September 2013 Meeting

The September meeting of the Council was held on the 5th September at 7:00 p.m. at "Y Ganolfan", Cael Iwan.

Members Present:

Richard James (Chairman), William Davies, Don Griffiths, Hugh Thomas, Samuel Jones, Nigel Williams, Chris Thomas, Jeff Lewis, Guto Jones and County Coun. Hazel Evans. Also present was PSCO Jeff Kedward (N.C.E. Police Station).

Richard welcomed everyone to the meeting after the summer break and noted that it was nice to see PCSO Jeff Kedward back with us after being off on sick for 4 months. Jeff thanked everyone for their good wishes and he gave a brief report on local police activities in the area. Members discussed some local problems and they were noted. Richard then thanked Jeff for his visit and hoped to see him again on the 3rd October 2013.

The clerk then read the minutes of the July meeting and they were proposed as being correct by Hugh Thomas and Nigel Williams.

Matters Arising

1. The clerk stated that a letter of confirmation had been received from the Council Auditors BDOLLP Southampton stating that the Councils accounts for the year ending 31st March 2013 were correct. Members agreed that the chairman – Richard James and Clerk Ken Davies should sign the final documents. The notice had been displayed in the village notice board. Members agreed that a letter of thanks should be sent to Mrs Ann James, Bryngolau for carrying out the internal audit of the accounts.

2. Don Griffiths stated that the replacement "No Dog Fouling" signs still had not been placed on the footpath from Pentre Isaf to Pleasant View to Capel Brynteg. He also stated that complaints had been received from Mrs Barbara Griffiths –Mill Lodge, Capel Iwan stating that dog fouling was taking place from her lane up towards Ardwyn Square. The clerk was asked to write to the Exec. Member for Rural Affairs – Jim Jones asking for the necessary signage to be erected.

3. Don stated that the Highways Dept. had been in Pentre Isaf, Capel Iwan and the road surface had been patched up. So far no action had been taken on the road from Sycamore House junction to Pontgarreg Chapel to Caws Cenarth. The Clerk and Coun. Hazel Evans were asked to contact the Highways Dept. again.

4. The Clerk stated that William Davies and himself had been with Dwr Cymru and a new supply connected from the mains near Afallon to the pipe leading down to the sports field toilet block and the Community Hall. The primary school now has its own supply.

5. Members thanked Richard James for the grass cutting operations in the Village Sports Field. He However stated that the moles had returned and were digging up the surface. Members asked Llyr James to return with his traps once more.

6. We are still awaiting for the erection of the Play Equipment on the Sports Field.

7. Coun. Hazel Evans stated that no meeting had been held so far to discuss the location of the Bus Shelter near the Three Horseshoes Inn, Cenarth.

Correspondence

1. A letter was read from Mr Jeremy Clulow, Garreglwyd, Cwm Morgan stating that the villagers there were unhappy about the location of the 3 new village signs erected by Carmarthenshire County Council, Transport Dept. Coun. Hazel Evans gave a report of the meeting which she attended at the village with Mr John McEvoy, Head of Transport and Roads Dept. He had agreed to have another look at one of the locations. The villagers also complained about the state of the roads coming into the village. Haze had been told that the village signs costs came from a separate financial account and nothing to do with road repairs. Members asked the clerk to respond to the letter and point out that they were constantly after the Highways Dept. for road repairs including Cwm Morgan.

Planning Applications

The following applications were received:

1. W/28119 – Internal and External Renovation work to rectify works already undertaken had been granted for ‘Teifi View’, Cenarth – Morris & Evans Ltd.

2. W/28326 – Re-consultation as amended application description at Malindi Lodge Centre, Cymwyl Elfed – No Objections.

3. W/28627 – Change of use from Retail Unit (Old Smithy) to Residential (The Old Smithy Cottage) – for Mr Elliot, Cenarth – No Objections.

Any Other Business

1. Don Griffiths stated that a request had been made for a ‘Sat Bin’ to be placed at the bottom of ‘Rhyd y Fein’ Hil, Penrherber – contact Highways.

2. Members asked the clerk to contact the Highways Dept. once again to request for Hedge and Tree Cutting to be carried out at:- a) Ty Cerrig to Blaenpant Lodge b) Pleasant View towards Bro Iwan estate. c) The hedge near Pili Pala towards Ardwyn Square was screening the street lamp there.

3. Highways problems:- a) A deep pot-hole had appeared near ‘Clos Glas’ junction and Glannant - road drain appears to have collapsed. b) Surface water is entering the property and flooding the garage at Maes yr Awel, Capel Iwan.

4. Members again discussed the repairs works needed on the Cenotaph in Cenarth. Mr Berwyn Thomas had been approached but no response so far. Samuel Jones offered to speak to Berwyn in the coming days and to reach some agreement on the situation.

5. We are still awaiting a response from Carmarthenshire County Council Tech. Services re – repairs to the water leaks on the well at Ffynnon St. Llawddog, Cenarth.

The meeting ended at 9:30 p.m. The next meeting will be on the 3rd October 2013 at 7:00 p.m. at "Y Ganolfan", Capel Iwan.
