Cenarth Community Council

The Council meeting was held on Thursday 2nd June  2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones,  Jeff Lewis, Richard James,  Guto Jones, Hywel Bowen and County Counc. Hazel Evans. Apologies received from Nigel Williams, Anthony John, Meurig Thomas and PCSO Jeff Kedward.

The chairman Don Griffiths welcomed everyone to the meeting and asked the clerk Mr Ken Davies to read the minutes of the May meeting. They were proposed as being correct by Jeff Lewis and Hywel Bowen.  

Matters Arising

  1. Counc. Hazel Evans stated that she had received a message from Mr Tony Williams Highways Supervisor listing all the works due for the Cenarth Community Council area in the coming months. The road surface from Bryngolau to Pantygarn would be attended to shortly including the deep potholes on the bend near Blaenpant. We are still waiting the promised soakaway at Bryngolau bend to take away the surface water. Also the work to stop surface water entering Bryn forecourt.

  2. Don Griffiths stated that one of the potholes on the road leading down from Ardwyn to Pentref Isaf had been filled. The other had been left. Don also asked whether it would be possible to carry out repair work to the gutter carrying water from the village square across the entrance to Pentre Farm, Pentref Isaf. Members discussed the matter and Don agreed to try and find out who had built the entrance ramp into the property and how it had been constructed.

  3. Counc. Hazel Evans stated that she would again take up the problem of the damaged surface water drain from Brynifor past Maesgwyn as all the water was now running down the road.

  4. The chairman stated that he had visited the mobile Post Office van on the village square at Capel Iwan. The staff had stated that they had 2 customers last week.

  5. The County Councillor Hazel Evans stated that she had been informed by the Highways Department at Cillefwr that they had ceased using the concrete ends for public seating. They now use slotted metal ends. It looks as if we have to purchase our own to repair the seats near Argoed Meadow, Cenarth.

  6. Jeff Lewis stated that he had been over toproperty No. 7 Heol Gelli, Cenarth where the street lamp was not working. Jeff had taken the number and contacted the street lighting department who had been out to repair the lamp. Jeff also mention that he has given the information boards near St. Llawddog’s Well a good cleaning. Hazel also made a note of the broken concrete boundary post near number 7 and number 8 Heol Gelli, Cenarth.

  7. The clerk stated that he had been in contact with Zurich Insurance Co. and agreed terms with them for the year 2016/2017 (1st June 2016).

  8. The clerk stated that the council accounts had been sent to Grant Thornton UK LLP, Cardiff to be audited.

  9. The clerk had been in contact with Barclays Bank Mandate team and the 3 chosen members were asked to sign the mandate forms.

  10. Samuel Jones stated that fly tipping was still taking place at Banc Blaenbuarth with the rubbish being thrown over the fence into the fields where the sheep were grazing. Hazel stated that she would again take up the matter with the Refuse Manager, Carmarthen.

  11. Jeff Lewis stated that he had so far not found an address to contact the forestry commission regarding the collapsed picnic site sign near Penlan site Cenarth.

  12. William Davies stated that the BT cutting team had been out to the problems near Glenview waterworks up the hill to Frondeg. The leaning trees had been cut and also all the overhanging branches up towards Frondeg. The team had left one tree leaning across the road near Pass-by bend. Reasons unknown.

     

Any Other Business

  1. Samuel Jones noted that the gutter crossing the road at the junction of Llain Road had collapsed again with a deep hole appearing. The clerk and Hazel to again contact the Highways department.

  2. Guto Jones stated the Picnic site sign near Blaenesgair was leaning to one side. He asked whether the County Council would be willing to move the sign across towards the Llwyndu entrance. County Counc. Hazel Evans stated that she would take up the matter.

  3. Samuel Jones noted the fact that discussions had taken place earlier in the year to carry out modifications to the steps leading up to the Cenotaph, Cenarth. It was felt that the steps were too narrow and could be dangerous in wet weather. After discussions members agreed to a site visit on Tuesday evening 7th June 6.45 p.m. at the Cenotaph.

The meeting ended 9:00 p.m. Next meeting Wednesday 6th July   2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
