July Meeting

The monthly meeting for July was held on the 1st at 7 o'clock with Don Griffiths in the Chair . An apology for absence was received from Melfydd Jones due to indisposition, but all others were present together with Haydn Jones.the County Councillor

The Chair welcomed everyone to the meeting and the Clerk read the minutes of the last meeting and they were proposed as being correct by Samuel Jones and Chris Thomas

Matters arising

C C Haydn Jones had been in contact with Mr Julian Williams, housing officer who was in charge of the project. Haydn stated that a new type of gutter had been placed on the Gelli Dywyll field side and this would make it  easier to clean any blockages.Further work would be carried out shortly

The Clerk stated that a meeting had been held on the 17th June with Mr Hywel Humphries at the Ganolfan and Capel Iwan School grounds to discuss the leases and access to the Ganolfan when the school closed

Also present were CC Haydn Jones, Don Griffiths (chair of  Comm council)  David Philiips  (Chair of Ganolfan) and The Clerk.. After a discussion various options were offered and it was agreed that the Clerk should obtain theComm Council leases from the solicitors W Evans George and sons and then arrange a meeting of the Hall committee and invite  Mr Mark Pengelly of Erwdeg, whose property formed a boundary hedge with the access path down to the hall.

The Clerk reported that himself, Don Griffiths, Jeff lewis and Nigel Williams had attend a Public Rights of way presentation at  Llanpumpsaint Village hall on the 17th June where it was stated that a Ranger system had been set in place to look after various areas. Cenart h was in  the western area and would have two full time rangers looking after the paths  the Clerk would report any problems directly to the Head Office of Eirian James at Tumble and they then would dispatch the rangers. Don reported that they had been trashing some of the paths around Capel Iwan  village but no overhanging branches had been cut. Haydn stated that he would report the matter.

David stated that the mole problem at the sports field was still ongoing and Elgan Jones was still making daily visits to treat the tracks

Haydn stated that C C Lyndon Lloyd from Beulah Ward Ceredigion had also made complaints about the damaged bridge wall at Cenarth. Haydn stated that Carm C Council had closed the path under the bridge due to danger from falling debris and stones. Jeff asked whether red and white tape could be erected at the spot   Haydn would ask for these but he stated that the delay was being caused by "cadw" in not issuing a repair notice for the bridge. However Haydn contacted the Clerk on friday morning informing him that he had received a copy of the notice to proceed with the repairs

Haydn stated that the samples of water taken from the ditch near "TY Te" in Cenarth were clean  with no traces of pollution. He also noted that on the day of the visit there were no smells coming from the running water Jeff lewis asked whether it would be possible for the Council to undertake any piping work but it was stated that as the problem was on private land they would not undertake any work.Haydn asked that if the problem persisted to inform him and he would contact the Council

Members reported that road patching had taken place from Plygyrhiw to Bridgend bridge. Chris Thomas remarked that a no of branches had collected in the river Cych below Plygyrhiw junction and would cause flooding problems. Also Richard James stated that tree growth on the hedge near Bridgend was blocking out oncoming traffic from the Fox and Hounds direction. The owners of the land lived on the Pembrokeshire side of the river.Haydn noted that he would contact the Authority for a tree felling order and the River Authority for clearing river

Haydn also noted that land ownership at  "Blaenwaunfach", Closglas Square had been deemed to the owners but they had been warned by the C Council that any vehicles hitting the posts erected on the verge would have the right to claim damages on the owners.

The Clerk informed members that he had received a sale catalogue from Bidwells  LLP Cambridge and noted that the plot of land around the Cenotaph in Cenarth was up for sale as LOT5.2  (Ref Cen60. However the land had been registered by the Comm Council back in Nov 2009. The Clerk then contacted local member Jeff lewis, who did some local research and found that the land had beenhanded over to th Community in 1922 by Lord Cawdor. He had visited Cenarth for the official War memorial Service and opening  in January 1922. The Clerk then contacted Bidwells and gave them all the information. They immediately apologised and removed the plot from their sale

A letter of thanks  was received from N C Emlyn Eisteddfod Committee for the donation of £150 sent by the Comm  Council for the event being held  on the 17th  July 2010

The Clerk received an answer from the Welsh Assembly Government re the lack of broadband facilities at Capel Iwan village. They blamed the poor condition of incoming lines and the distance from Velindre exchange  However they were determined to provide services in all rural areas and Capel Iwan had been noted as a  "black spot". They would have BT to check all the copper lines and a new scheme was in hand funded by the Welsh Assembly to improve services in all rural areas. The Council would be kept informed of any developments

A letter was received from Adran Myrddin of Urdd Gobaith Cymru asking for financial support for the youth movement in Camarthenshire. Being a registered charity they depend on contributions. They had a target of£11000 to raise by the end of  March 2011. Council agreed to donate  £50.

A letter was received from Carm C Council Assets Review Team inviting two members to attend a meeting at Llanllwni Com. Church Hall on the 27th July. it was agreed Clerk and Chair attend

AOB

1. Samuel Jonesstated that the fire hydrants had not been checked during the month of June as promised. Clerk to check with Fire authorities

2. Samuel also stated that many people travelling on the Wednesday bus to Carmarthen had difficulty in entering the vehicle as it did not have a low access entrance. Haydn noted the fact

3.Don Griffiths asked who was responsible for placing the wicket gates and providing paths around  "Bwl Y Foel" on  the road from Bwlchcaebrith and Penrherber Square  It was asked that the Clerk checkedwith Mr Eirian James's office, Countryside and Recreation at Tumble who had installed the gates and who looked after the maintenance

The meeting ended at 9 - 15 and the next meeting will be on THE  2nd SEPT 2010       ((note!!!!)
