October meeting

The October meeting of the Council was held on Thurs the 4th October at the "Ganolfan".

Members present..With Coun William Davies in the chair an apology was received from Chris Thomas and all other members were present plus C C Hazel Evans.Also present were PCSO,s Jeff Kedward and Gareth Augustus

The Chair welcomed the officers and thanked them for their presence.Jeff gave a report of activites in our area and stated that the parking of cars on the road outside Emlyn School had decreased ?? but was still being monitored by the Police and warning notices were being issued. Jeff asked Hazel what happening about having double yellow lines painted outside the school.  Hazel stated that the matter was still ongoing and she would again check on progress with Mr John McEvoy of the transport and highways Dept CCC. Guto Jones asked whether there was any news about the sheepthat had been taken from fields near Five Roads, Conwil. Enquires were still ongoing, farmers had been asked to keep an eye on strange vehicles and note their numbers and report to local Police  He also stated that two men had called with a lady in the Danrhelyg area and asked to to use her toilet facilites,she had refused and as she stood on the doorstep the second person came out from the garden and back of the house and both disappeared down the road. Jeff stressed that people living on their own,especially after dark should not open their doors to anyone unless they knew the callers.Jeff also stated that the Police had now started visiting scrap dealers yards and inspecting  money transactions- now cheques only, hoping to reduce thefts.. As there were no further questions both Jeff and Gareth left and the Chair thanked them for their visit and information

William then welcomed all members and thanked them for their presence. The Clerk then read the minutes of the Sept 2012 meeting and they were proposed as being correct by Samuel Jones and David Phillips.

MATTERS ARISING

1.The Clerk read a letter of thanks from Mrs Joan Lloyd "Llys y Coed" for the donation they had received towards setting up costs of the Digital Forum Group at Capel Iwan. The Clerk stated that the recent Cwm Cych walk organised by the Group had been very well supported with refreshments for everyone at "Y Ganolfan" at the end. They were now organising Computer classes run by CAVs office in Carmarthen for beginers. They would be held on the 10th and 17th Oct at 2pm and 6pm   (free taster sessions)..Book on 01267 245555 (cav office) for a place

2. CC Hazel Evans stated that further flooding problems had occured in the entrance to "Yet Farm" Cenarth. Council staff had been out to investigate and had found that the drainage pipe was blocked by tree roots. They would be replacing the pipe as soon as weather permitted. Mrs Jessop would be contacting Hazel again

3, The Clerk and CC Hazel Evans had been in contact with Mr John Mc Evoy regarding the new arrangements and lease for Heol Gelli Coach and Car park  Cenarth. In an email sent on the 4th Oct had promised to send a letter with costings on the 5th October

4. Don Griffiths stated that no signs for "dog fouling" had been erected on the footpath from Pentre Isaf to Pleasant View and through to Panteg. He stated that the Rangers had trashed the path and cleared the fallen trees on the path down towards Gondremamog. The Clerk to contact Coun Jim Jones, exc member, re erection of warning signs

The Chair asked whether a letter of thanks could be sent to Mr Hefin Thomas, Gelynen, Capel Iwan for allowing the visitors to the unveiling ceremony of the Plaque of rememberance at Capel Iwan to  enter his fields to  the aircraft crash area. The Clerk to write letter of thanks

6. Jeff Lewis stated that he and Nigel and Ken had inspected the public seat near Argoed Farm entrance and it was beyond repair and dangerous. Hazel stated that she would contact the Tech Services again and ask for its removal and she  and the Clerk to ask them whether they had any secondhand concrete ends so that the Community Council could put new timbers in place

CORRESPONDENCE

1.The Clerk had received a letter from Mr Hywel Hymphries,Estates  dept  stating that he would be able to come out and meet members regarding the final details of the lease for grounds surrounding the Ganolfan,  entrance from the main road down to the sports field before the school was put up for sale. Site visit 9am 24th sept 2012. Members present William Davies,David Phillips,Don Griffiths and the Clerk.   The Clerk stated that agreement had been reached with no problems and the legal documents were now being drawn up for signing.

2. The Clerk stated that the request by Guto Jones to get village signs erected at Cwmorgan had been noted by Mr John McEvoy, Transport Highway Dept. They had requested the Postcode which had been given by the Clerk

3. The salt bin on the junction above Cwmcych Bridge towards Cwmorgan was in the Pembs area---Contact Pembs highways

4, The Clerk read a letter of thanks from "Merched Y Wawr" Capel Iwan thanking for the donation of  £150 towards McMillan Nurses,Carmarthen branch,  ..Coffee and tea afternoon held at "Ganolfan"  A total of £703 was raised on the day, Thanks to all who supported

5.A letter was received from Carms Y F C  asking the Com Council for financial support for the coming year. The movement has about 780 members and 136 voluntary club leaders. The movement does not have any financial support from the County Council ad depends on local orgaanisations to keep the movement going.Members agreed that it should be supported as we have a very active local club. It was decided to donate £150 towards the movement costs

6.A notice letter was received from Carms CC stating that a 50 MPH speed limit would be introduced from the outskirts of N C Emlyn to Cenarth village

Planning Matters

1.The following applications had been given permission :-

W/26915...Erection of garage at rear of The Old School house Cenarth

W/26940--Splitting of dwelling at "Erwdeg" Capel Iwan into two separate dwellings.

Planning application no W/27132... alteration improvents and extension at Glancorrwg Cenarth for Mr and Mrs Gwyndaf Evans. Council had no objections.

AOB

1. Council asked Mr Richard James to cut the hedges around the village sports field

2.Nigel Williams stated that large lorries delivering straw to Gellidywyll farm had slid into the drainage channels  on the hill there and had blocked the water course. Also branches had been broken off  Nigel had seen the council workers and asked whether they could clear up the mess

3. C C Hazel Evans stated that she was still attempting to get the road surface repaired from Glenview through Gelynen and Lletyrgaib

4. Members reported that water was running down the hill from Bwlchcaebrith to Bont y Rhyd. It  appeared to be coming from a water course on the road towards Penrherber. The Clerk to contact the area Superviser for roads

5.It was stated that the hedge from Tycerrig  to Blaenpant needed cutting. Clerk again to contact the Highways dept with the owners name and postcode

The meeting ended at 9.30. The next meeting will be on Thurs 1st Nov  2012 at 7pm at the "Ganolfan" Capel Iwan
