thurs evening the 10th May 2012 at "the Ganolfan" Capel Iwan Members present. Coun's Jeff Lewis (chair), William Davies, David Phillips, Don Griffiths, Samuel Jones, Nigel Williams. Richard James, Guto Jones and C C Hazel Evans. Apologies received from Hugh Thomas (broken leg) and Chris Thomas (work commitment). Also present PCSO Gareth Augustus. The Chair thanked him for his presence and the following Police matters were raised :- David Phillips stated that a few days ago six cars were parked on the bend opposite Emlyn school and causing traffic problems. Gareth stated that pupils had been warned before but he would revisit the school. CC Hazel Evans stated that Mr John McAvoy Transport Dept was coming out to meet her next week on site and she intended to ask for yellow lines outside the School.Richard James also stated that traffic was not taking note of the 30MPH signs coming into Capel Iwan village. Gareth stated that they would attempt to Police the matter Gareth Augustus then left and Jeff thanked him for his visit The Chair Jeff Lewis welcomed everyone to the meeting and congratulated Hazel Evans on being re-elected as our County Councillor for a further five years. Everyone present wished her well and thanked her for her tireless work in looking after the Cenarth area. Jeff also welcomed our new member for the Cilrhedyn ward namely Guto Jones, Fferm Blaenbowi, Capel Iwan. He wished him well and hoped he would enjoy his new duties and follow in his father's footsteps, Melfydd Jones, who was wished a happy and healthy retirement. Guto thanked everyone for the welcome. Jeff also wished Hugh a speedy recovery after breaking his leg. The Clerk then asked all members present to sign the forms of acceptance of office as Councillors for a new term and also the "Code of Conduct" statements The Clerk then read the minutes of the April meeting and they were proposed as being correct by Nigel Williams and David Phillips Matters arising 1. The Clerk stated that a mistake had occured in the Council minutes regarding the location of the 30mph signs near the top of Rehoboth hill. Residents wanted the signs to be moved further along the road to cover a longer area. The house name should have read Mill Lodge and not Hill View. The Clerk had visited Mrs Babbs of Hill View and apologized for the mistake and had also written a letter of apology.The Highways Authority were now looking for a better location for the 30mph signs 2. We are still awaiting news for the delivery of the Post box at Capel Iwan Square Highway Matters 1. CC Hazel Evans stated that a problem had now developed after the Highways had carried out drainage work above the Paintball site at Cenarth. Apparently the surface water was now entering the brook running through Yet Farm land and the increased water flow was causing flooding there. Hazel had spoken to the owners and she was getting the Bridges dept to visit and inspect the area next week 2. The Clerk stated that he had contacted the Chief Executive of Un Llais Cymru..Mr Lyn Cadwallader regarding the owner of no1 Heol Gelli Estate Cenarth, who was running a part time car repair service near the Coach park and was parking his trailers and cars on the car park. Un Llais Cymru had taken the matter up with NALC legal team and they had sent a written reply. They stated that if the Community Council was having a sign made with Conditions of parking etc. the rules should reflect bye laws duly made and approved under section 236 of the local Government Act 1972. The method of enforcing a breach of the bye law is via criminal prosecution through the Police or the Council themselves through section 222 of the 1972 act. Members discussed the matter and CC Hazel Evans was asked to check the details with the County Council Legal dept before proceeding 3. Hazel also stated that she had managed to get an assessment done on the provision of a bus shelter at the Three Horseshoes Inn in Cenarth. The structure would have to comply with conditions of SSSi that governed the village of Cenarth Other Matters 1. David Phillips stated that he had received two emails from relatives of the crash victims of the plane at Gors Farm in 1944. The first was from the son of Flight Lt Leanord Crozier, who was now living near Oswestry. he felt very proud thet the Comm Council had decided to place a memory plaque on the village square at Capel Iwan. He was 2yrs old when his father died. When the unveiling takes place he and his family would like to be present. It was agreed that David should contact him and that he should get an invite. Also an email was received from Flight Lt Crozier's daughter who no doubt will be interested in attending. David was also hoping to make contact with Fitter Mechanic McAllen' relatives before the next meeting 2.A letter of thanks was received from Talking books Wales, Pensarn Carmarthen for the Council donation of £100 towards running costs 3. The Chair Jeff lewis stated that a road sweeper had been in Cenarth village and all sawdust and timber chips had been cleaned up, also the C Council had been out to see the pavements at Heol Gelli housing estate. Work would be started when the weather improved 4. The Clerk stated that Ms Jenny Wheeler was willing to do the grass cutting around the village spring and the greens in front of the Chapel at Capel Iwan. She had already done the first cut 5.The next item on the agenda was the appointment of chair and vice for 2012 - 2013 The present Chair Jeff Lewis proposed that last year's vice William Davies should be made Chair. The motion was seconded by Samuel Jones and agreed by all members. The vice chair from Cenarth ward was proposed by Nigel Williams and seconded by Don Griffiths and named as Richard James. Jeff lewis then thanked all the members and Clerk for the support he had received throughout his year as chair.He wished William the same during his year in office. William Davies then took the Chair and thanked everyone present for their support. He also congratulated CC Hazel Evans on her election victory and thanked her for the way she supported the community. Also he welcomed our new member Guto Jones and wished him well at the start of his council duties Planning matters The following planning application no W/26309 ..variation of Cond2 on application W/17177 revised plans at new plot Dan Plain Cenarth for Mr Graham Elliot had been granted 1.App.no W/26381... Variation of a planning condition no.s 1 .2. and 3 of approval W/21588 dated 03/12/09 to extend time for a further period of two years. applicant Mr Ben Graham Beacon Stoves. Since meeting application has been withdrawn
2. App no ..W/26372. Re. application for erection of 2 endurance E3120 55KW wind turbines (W/25703) at Pengwern Isaf Cenarth for Mr Dilwyn Thomas. Council had commented on previous application 3. No W/26510..Renovation and reinstatement of enclosed forecourt canopy and internal room rearrangement at Cawdor Hall, Market Sq N.C Emlyn. note . This was a planning consultation on a listed building. Information Only 4. A letter was received from Mrs Helen Jones, Plas Y Bryn, informing the Council that she had written a letter of objection to the Planning Dept regarding app no :W/26381. Beacon Stoves. The owners of Beacon Stoves had requested an extension for a further two years on their temporary works equipment and entrance AOB 1. Un Llais Cymru confirmed membership for 2012 -2013 2.Hazel Evans stated that she was getting the C Council to install a "road not suitable for heavy vehicles" sign on the road from Tanglwst to Sarnau 3 Don Griffiths stated that tarmac was needed on the road towards Pentre Isaf and also the road from Penrheol Uchaf to Derlwyn. The road from Capel Iwan to Bwlchcaebrith also had bad potholes and road verges breaking up.The tree growth at Hendy farm was a disgrace and needed seeing to 4. David Phillips stated that the road down from Bwlchcaebrith square towards Blaendyffryn farm entrance was covered in water both sides of road 5. Samuel Jones also stated that fly tipping was now taking place above Penbuarth Farm 6. Questions were asked about the rubbish collections in the area. Collecting times and service had become very unreliable in the last few weeks. Hazel stated that a dispute was taking place between the workers and the Council Dept about working hours and conditions. It was hoped and agreement would be reached shortly 7. The Clerk stated that a new mandate agreement needed to be signed by three members a)Chair b)Vice chair c) one councillor. This was done at the meeting. 8. The Clerk then produced the Audit forms and accounts Book for the members to inspect and agree upon before the previous Chair Jeff Lewis and the new one William davies signed the documents as being correct. The Councillors all agreed that the Clerk should make an appointment to meet Mr J Thomas Frondeg, N C Emlyn to do the internal audit once again before documents were sent to BDOLLP Southampton for the external audit on July13th 2012. 9. Hazel Evans had received a letter from Mrs Preston Klanna Capel Iwan stating that her son, Lloyd Figgins described as a field safety expert and adventurer together with his friend David Whiddon had embarked on a two man expedition to row across the Atlantic Ocean starting at Morocco to the Caribbean. The journey was completed in 60 days 17hrs.The first pair to cross non-stop from Morocco to Barbados. An experience that would stay with them forever. The pair raised money for the RNLI and also data for the charity earth watch The meeting ended at 9.30pm . The next meeting will be on Thurs 14th June 2012 at 7pm | ![]() |
