Cenarth Community Council
The monthly meeting of the Council was held on Thursday the 1st of October 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Samuel Jones, Guto Jones, Meurig Thomas, Anthony John, RIchard James and County Councillor Hazel Evans. Apologies were received from Jeff Lewis, Nigel Williams, Hywel Bowen and PCSO Jeff Kedward. The Chairman Meurig Thomas welcomed everyone to the meeting and asked the clerk to read the minutes of the September meeting. The minutes were proposed as being correct by Guto Jones and Don Griffiths.
Matters arising:-

The clerk stated that he had not received any replies from the Highways Dept. at Carmarthen. It was noted by Samuel Jones that Council workmen had been levelling out drainage gratings in front of Llain and he had asked them whether they were going to attend to the broken verges above Llain towards Blaengwyddon Fach. They noted that they were going to level out the grating on the first bend and that was all. Members agreed that the clerk and CC Hazel Evans should once more contact the Highways Dept highlighting the other road problems in the area.

No answers had been received regarding the replacement of the Sodium Street Lights with LED versions and no response regarding the street lights that were out of order. No action had been taken regarding the street lamp in front of No 5 Bro Hendy. The clerk was asked to contact Mr Arwel Price, Public Lighting Manager at Tostre asking an update.

The clerk stated that he had spoken to the chairman of the Community Council Hywel Bowen regarding the replacement of the Red Kiosks in the area, Hywel stated that he had spoken to Mrs Nia Stokes Planning Dept. and she was still awaiting a reply from BT Openreach.

Councillor Hazel Evans had taken photographs of the repaired Climbing Frame by WIlliam Davies which was still at Glanmamog. As was agreed it was better to have the frame cleared safety wise by the County Council Play Equipment Officer Mr Nicholas French. He was happy with the repairs and stated that the legs be secured in concrete. However, he stated that certain play equipment was being replaced in the Llanelli area and maybe it could be offered to the Cenarth Community Council to be re-erected at the Village Sports Field. It was agreed to wait for the outcome and then decide on the outlay of the play area.

Anthony John stated that the two picnic tables were now ready for delivery to the Village Playing Field at Capel Iwan. Richard James offered to store the tables at Bryngolau until the Community Council prepared a site and fixtures for the tables.

WIlliam Davies stated that he had carried out trashing and clearing work on the three footpaths, Pentre Isaf to Pleasant View, Pleasant View down to Panteg Chapel and Panteg Bridge to Godremamog Mill. Members thanked William for his work.

Members stated that the direction signs at Maudsland Square had been replaced by new ones. The clerk stated that the one at Sycamore House Junction showing direction for Newcastle Emlyn had not been replaced. County Councillor Hazel Evans noted the fact and she would look into the matter.

Members again asked about the poor state of the road surface from Ty Cerrig junction towards Cnwc y Fran and Llechwedd junction and also about the removal of the earthen triangle at the junction so as to improve the visibility and road safety. The clerk and Councillor Hazel Evans were asked to contact the Highways Dept. and also mention the deep potholes near Lan Farm entrance.

Members agreed they should attend the open evening at the Ddraig Goch Hall, Drefach-Velindre on Thursday 3rd October at 7:30 when the Dyfed Powys Police Officers would be talking about the Scams and Frauds now taking place and how to prevent being scammed. They would demonstrate the use of defibrillator and CPR action. Members to request information on how to purchase defibrillator equipment.

A letter of thanks was received from Mr Rhodri Lewis (County Organiser) for Carmarthenshire YFC Federation for the donation of £150 from Cenarth Community Council to assist with the running costs of the movement in Carmarthenshire.

Thanks was also received from Merched y Wawr, Capel Iwan for the Council’s donation of £150 towards the MacMillan Cancer Nurses Afternoon Tea held at Y Ganolfan, Capel Iwan. Over £1,100 was raised. The Carmarthenshire Branch of the MacMillan Nurses will attend the next meeting of Merched y Wawr when the cheque will be presented.

The members agreed with Councillor Hazel Evans’s suggestion that a letter of disapproval should be sent to the Minister at the Welsh Government regarding the changes to the Electorate Arrangements for the County of Carmarthenshire. We do not agree with the proposal to combine the Communities of Cenarth, Llangeler and Newcastle Emlyn to form an electoral ward of 4,400 electors and represented by a two councillor ward, The clerk to send a letter to the Minister and also copies to the Chief Executive of Carmarthenshire County Council - Ms Wendy Walters and the Electoral Officer - Ms Amanda Bebb stating our objections.

Councillor Hazel Evans gave a report and update on the planning application W/39346 - One Planet Development at the Forestry Site in Flatwood, Cenarth where they wanted a Residential Development in the Green Belt. The Community Council objected to the application.

Councillor Hazel Evans stated that the Highways Dept. were going to carry out resurfacing work in the Tanglwst area - Crossroads to Fly-on and towards Morlogws Isaf - work to start 11th Oct 2019.

A letter was received from the Carmarthenshire County Council Waste and Recycling Team stating that a number of changes are coming in from Oct 7th 2019 affecting bin collections and recycling centres. Maximum number of black bags to be placed for collection will be 3 a fortnight. No limit on blue bags and food waste is collected weekly. The council will be delivering three rolls of food bin liners for the brown kitchen caddies and three rolls of blue bags. Replacement caddy and green bins can be picked up from one of the HWBS or council offices in Llandeilo or they can be ordered online. Deliveries start in October up to the end of March.

The clerk stated that he had received a letter from Barclays Bank stating that the Mandate for Change Signing Arrangements for Council cheques had been authorised as from the 19th of September 2019.

Members stated that someone was beginning to build a new garage on the edge of the Community Councils Car and Bus Parking Area at Heol Gelli, Cenarth. There had been no planning application for the development. Councillor Hazel Evans stated that the enforcement Officer Dept. was already involved.
The meeting ended at 9:15 pm. Next meeting will be on Thursday 5th November 2019 at 7:00pm at Y ganolfan Capel Iwan.
