Cenarth Community Council
The Annual meeting of the Council was held on the Thursday 3rd of May 2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan.
Members present:- William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Meurig Thomas, Anthony John and County Councillor Hazel Evans. Apologies received from Samuel Jones and Hywel Bowen. Also PCSO Jeff Kedward was unable to be present as he was on duty elsewhere.
Nigel Williams welcomed everyone to the meeting and asked the clerk Ken Davies to read the minutes of the April meeting. They were proposed as being correct by Jeff Lewis and William Davies.
Matters Arising:
1. Further discussion took place regarding the highway problems in the area. Councillor Hazel Evans stated that she was arranging a further meeting with the Local Highways Supervisor Mr Tony Williams and she intended taking him around to see the terrible state of the road surfaces. Members stated that the small Highways maintenance lorry with a few barrow full loads of tarmac had been in the area last week but had only filled about two potholes and left the others unfilled. The ones that had been done were now back to the original state with depressions. Councillor Hazel Evans made note of the remarks as complaints had been received at Head Office regarding the works carried out by the gang. Guto Jones drew attention to the bad surface near Black Oak Farm and also the blocked gutter on the road leading down the hill from BlackOak square towards Tanglwst. Hazel would contact Guto when Mr Tony Williams made his visit so that the drainage pipes could be highlighted. Attention was again drawn to the potholes near Blaenpant bend and Hendy bend. Also the water collecting at Bryngolau bend and on the road from Bwlchcaebrith square towards Penbuarth. Also the manhole below Gorwel - Bwlchcaebrith had sunk forming a deep hollow on the bend with cars attempting to avoid it and hence being in the middle of the road.
2. Councillor Hazel Evans stated that she had not heard anything from the Enforcement Officer regarding the development at the old Cenarth Paintball Site and the developments at Gellidywyll Woods and also Gwalia, Capel Iwan. She was hoping to speak to the Officer in the coming week.
3. The clerk read a letter from Mr Jason Lawday, Countryside Access Officer, Carmarthenshire County Council regarding the Definitive Map Modification Order - Three Horseshoes riverside path and it's registration. Mr Lawday had received consent from the new owner to carry out a site visit which he had done. After speaking to the owner he has agreed to unblock the path where it crosses his property to allow access for the fisherman to the riverside. However this still leaves the application to register the route as a public right of way. It appears that Carmarthenshire County Council would carry out this order after assessing the received information as to its use and historical value and also whether the Community Council had any involvement in its upkeep which we did not. Members agreed that the clerk should contact Mr John Lawday once again and request that the Carmarthenshire County Council proceed with the registration.
4. Nigel and Don gave a report about the meeting they attended at St Peters Carmarthen when the Hywel Dda University Health Board discussed their big NHS changes. The public would have a chance to express their views from the 19th April to the 12th July. They were offering 3 proposals. 1. A new hospital to be built between Narberth and St Clears 2. retain a District General Hospital at Bronglas 3. Community hospitals at Glangwili, Prince Phillip and Withybush. Ten community hubs. The public could contact 01554 899056 to request a questionnaire form.
5. A letter of thanks was received from the chairman of the Ganolfan, Capel Iwan Mr Arwel Bowen, Tan y Bryn, Pantybwlch thanking the Community Council for their generous donation to the fund to carry out interior decoration and furnishings at the village hall.
6. The clerk noted that the dumped types near Bwl y Foel, forestry site had been cleared by the Carmarthenshire County Council Fly Tipping Dept.
7. Councillor Hazel Evans stated that she had been informed by the Highways Dept. that the blocked drain carrying the village spring overflow to Pentre Isaf had been cleared. Don stated that water was now coming through to Pentre Isaf. This had also solved the problem of the surface water entering the Capel Iwan Cemetery.
8. The next matter on the agenda was to elect a Chairman and Vice for the coming year 2018-2019. After a discussion members agreed that the present Vice Chairman Anthony John should be elected for the coming year. It was proposed by Richard James and seconded by Don Griffiths. It was then proposed that Hywel Bowen be elected as Vice Chairman. All members agreed to the above proposals. Nigel Williams then thanked everyone for the support and wished the best to Anthony in the coming year. The clerk Ken Davies thanked Nigel for all the work he had done in the past year and the way he had managed all the meetings. The Chairmanship was the taken over by Anthony John and he thanked everyone for the honour and hoped that he would get the same support as Nigel and manage the meetings to the same standards. Anthony also thanked Ken for all the work he carried out as Clerk to the Council.
Correspondence:
1. The clerk stated that he had received a letter from Zurich Insurance Co. stating that the Community Council renewal was now due from the 1st June 2018. Members agreed to renew the policy for 2018-2019.
2. The clerk also noted that he had received notification from HM Customs and Excise that a new format and reference number would be used from 1st February 2018 to reclaim the Community Council VAT payments. The clerk noted that he had already submitted the claim for the last year.
3. The clerk also noted that the first part of the Annual Precept had been paid on the 26th of April 2018.
4. The Council revived two questionnaires from Carmarthenshire County Council regarding the granting of licences to sell alcohol and cumulative impact on Lammas Street Carmarthen. Also a questionnaire on the Gambling Act 2005 a review of Council Policy. The papers were completed by members and returned to Carmarthenshire County Council.
5. A meting was to be held by Cymdeithas yr Iaith at Carmarthen Library at 10.00 a.m. on the 19th May 2018. The future of the Welsh language would be discussed.
6. A public meeting will be held at the Gwendraeth Hall, Drefach on Monday 25th June 2018 at 7:00 p.m. To discuss the formal invitation of the Urdd 2021 Eisteddfod to Carmarthenshire.
7. A letter was received from Bobath Children's Therapy Centre Wales, Whitchurch, Cardiff asking whether the Community Council would be prepared to send a donation to this small charity who support children from all over Wales who have Cerebral Palsy. In 2016/17 76% of their income came from donations. Last year they provided 1,564 therapy sessions to children. It is estimated that 1,800 children in Wales today have Cerebral Palsy. Members agreed to support this worthwhile charity and agreed to send a donation of £100.
8. A letter was received from Carmarthenshire County Council- Legal Dept. informing Community Councils that two training sessions on the Code of Conduct would be held on the 14th and 26th June 2018 at 6.00 p.m. to 8.00 p.m. at Council Chamber County Hall, Carmarthen. It was proposed the Chairman Anthony John and the Clerk Ken Davies would attend one of the sessions .
Any Other Business:
1. Jeff Lewis stated that he had been approached by the owner of Glancorwg Cottage, Cenarth Mr Griffith JR Morgan stating that surface water coming down the hill from Argoed Farm was missing the drainage manhole and crossing the road into his property and entering the house. Councillor Hazel Evans noted that she would take up the matter with the Highways Dept.
The meeting came to an end at 9.00. The next meeting will be held on Thursday the 7th June 2018 at 7:00 p. at Y Ganolfan, Capel Iwan.
