Cenarth Community Council

The council meeting was held on Thursday the 3rd of December 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Anthony John,  County Counc. Hazel Evans and PCSO Jeff Kedward. Apologies received from Samuel Jones and Meurig Thomas.

The chairman Don Griffiths welcomed everyone to the meeting on a very stormy night. He also stated that Samuel Jones had returned home from hospital and was now recovering. Everyone wished him a speedy recovery and hoped to see him present in the coming meetings. The chairman then thanked PCSO Jeff Kedward for his presence and Jeff gave a report of all incidents in the area. Several questions and matters were raised by members and Jeff made a note of all complaints. He then left the meeting and thanked everyone of their support during the past year and wished members a Merry Christmas and a Happy New Year. The chairman then asked the clerk to read the minutes of the November meeting. They were proposed as being correct by Jeff Lewis and Nigel Williams.

Matters Arising

  1. The Clerk stated that he had spoken to Mr Nigel Powell – Chief Ranger of Public Footpath maintenance and he stated that they had paid a visit to St Llawddog Well area in Cenarth and checked the Japanese Knotweed and Balsam growth and this would be treated and cleared in the spring. Also the picnic tables would be cleaned and repaired. They also paid a visit to Capel Iwan – Pentref Isaf to check on the knotweed growth there – this would also be treated before the next growing season.

  2. Richard James stated that he had checked the fallen tree on the Pleasant View footpath – but the owner was not willing to cut back the growth. Don would further check the situation and the Council would report to the Rangers Dept.

  3. William Davies stated that there were two trees leaning out from Frondeg fields and resting on BT Cables. Members agreed that the clerk send a letter to BT highlighting the problem.

  4. The Clerk stated that no report had been received from the Electoral Services regarding the use of Cenarth Church as a Polling Station.

  5. Discussion took place regarding the alteration to the entrance of the Cenotaph at Cenarth. Members agreed that a widening of the steps and a change of angle would suffice. As the area was a conservation one, Counc. Hazel Evans suggested that the clerk should contact the Senior Planning Officer – Mr Stephen Thomas and discuss the proposals with him.

  6. Don Griffiths stated that the ditches from Gwynfa, Capel Iwan through to Maesgwyn were still blocked and water was running down the road. Hazel stated she would take up the matter. It was also stated by Hazel that Rhys Williams (Land Drainage) from the Highways Dept. was supposed to come out to look at the flooding problems at Yr Helyg, Capel Iwan, Ty Cerrig, Pantygarn bend and Lay-by and Bronygarn surface water entering property. Richard stated that he had seen someone looking at these sites.

  7. Counc. Hazel Evans stated that she was arranging for an officer to come out and look at the fencing problem near No.7 Heol Gelli, Cenarth.

  8. The Clerk also stated that new direction signs had been fitted at the junction near Sycamore House, Penrherber.

     

Correspondence:

  1. The Clerk stated that he had sent a letter of protest to the Chief Executive of Carmarthenshire County Council regarding the possibility of moving the Carmarthenshire Archives Dept. either to Swansea or Cardiff. Counc. Hazel Evans stated that a meeting had been held on the 30th of November and the council was looking for a new location in Carmarthen. The Trinity St David’s University have offered a jointly built project on the college campus and this is being discussed.

     

Any Other Business:

  1. Hywel Bowen stated that he had received several complaints about hedge overgrowth at Bwlchcaebrith Square. Vehicles coming out from Penbuarth direction could not see approaching traffic from the Newcastle Emlyn direction. The Clerk was asked to send a letter to the owner asking him to trim back the boundary hedges.

The meeting ended 9:00 p.m. Next meeting 7th January 2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
