APRIL MEETING

The monthly meeting for April was held on the 7th  at 7pm withall members present and apology received from CC Hazel Evans , who was attending a meeting in N C Emlyn to discuss the future of Maesllywelin Day centre. Also present was a new face , PCSO Luke Taylor who has moved from Aberystwyth to N C Emlyn. Luke had no news for the area but Melfydd Jones told him that mole traps which had been set on Treale farm Capel Iwan had been lifted and taken away. A note was made of the information. Don thanked Luke for his visit and hoped to see him at the May Meeting.

The Clerk then read the minutes of the previos meeting and they were proposed as being correct by Melfydd Jones and David Phillips

Matters arising

C C Hazel Evans had given the Clerk a letter giving the responses she had received in answer to the problems discussed at the March meeting

1. Hazel had further discussions with Mr Hywel Hymphries regarding the leases for land around Capel Iwan school and the Ganolfan. At present Carm County Council were drawing up a lease with Mr Mark Pengilley  Erwdeg to improve the access from the school yard by removing land around the gate pillar and having a piece of land in front of his plot to build a pavement for pedestrians before Mark sold the building plot. Then after the school officially closed on the 31st August 2011 the Estates dept could then proceed to draw up the new lease. Apparently the school could not be put up for sale for another year to give the local community a chance if they so desired to develop the building. However Hazel was going to press on the Estates Dept to get all papers ready for agreement by the 31st Aug 2011.

2.    C C Hazel Evans had also received copies of the Land Registry for Rehoboth Chapel and Godremamog Mill showing who owned the land around these properties. Rheoboth Chapel was registered under the title no CYM16840, owner James Thomas,director of Ed South Africa (26/02/2010). The plot extended from the vestry up to the line opposite the end of the cemetry and diagonally down to the path leading to Godremamog Mill, Godremamog mill had been registered under title  WA757197-- Owners Trevor and Christene Ann Hogarth  (16/11/2005)

3.. Hazel ststed that she had spoken to the postwoman collecting the Mail at Capel Iwan Post  box and she had promised to report the bad state of repair of the box to the manager at Horeb. Hazel had made it clear that on no account was the box to be removed. Hazel had later had a phone call from the Royal Mail enquiring about the box at Tanglwst village. She had given him Mr Eifion Morris/ phone no so that they could make direct contact.

4. Hazel had also been in contact with Mr Tony Williams, Area road surveyor regarding the highway problems. He stated that work would start on the road from Plygyrhiw junction towards Bridgend on Monday morning. Also he had given the local gang a list of potholes from Plain junction to Capel Iwan village andd they would be starting on Friday morning.He had promised permanent repairs when funds came available. With regards to the hedge trimming from Plain junction to Penrherber, Tony asked the Comm council to contact the County direct and they would take over the problem. Tony thanked the farmers in the area for keeping their hedges in a tidy condition. He was going to contact Foel Farm re the tree growth

5.  Jeff lewis stated that he had spoken to the Caretaker of the public conveniences at Cenarth re the cutbacks in hours. Initially she was told that she would have to cut out 2 days labour. She could choose what days they would be closed. Later she received a letter saying that weekend overtime would have to be cut completely and so the service would be closed on Saturday and sunday from the 26th Feb 2011.            A reply from Hazel stated that she had spoken to Mr Rhys davies, Tech services who had stated that the overtime cuts would take place and the conveniences woiuld be closed while discussions took place. Hazel noted that the item was on the Agenda of the Full Council next Wednesday and there would be a vote on the proposal. The action taken had been noted by some Councils as breaking the Health and Safety Regulations

5. Hazel was going to contact Mr Alex Side again to see what progress was being made about the bus shelter at Cenarth

6. Nigel stated that the road sweeper had not been on the road from Bryn Square to Yet Farm. Jeff stated that he had seen the lorry sweeping the road through Cenarth village,. Hzal would follow up

7. Hazel noted that she had discussed the developement at Penbanc Capel Iwan with Mr Stuart Willis, Planning Officer. He stated that there was no planning for a caravan and also they had started work on the building without a "bat certificate". He would be sending an enforcement officer to visit the site

 8. The item of news on the front page of the Carmarthen Journal stating that a Doctor was trying to buy Tyhen farm Tanglwst to develop a glider and micro light business and build a housing hanger. The idea had been dropped so no planning problems existed.

9. Jeff stated that the drainage system around the Car Park at Ffynon St Llawddog Cenarth was blocked and needed clearing. Clerk to contact Area Surveyor.

10. A questionaire was completed regarding the growth of non- native invasive weeds  eg Japanese Knotweed, Himalayan Balsam Giant Hogweed and their locations. It was stated that bees collected a great amount of pollen from the Himalayan Balsam. Any one with information could contact the County Council on 01267 246106

11. Olanning consent was given to application no /18561 for erction of a new dwelling and access near Euron Capel Iwan

12. One voice Wales held the draw on the 21st March to decide who were given invitations to attend the Garden Party at Buchingham Palace in July Cenarth C Council was successful and jeff lewis and wife Rhiannon were chosen to represent the Council.

PLANNING APPLICATIONS

Two applications were received from Mr and Mrs G Evans. No; W/24572 and W/24573.  full planning and listed building planning for the refurbishment of dilapidated grade 11 building ,extension, new access and parking at Teifi View Cenarth. Members expressed no objections

AOB  Nigel Williams noted that he would like to express his thanks to William Davies for removing the planting stands from Capel iwan School and transporting them down  by tractor to Dwylan School N.C. Emlyn.

The Annual meeting of the Council will be held on Tuesday 3rd May 2011 due to the election on the 5th May. Tme 7pm at the Ganolfan, Capel Iwan
