May 2014 Meeting
The Annual Meeting of the Council was held on the 1st May 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Richard James (Chairman), William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Guto Jones and Cyng. Sir Hazel Evans. Apologies were received from Hugh Thomas, Hywel Bowen and PCSO Jeff Kedward.
The chairman Richard James welcomed everyone to the meeting and asked the Clerk to read the minutes of the April meeting. Members agreed they were correct - proposed by Nigel Williams and Don Griffiths.
Matters Arising

Samuel Jones stated that the plaque for the Cenotaph at Cenarth had been placed in position by Mr Berwyn Thomas and he had also repaired the top of the boundary wall. Members who had seen the plaque stated that it looked really smart at the base of the Cenotaph.

Coun. Hazel Evans stated that she had been in contact with the Countryside Officers regarding the St. Llawddog Well at Cenarth and the water leakage at the base. They stated that they were going to pump the water out Friday the 2nd May and then proceed with the necessary repairs.

The clerk read a letter from Mr Tony Williams, Street Scene and Tech. Services Dept. Carms CC discussing the following problem areas on the roads in Cenarth Parish.

Bwlchcaebrith Square – verges to be cleared to avoid water running down towards Blaendyffryn Farm.

The water running out of the spring above Bwlchcaebrith Square would be inspected to find a solution for the surface water on the road.

Further inspection and work to be carried out at Llain Square junction to remedy the sinking road surface.

Potholes listed would be filled.

Road surface from Ardwyn Square down to Pentref Isaf, Capel Iwan would be placed on the works schedule.

Further inspection to be carried out on the road surface from Tanglwst to Plas yr Hafod – Remedial work had been carried out but heavy rain and flooding had again washed away the filling. The drainage system would now be repaired first before carrying out re-surfacing work.

Passing bays on road from Bryn Square, Penrherber down to Gellidywyll Hill:- Inspection to be carried out to assess amount of work needed – may be it would have to be taken on by the improvements department as the budget only allowed for maintenance only. Nigel Williams stated that he had spent all last week clearing passing places on the hill himself and all these needed now was stone filling and scalpings. Hazel would again contact the Highways Department.

The clerk stated that he had received financial reports from Mr Geraint James, Newcastle Emlyn (Chairman of Tivy Side Agriculture Show) and treasurer of Eisteddfod Castell Newydd Emlyn ar Cylch) giving the balances of both events. Members discussed the reports and proposed that the Eisteddfod be given a donation of £150 and the Tivy Side Show a sum of £100. A similar financial statement was received from Mr John Thomas, Fron Deg, Newcastle Emlyn – treasurer of Ysgol Gerdd Ceredigion. It was agreed to donate a sum of £150 towards the costs of the choir.

Counc Hazel Evans stated that the Transport Dept of the Carms CC had been approached by the owner of the Three Horseshoes Inn, Cenarth stating that he did not agree with the design of the proposed bus shelter near his property. The County were now re-checking the design – Hazel had stated that the Community Council had been in favour of the plan and we were now wasting time in getting a needed bus shelter erected at Cenarth.

Don Griffiths noted that the fallen trees from Pentref Isaf to Pleasant View junction (Parc y Fron – tree fallen) to Capel Panteg through to Godremamog Mill had still not been cleared. Hazel would check again.
The next item on the agenda was choosing the chairman and vice for the year 2014-2015.
Richard James proposed that Guto Jones should be the new Chairman and Jeff Lewis seconded. Before Richard vacated the chair he gave thanks to his fellow members for the support he had received during his period as chairman. He also thanked County Counc. Hazel Evans for all the hard work she had completed during the year and wished her well in the coming years. Richard also thanked the clerk – Ken Davies for his support and help in carrying out his duties, Richard also thanked Ken for all his letter writing and the way the accounts were so well kept. Guto Jones then took over as chairman and thanked Richard for the smooth and easy way he had conducted all the meetings. He also thanked the members for the honour of being chairman and hoped he could follow the example set by Richard.
Members then agreed that Samuel Jones be elected as Vice-chairman for 2014-2015. Samuel thanked everyone. The meeting then proceeded with:
Correspondence

A renewal notice had been received from AON Uk Ltd to cover Council Insurance Policy from 1st June 2014. Jeff Lewis and Don Griffiths proposed that the policy was renewed for another year.
The clerk read a letter from BDO LLP Southampton, the auditors for the Community Council stating that the Audit date had been set for tor the 10th June 2014. The clerk had prepared the documents and letters and filled the return for year ending 31st March 2014. All the books and financial statements were shown to the members and they all appeared to be in order. It was proposed by Don Griffiths and Samuel Jones that the accounts be accepted and sent forward for internal audit to be completed by Mrs Ann James, Fferm Bryngolau, Capel Iwan.
The clerk noted that he had spoken to Mr D Morgan, Natural Resources Wales (River Authority) about the fallen trees across the River Cych from Fox and Hounds down to Bridgend. He had been out and made an inspection of the situation and would be sending a report to the Community Council and Ty Cambria, Cardiff.
The clerk stated that he had spoken to Mr Nigel Francis, Street Lighting Dept regarding the disconnected street lamp at Pentref Isaf, Capel Iwan. He reported that it was an oversight by the Electricity Board when they had carried out repairs in the area. The lamp would be connected back as soon as possible.
Planning Matters:

W/29168 – retention of internal doors and small area of plasterboard ceiling at Teifi View, Cenarth for Mr & Mrs G Evans. The application had been granted.

Planning consultation – full planning – W/29960. Erection of Agriculture Building with re-located 24 panels Solar PV Array on the roof, Brynteg, Penrherber for Mr & Mrs M & L Harrison. The Council had no objections.

Full planning – W/30008 – Erection of two endurance E3120 Wind Turbines on land at Blaenffos, Newcastle Emlyn for Mr Gareth Morgan. The Council had no objections.
Any Other Business

Members asked the clerk to contact the Street Lighting Dept asking whether they could ask the owner of property Pili Pala, Capel Iwan to cut back offending branches which was obscuring the street lamp at their location.
