Cenarth Community Council

The Council meeting was held on Thursday the 2nd  of April 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present:- Guto Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Richard James, Hywel Bowen, Meurig Thomas, Samuel Jones and County Counc. Hazel Evans. Apologies received from Anthony John and PCSO Jeff Kedward.

The Chairman Guto Jones welcomed everyone to the meeting and as the police were not present the clerk was asked to read minutes of the March meeting. They were proposed as being correct by Jeff Lewis and Hywel Bowen.

Matters Arising

  1. The clerk stated that Anthony John had replaced the broken window at Tanglwst Bus Shelter.

  2. The clerk had also asked PCSO Jeff Kedward what the situation was regarding the break-in at Maeshyfryd, Capel Iwan and the broken hand set in the kiosk at Mount Square. Jeff stated that the investigations were still on-going and he could not release any information at the time being.

  3. Jeff Lewis stated that he had discussed the disabled fishing platform at St Llawddog’s Well,Cenarth with the Teifi Trout Association. Jeff had stated that it was unsafe and needed repair. The Official had promised to take the matter in hand. Counc. Hazel Evans also stated that she had found an email from Mr Nigel Powell – Countryside and Environment Dept. stating that they had paid a grant towards the erection of the platform at the beginning.

  4. Counc Hazel Evans stated that she had been in contact with the Post Office regarding the removal of the box at Cenarth Post Office. They had stated that a new post box would be erected on the opposite side of the road.

  5. Nigel Williams stated that the Highways Dept. had filled some of the pot-holes on the road from Penrherber Square to Bryn Square but the surface still remained rough.

  6. The clerk stated that he had received a Balance Sheet from the Newcastle Emlyn Eisteddfod Committee. Members agreed to donate a sum of £150 towards annual costs.

  7. The clerk also stated the he had written to the Carms Education Dept. regarding the lack of gritting on rural bus routes. He had asked the Education Office to forward a list of bus routes in the Capel Iwan/Cwm Morgan/Tanglwst area to the Highways Dept. in Johnstown, Carmarthen.

  8. Highways Matters:

Counc. Hazel Evans stated that she had received another email from the Area Surveyor – Mr Tony Williams stating that he would be coming out to meet Hazel and the clerk next week and would visit all the problem areas in the district including the laybys by Ty Cerrig, also Bwlchcaebrith to Penbuarth to Pantybwlch. Also the gutter by Blaenbowi Wind Farm. The broken road signs would be checked and also the white lines ‘Halt Sign’ at the bottom of Plyg y Rhiw, Cwm Cych.

Richard James asked whether something could be done to get rid of the water collecting on the bend opposite Bryngolau Farm. The workmen had been out and dug a small trench but to no avail. This was back in 2012.After several complaints nothing had been done since.

Hywel Bowen drew attention to the water erosion on the road verge outside Gorwel, Bwlchcaebrith.

Meurig Thomas also noted that no work had been done on the water collection outside Ty Cerrig.

Jeff Lewis stated that there was a drain cover that had sunk on the road side below the bus shelter near the Three Horseshoes Inn, Cenarth.

Guto Jones also stated that there was no ‘cat's eyes’ on the road from Blaenbowi junction to Maudland Square.

Correspondence

  1. A letter received from Ass. Chief Exc. Of Carms County Council stating that the Dyfed Powys Police and Crime Commissioner had decided to withdraw funding for looking after the CCTV Public Surveillance as from the 1st April 2015. They would still use CCTV recorded system data when police needed it. Savings related to proposal would be £100k annually.

  2. Carms County Council were currently consulting on the following subject areas:- changes to library services in Llandeilo. Introduction of Public Spaces Protection Orders – regarding irresponsible dog ownership- excluding dogs from certain areas and use of leads and dog fouling problems on footpaths – closing date 5th May 2015.

  3. Developing the Affordable Housing Plan – Your Homes,Your Future – Getting it right together – closing date 29th May 2015

Planning Matters

  1. Application no. W/31791. Renovation of derelict property to original use as a Residential dwelling – Cwteri, Capel Iwan for Augusta Lewis – No objections.

  2. Application no. W/31673- proposed erection of Agri building with re-located 22 panel solar PV Array to roof Brynteg, Penrherber – for Mr & Mrs L Harrison – no objections.

  3. Application no. W/31682- variation of planning conditions changes to design of dwelling – plot adj. to Mount Pleasant, Capel Iwan for M. Baggott Ltd. – no objections.

  4. Replacement of existing Radome and staircase at Crug y Gorllwyn, Tanglwst. Weather Radar Station – granted 31.03.15.

  5. Proposed change of use of part of Bron y Garn Site to containers and storage facility for JCN Property –Mr Jamie Neplan – granted permission – 31.03.15.

Meeting ended 9.00 p.m. Next meeting Thursday 5th May 2015 at 7.00 p.m. at y Ganolfan, Capel Iwan.
