Cenarth Community Council
The Annual Meeting of the Council was held on Thursday the 2nd of May 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Samuel Jones, Jeff Lewis, Richard James, Hywel Bowen, Guto Jones, Meurig Thomas, Anthony John, County Councillor Hazel Evans and PCSO Jeff Kedward. Apologies were received from Nigel Williams who was out in Malaysia supporting his grandson Steffan Evans who was representing Wales in the World Touch Rugby Competition.
The Chairman Anthony John welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any reports for the area. Jeff stated that the Police had traced the owner of the Fiesta car that had been left on the junction above Blaenesgair Bridge. The owner was from Carmarthen and he removed the car the following day. Jeff then asked the members for their opinion on the road works that has been completed outside Emlyn Secondary School. New kerbs and railings had been installed and new lamp standards. It was also intended to narrow the road near the electricity sub station on the hill leading up to the school entrance. Jeff stated that the Police could foresee traffic congestion problems and danger to motorists. They had sent letters and emails to the Traffic Control Unit in Carmarthen stating what problems they could see. Members discussed the matter and agreed that the scheme would cause no end of problems, They agreed that a letter with comments should be sent to the Traffic Control unit.
Guto Jones asked PSCO Jeff Kedward whether the police had made any headway in tracing two motorcyclists who had been scrambling off road leading to Llwynddu, Blaenesgair. They were riding through the gorse areas near the plantation area. Jeff stated that they were still investigating the incident. Anthony then thanked Jeff for his visit and asked the clerk to read the minutes of the April meeting. They were proposed as being correct by Meurig Thomas and Hywel Bowen.
Matters Arising:

Councillor Hazel Evans stated that the Enforcement Officer Mr Stephen Thomas was still investigating the developments taking place at Gellidywyll and Penrhiwolau Woods.

Don Griffiths stated that nothing had been done to the deep potholes in front of the old school at Capel Iwan and also by Dolbryn Caravan Site and Hendy Farm bend. Also RIchard James stated that the road surface from Hendy crossroads up towards Llechwedd was in a terrible condition.

Guto Jones also noted that there were several deep potholes on the road junction leading down from Blaenesgair finger post towards Lan and Blanbowi entrance.

Hywel Bowen also asked whether the Highways Dept could repair the surfaces of the laybys from from Bryngolau down to Plaen Junction.

The clerk also mentioned the work that had been done in cutting the over hanging trees on Bwlchcaebrith hill - a big improvement. He also asked why the overhanging branches had been left on two trees. Samuel Jones stated that the problem was that BT cables passed through the branches.

The clerk stated that no answer had been received from Tostre Lighting Dept regarding the street lamps at Capel Iwan - re: contact the office again.

The chairman had a letter from Mr Gary Wilson, Fronwen, Capel Iwan complaining about the condition of the road outside his property and the effect on his driveway which is covered in mud and dirt that has been washed down from the road. There are also several deep potholes outside properties on this road. Could Highways do something to alleviate these problems. The chairman stated that he had video pictures of the situation. Councillor Hazel Evans stated that the best approach would be to send the letter and video to the Highways dept. And the Ruth Muelen Head of Environmental Dept. Also Hazel and clerk noted the pothole areas again and would contact the HIghways once again.

Councillor Hazel Evans thanked Guto Jones for clearing the fallen tree across the road from Black Oak square to Tanglwst. The road was blocked after the last storm we had. Thank you Guto from us all.

A letter was received from the Dyfed Powys Police and Crime Panel naming the Councillors: John Prosser, Ken Howell, Jim Jones and Mrs Helen THomas. They hold the Police and Crime Commissioners to account and help give local people a greater voice in how the Police serve the communities. The panel welcomed the continued investment by the Commissioner in new CCTV systems in many towns across the force area. The panel will also concentrate its efforts this year on those issues which the public identified as being the most important to them.

The clerk also completed a Carmarthenshire County Council Local Toilets Strategy for the area on-line stressing the importance of these services in rural areas.

A letter of thanks was received from the Oxygen Therapy Centre Cardigan Ltd for the councils donation of £150 towards running costs.

A letter was received from Bobath Children’s Therapy Centre Wales, Cardiff. The charity provides specialist therapy to children from all over Wales who have Cerebral Palsy . This year they need to raise £1.5m to keep the centre running at current levels. Members agreed the Centre needs support from everybody and agreed to donate a sum of £100 for the year 2019.

Next on the agenda was the election of the Chairman and Vice for year 2019-20. After a discussion members agreed that the present vice should the next Chairman. It was therefore proposed by Richard James and seconded by Jeff Lewis that Hywel Bowen be elected as Chairman. It was then proposed by Anthony John and seconded by Jeff Lewis that Meurig Thomas be elected Vice Chairman for next year, All members were in agreement with the proposals. Anthony John then thanked all members for the support he had received during his year of office and he also thanked the clerk for all his hard work. Anthony wished Hywel the same support in his year as Chairman. The clerk Ken Davies also thanked Anthony for all the work he had done during the year and the way he had conducted all the meetings. Hywel Bowen then took over as Chairman and thanked everyone for the honour of being Chairman and hoped he would get the same support as Anthony. Hywel also thanked the clerk for his hard work.

After a discussion members agreed to appoint three extra members as a Mandate Team and not to change signatures every year from now on. New Members elected were Richard James, Meurig Thomas and Guto Jones. The Clerk asked to contact The Barclays Mandate Team for the new entries.
The meeting ended at 9:00. The next meeting will be on Thursday 6th June 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
