Cenarth Community Council
The monthly meeting of the Council was held on Thursday the 4th of October at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Nigel WIlliams, Guto Jones, Richard James, Hywel Bowen, Meurig Thomas, Anthony John and PCSO Jeff Kedward. Apologies were received from Jeff Lewis, Samuel Jones (Sickness) and County Councillor Hazel Evans who was in hospital at Prince Philip - Llanelli.
The Chairman Anthony John welcomed everyone to the meeting and thanked PCSO Jeff Kedward, Newcastle Emlyn Police Station for his presence. Anthony asked Jeff whether he had anything special to report. Jeff had been attending Police courses at Aberystwyth during the last two weeks. Matters were fairly quiet in Newcastle Emlyn although some shop windows had been broken by revelers. There appeared to be far more young people on the streets in town recently - maybe longer pub hours. There were no incidents in the Capel Iwan area although members did note that cars were speeding in and out of the village. Jeff asked members to make a note of the registration numbers and especially white vans looking for scrap metal. Jeff then left the meeting and was thanked by the chairman for his presence.
The chairman Anthony John was glad to see the clerk back in the harness after further hospital treatment in Morriston. Anthony offered to read the September meeting minutes for the clerk. Also Anthony and membersp present wished County Councillor Hazel Evans a speedy recovery after her operation at Prince Philip Hospital - Llanelli. Anthony asked the clerk to send Hazel a Get Well Card on behalf of the members. The chairman then read the minutes of the September meeting and they were proposed as being correct by Nigel Williams and Don Griffiths.

Guto Jones stated that he had taken photographs of the collapsed drain on the road down from Black Oak Square towards Tanglwst and forwarded then to Hazel.

The Enforcement Officer was still investigating the arrival of two sets of container vehicles in the forestry area on Gellidywyll Hill, Cenarth. He had promised Hazel an answer as soon as possible - nothing so far.

The clerk stated that he had not received any answers from Mr Martin Murray regarding the take over of maintenance on four footpaths in the area nor an answer regarding the ash tree and rotten branches overhanging the St Llawddog Well at Cenarth. Don Griffiths asked the clerk whether the short path from Parc Villa down under Capel Rheoboth to join path through to Godremamog Mill could be included in our maintenance plan. The clerk to contact Mr Murray.

A further letter was received from Barclays Banks regarding the Mandate changes. The clerk was asked to check with Newcastle Emlyn branch and then forward the information to the Mandate Team for ratification.

Guto Jones stated that the T junction warning sign as you approached Blaenbowi junction Blaenesgair had been re-erected by Carmarthenshire County Council road maintenance gang.

Don Griffiths stated that no action had been taken to destroy the Japanese Knotweed growth on the roadside down to Pentre Isaf, Capel Iwan. The Clerk was asked to contact the Highways Dept. again.

A letter of thanks was received from Mrs Jean Jones, Bryn, Capel Iwan Secretary of Capel Iwan Merched y Wawr thanking the Community Council this year again for their generous donation of £150 towards the Nyrsys McMillian Afternoon Tea held at the Community Hall, Capel Iwan . The event was well supported by the local community and a total sum of £1032 was raised. The McMillian Committee will be coming down from Carmarthen to the Merched y Wawr to their November meeting to be presented with the cheque. All monies raised will be used in the Carmarthenshire area.

Barclays Bank sent a letter asking the Council to update the accounts details for 2018-2019. The clerk was asked to fill and return the required information to Barclays.

The clerk stated that he had received a letter from the Environment Dept., Parc Myrddin, Carmarthenshire County Council asking the Community Council to complete a Local Toilets Strategy Survey on their website so as to develop their assessment needs in the county. The clerk had completed the survey and stressed the need for the Heol Gelli Cenarth Site - used regularly by locals and visitors and touring companies (buses & coaches). Also the two sites at Newcastle Emlyn - Cattle Market Toilet Block and the Market Hall facility.

A letter of thanks was received from Mrs Julia James, Glynycoed, Cenarth - secretary of Cenarth M.C. Eisteddfod Committee thanking the Council for their generous donation of £150 towards the 2019 event.

A letter of thanks was also received from Mr Rhodri Lewis - County Organiser for Carmarthenshire YF Clubs thanking the Community Council for their donation for £150 towards the running costs of the movement for 2018-2019.

A letter was received from the Urdd Gobaith Cymru West Carmarthenshire Development Officers Lowri Morris and Gethin Page asking whether the Community Council would be willing once more to support the movement locally and give opportunities to children and young people to join a range of activities and develop personal and social skills. Members agreed to donate a sum of £50 for 2018-2019.

A report for the Dyfed Powys Police and Crime Panel was received for 2017-2018 whose role it is to both support and hold the Police and Crime Commissioner to account and help give local people a greater voice in how the Police serve our communities. There are 14 members on the panel - three of which are Carmarthenshire County Councillors - Councillor Ken Howell, Llangeler ward being one. The community Council was asked to complete a survey and pick 4 subjects that the public would like the panel to focus on. We selected 1) Fraud and Cybercrime 2) Domestic and Sexual Abuse 3) Collaboration with other forces and agencies 4) Serious Organised Crimes.

A report was received from Grant Thornton UK.LLP Auditors General for Welsh Community Councils Cardiff stating that the Annual Return for Cenarth Community Council for the year ending 31st March 2018 had been approved and should be presented to members. Also a Notice of Conclusion of Audit should be displayed for 14 days and accounts and Auditors Certificate and REport should be made available for local electors to inspect and make a copy. Members agreed to accept the Audit returns and it was proposed that it should be signed by the Chairman - Anthony John, William Davies and Don Griffiths. The clerk to also return a small body assurance audit satisfaction survey 2018 to Grant Thornton UK.LLP 11/13 Penhill Road, Cardiff, CF11 9VP.
Planning Applications:-

W/37854 - Ful planning Penlan Holiday Village - Construction of 23 new lodges, shower block, 8 touring pitches, 4 staff accommodation and retrospective planning for site work already carried out. Applicant Mr Maurice Black. Members and local people felt that this was too large a development for a rural area and the road was not up to standard to cope with the increased volume of traffic. Also some lodge owners felt that they would lose their privacy and tranquility. The Council would submit an objection.

W.37829 - Full planning to widen an existing entrance and use a small paddock as a car park at Aspirations Outdoor Adventures, Maudsland House, Hermon, Cynwyl Elfed. Applicant: Mr Richard Cheney.

It was noted by members at Mr Steffan Williams, Brynawelon, Bryn Square Road, Penrherber had been selected to represent the Welsh Team at Touch Rugby. It was felt that some sort of recognition should be sent to Steffan. The matter to be discussed at the next meeting.
The meeting ended at 9:00. The next meeting will be on Thursday 1st November 2018 at Y Ganolfan, Capel Iwan at 7:00 p.m.
