March 2014 Meeting
The March meeting of the Council was held on the 6th March 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
William Davies (Chairman), Hugh Thomas, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Guto Jones, Hywel Bowen, Cyng. Sir Hazel Evans and PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies were received from Richard James and Chris Thomas.
The chairman William Davies welcomed everyone to the meeting and asked PSCO Jeff Kedward whether there was anything to report. Jeff stated that two drums of oil had been stolen from one of the council houses in Danrhelyg – he asked people to be aware of any strange vehicles in the area and take note of their registration numbers. Also a small fire had been started in one of the houses at Danrhelyg. Jeff stated that no headway had been made in regards to the missing ‘Village Sign’ of Capel Iwan near Meysydd and Bryngolau Farm. Counc. Hazel Evans stated that a new sign had been ordered. Behaviour in the area and Newcastle Emlyn had been good in the past month. William then thanked Jeff for his visit and hoped to see him in April’s meeting.
The Clerk then read the minutes of the February meeting. They were proposed as being correct by Don Griffiths and Jeff Lewis.
Matters Arising

Nigel Williams stated that he had taken the Cenotaph Plaque back to Clydach for the fixing screws to be fitted. He hoped to collect it the coming week.

Counc. Hazel Evans noted that Mr Eirian James the Countryside Senior Services Manager had passed away and Mr Nigel Powell was now looking after local matters. He had reported back to Hazel that the stone work contractor was calling at St Llawddog’s Well on Wednesday week and would submit a report. Nigel and the stone mason had gained access to the well and there was a pool of still water inside with a depth of 45cms. They would have to empty the well and examine for internal damage and hopefully then repair and restore the water flow. They hoped that the water course had not changed.

Members reported that some of the pot-holes had been filled but not to a very high standard. The drain near Llain Square still needed attention as well as the pot holes near Glanmamog and Lân Goetch below Beacon Stoves was still dangerous. Complaints had also been received from Ms Quaerine Chorley, Cwm Morgan about the state of the ditches and drains. Counc. Hazel Evans would contact Carms Highways again.

William and Don had completed the fitting of the ‘No Dog Fouling’ signs from Pentre Isaf Capel Iwan down to Panteg Chapel.

The clerk stated that he had not received a balance sheet from the secretary of the Newcastle Emlyn Tivy Side Show. Also he had received a request from Newcastle Emlyn Eisteddfod Committee for a donation. Members proposed that the clerk contacted Mr Geraint James (Treas.) asking for a balance sheet and also one for the show as he was the chairman.

The Clerk had received a balance sheet from the Ysgol Gerdd Ceredigion for year 2012. Members asked the clerk to attempt to get one for 2013 before deciding on a donation.

Counc. Hazel Evans had received drawings of the proposed bus shelter at the Three Horseshoes, Cenarth from Mr Nick Gowman – Carms CC Transport Dept. There was a restriction on the width due to the narrow pavement. The colour would be black to tone in with the surroundings. Members agreed to proceed with the plans. Hazel would contact Transport Dept.

Fallen trees were still causing problems on footpaths 5/15/14 – Pentre Isaf - Panteg – Godremamog. Clerk to contact Nigel Powell again – Footpath Ranger.

Counc. Hazel Evans stated that a new parking sign for Heol Gelli - Coach Park would be fitted as the old one had been damaged. She had also arranged that the concrete seat ends would be handed over to the Community Council from the Three Horseshoes for repairs and placed near the Heol Gelli Coach Park.
Correspondence

A letter was received from One Voice Wales inviting the Community Council to re-new its membership for year 2014-2015. Members agreed to rejoin.
Planning Applications

W/28023. Installation of Two Endurance 50KW Wind Turbines at land at Pen y Garn, Pentop, Capel Iwan for Mr Kevin Thomas was granted permission.

W/28840– erection of 3 bedroom bungalow and detached garage at plot adjoining Cherryfield at Capel Iwan for Mr David and Mrs Lora Davies had been granted planning permission.

W/28425– amended plans for micro generation domestic wind turbine near Maudsland House, Cynwyl Elfed for Mr Cheny. As previously members supported the application.

W/29604 – Proposed reinstatement of former dwelling (Abandoned) with modest extension to the rear - (single storey) for Mr and Mrs Danney and Liz Kempton – no objections
Any Other Business

Highways Problems: Collapsed drain near Llain Square, Capel Iwan Road.

Bwlchcaebrith Square to Penbuarth ridge lay-by’s and verges have been blocked and broken up by tractors and machinery. Also deep water pools collecting.

Water from Llwynffynnon fields running on to the road and down to Rhyd Bridge.

Road surface from Penwaun, Tanglwst through to Plas yr Hafod, Trelech in a terrible state of repairs.

Pentre Isaf, Capel Iwan access road still in a terrible state.

The road surface from Ty Cerrig junction, Capel Iwan to Lechwedd Farm especially near the cattle grid is full of pot holes.

Nigel Williams asked whether it would be possible for the Highways Dept to provide some passing places on the hill down from Bryn Square, Penrhiwolau – Gelli Dywyll Hill. It only needed ditches to be cleared and widened and re-surfaced. Clerk and County Counc. Hazel Evans to contact the Carms CC Highways Dept regarding the above problems.

Counc. Hazel Evans noted that a public meeting was to be held on the 4th April 2014 (Friday) at the Leisure Centre, Newcastle Emlyn where the future plans for the centre would be debated.
The meeting ended at 9:00 p.m. The next meeting will be on the 3rd April 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
