Cenarth Community Council

The monthly meeting of the Council was held on the 5th April  2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan. 

Members present:- William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Hywel Bowen, Meurig Thomas, Anthony John and County Councillor Hazel Evans.  Also present was PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies received from Guto Jones. 
Nigel Williams  welcomed everyone to the meeting and thanked PCSO Jeff Kedward for his presence and asked him whether he had anything to report for the area. Jeff stated that he had called with the person who had been speeding around the village square at Capel Iwan with a noisy mini car. He had been given a final warning for his actions. Jeff also stated that the Police Station at Newcastle Emlyn could be closed for up to six weeks as contractors were moving in to carry out maintenance work. Jeff and most of the staff would be working out of Crymych Police Station for this period. The chairman Nigel Williams asked the police whether an incident had happened at Cenarth village when two dogs had attacked two alpacas near the old vicarage. One had been killed and the other injured. Apparently according to Jeff there was a woman living in a cabin in part of Gellidywyll Hill Forestry Site. She owned two malamute dogs that were chained at the site. They had broken loose and made their way down towards the church at Cenarth and eventually attacked the alpacas. The incident had been reported to the police but as the animals were not on the protected list they could not take any action. So the matter would have to be resolved between the two parties involved. Members also noted there was a camper van parked at on the forestry site as well. It was noted by Councillor Hazel Evans that the area was being investigated by the Enforcement Officer. PCSO Jeff Kedward then left the meeting and he was thanked by Nigel for his visit. The clerk  was then asked to read the minutes of the March meeting. They were proposed as being correct by Don Griffiths  and Jeff Lewis. 

Matters Arising:
1.    Councillor Hazel Evans stated that the local Highways Supervisor Mr Tony Williams was on leave this week and she would be attempting to arrange a further meeting with him to visit the problem areas on the Highways in the parish. Hazel stated that she had not heard anything from the Enforcement Officer regarding the Paintball Site at Cenarth and the Gellidywyll Site and Gwalia at Capel Iwan. 
2.    County Councillor Hazel Evans also stated that she had been contacted by developers with pre-planning applications for extensions at Penlan Holiday Village. She had made no comments until the outline application was submitted to the Planning Services.
3.    Councillor Hazel Evans also stated that she had submitted the comments made locally regarding the Boundary changes to the Carmarthenshire County Council.  Community Councillors felt that the boundaries from Pantybwlch down to Aberarad, Newcastle Emlyn and also the  boundaries with Llangeler Community Council should have a better defined Boundary especially near the windmill site instead of following field hedges. 
4.    The clerk stated that no correspondence had been received from Mr Jason Lawday-Countryside Access Officer regarding the Cenarth Riverside path registration. Councillor Hazel Evans stated that she had spoken to Mr Lawday and he been in contact with all the landowners and had issued the required notices and stated the usage made. Jeff Lewis felt frustrated at the delays as he had gathered all the information and statements from regular users and photographs showing where the path was originally. Hazel stated that Mr Lawday had to follow the required procedures and time notices. 

Correspondence:
1.    The clerk read a letter from One Voice Wales - Un Llais Cymru thanking the Council for renewing their membership for 2018-2019. Also they wanted two Councillors to represent Cenarth at quarterly meetings. It was proposed that the following were nominated: Anthony John and the clerk - Ken Davies.
2.    The clerk had been in contact with Shan Bowden of One Voice Wales regarding Independent Renumeration Panel for Wales proposals to change compulsory allowances for Councillors and chairman. Town and Community Councils would have the option of adopting the scheme to pay an annual allowance. Members would also have the choice to claim or be unpaid for their services. Cenarth Community Councillors agreed that they did not wish to claim this allowance of £150  a year. All the members signed the allowance claim forms and not requesting payment for their services. 
3.    A letter was received from Hywel Dda University Health Board stating that a meeting to discuss the way forward and improve the local health service would be held at St Peters Hall, Carmarthen on Wednesday 25th  April 2018 from 6.00 pm to 8.30. p.m. Two members were invited to attend. It was proposed that Nigel Williams and Don Griffiths should attend. 
4.    A letter was received from the chairman of the Committee of Y Ganolfan Capel Iwan - Mr Arwel Bowen stating that members had decided that the Ganolfan, Community Hall needed a face lift to the interior. They were proposing to re-paint and install new curtains for the windows. They were kindly asking the Community Council whether they would be prepared to give a donation towards the cost of the work. Members discussed the matter and agreed to send a donation from the Blaenbowi Windfarm allowance for Community use. 

Planning Applications:-

1.    W/36930.  - Agricultural Development-Livestock shed animal Isolation Pen at Meribah Farm, Tanglwst, Capel Iwan for Mr Franco Currado. Members had no objections.

 
Any Other Business:
1.    Hywel Bowen stated that someone had thrown about ten old tyres on to the road side from Bwlchcaebrith to Penrherber opposite the forestry entrance at Bwl-y-Foel. Councillor Hazel Evans stated that she would contact the Carmarthenshire County Council tipping Department to have them removed. 
2.    The clerk stated that he had received complaints that water was entering the cemetery at Capel Iwan and flooding the lower half. Local members stated that the water from the local village spring was not running through to Pentre Isaf and it was thought that the Highways surface water drain had been fractured and the water was now running into the cemetery. Councillor Hazel Evans stated that she would contact the Highways Dept. regarding the problem and also the clerk to send a letter to Technical Services, Carmarthenshire County Council, Carmarthen. 
3.    The chairman Nigel Williams thanked Hywel Bowen for placing the Community Seat bench on the site opposite to Argoed Farm Caravan Park in Cenarth. Hywel showed photographs of the completed job. Nigel also thanked Richard James, Bryngolau for storing the bench over the winter months. 


The meeting came to an end at 9.30. The next meeting will be held on Thursday the 3rd May 2018 at 7:00 p. at Y Ganolfan, Capel Iwan.
