July meeting

The monthly meeting of the Council was held on the 7th july at 7 pm. With Jeff Lewis in the chair  All members were present barring Chris Thomas, due to a work committment  had sent an apology.

The Chair welcomed PCSO Jeff Kedward  and noted that we were glad to see him on duty again after his knee treatment.He was still on light duties at the moment. Discussion took place about the new 30 mph limit into Capel Iwan village. Hugh and Richard stated that  traffic was now slowing down and it was agreed that Hugh would keep a check and report at the next meeting in September.

Jeff reported that a lot of vandalism was now taking place in Newcastle Emlyn  : 3 windows smashed, flower troughs tipped over.  Hazel stated that portable toilets in the the Castle grounds had been damaged after the Dragon Festival   - the Town Council would have to foot the bill for repairs.New cctv cameras had now been fitted in town. Police were now sharing the workload with Carmarthen, Pencader, Llandysul and Newcastle Emlyn. Jeff also stated that the security chains etc were still available to the public  and they should contact the local police. 

David Phillips stated that an estate car (people carrier) was being parked everyday on the bend outside the Emlyn school and was causing traffic obstructions.  Coun Hazel Evans stated that she would approach the headmaster about the problems  Jeff Lewis then thanked PCSO Kedward for his visit and hoped to see him at the September meeting

The Clerk then read the minutes of the last meeting and they were proposed as being correct by David Phillips and Don Griffiths

 The Clerk reported that a letter had been received from Barclays Bank stating that the new mandate was now up and running

Matters arising

1.  Coun Hazel Evans and the Clerk had visited the Postbox locations with the Royal Mail manager for the area and had examined all the boxes at Capel Iwan  1 .Mount square.   2.Ardwyn and also the previous location at Tanglwst. He had noted two or three new sites. He would now submit a report and hopefully the work and repairs would be carried out

2. Highway issues

. The Clerk read a letter from Mr Tony Williams,  Asst Area Manager  stating that the road surface Cefnhir Penrherber  to Bwlchyffin to Tower Hill square would be attended to when the patching gang finished work on roads due to be surface dressed this summer, This will end shortly and they would then start work on roads  mentioned by Cenarth Comm Council  -- including Plygyrhiw to Bridgend, also the deep trench outside the Paintball site at Cenarth. The road sweeper has visited the Capel Iwan area as requested. Also the rubbish sacks left on the layby below Plain-matter had been referred to the Environmental section for attention

 Public toilets at Heol Y Gelli Cenarth   ---The Clerk had contacted Mr Rhys Davies re above and had received the following reply.--He sympathised with the concerns expressed by local businesses and tourist centres with the weekend closure hours but at the moment did not consider it appropriate to reinstate the original hours. He stated that  other facilities were available in the Cardiganshire side of the river. A final decision would be made shortly on the public convenience stock  and we would be informed of their decision

Open ditch - Ty Te Cenarth.. The problem had still not been resolved with smells still coming to the surface . William Davies stated that he had been to the site and noted that an extra pipe seemed to be entering the ditch from The Three Horseshoes Inn in the direction of a static caravan on their land. Hazel stated that she would visit the site on Friday and check the facts again and the location of the caravan. William stated that the owner of Ty Te were now going to install their own drainage pipes on their land and cover the ditch over

The gutters around the St Llawddog parking area had also been cleaned and cleared

 

Cenarth Cenotaph repairs.. The Chair Jeff Lewis had been researching data on the internet to find out what charities would be willing to support this type of maintenance work He  had copied application forms for Cenotaph repairs but details and costs were needed.Hazel stated that the officer at CAVS Carmarthen would be quite willing to assist in the application process. Jeff would now contact Carmarthen

Aircraft Crash--Warwick MK3 at Gors Farm

 Melfydd had drawn out a draft information sheet with details of the crash on Oct 14th 1944. He had contacted Nigel who had made enquires about the cost of producing a stainless steel plaque. A price of  app 200 pounds had been stated, depending upon the no of words. Nigel stated that he would also check prices with Llangolman slate works

 NCE and local areas Ambulance charity.

The Clerk stated that he had spoken to the Chair, Mrs Brenda Jones. Bro Teilor N C Emlyn who had explained how the Charity worked.   Money was distributed once a year after applications had been received from people in need of financial aid. Every area around NCE could submit names to the charity. It was therefore decided to send a donation of 100 pounds

Carmarthenshire C Council- deposit Local Development Plan (LDP)

An exibition would be held at the Holy Frinity Community Church Hall. NCEmlyn on the 18th July 2011   10am  - 4pm.. Open to the public from 1pm --7pm    People would be able to discuss matters relating to the LDP with the   Forward planning Section

Un Llais Cymru (One Voice Wales)

Council rejoined for  2011  - 2012. Two representatives chosen for Quarterly Area Committee meetings-  Chair Jeff Lewis and vice Wiliam Davies. Annual Conference held on Sat 8th Oct 2011 at Pontrhydfendigaid, Ceredigion.

Carms C Council Questionaire  on Private Sector Housing Renewal Policy

Views of Community Councils on help being given to improve housing conditions for people with greatest need,low income, disabled  and poor health

Urdd Gobaith Cymru

Myrddin area.   Letter to Comm.councils asking for financial support for year 2011 - 12. The area had a target of 11000 to raise by the end of  March 2012. Members felt that the movement looked after the youth and young people of Wales in providing all sorts of activites e.g. sports, eisteddfodau,clubs,weekend outdoor persuit activites at Llangranog, Glanllyn,Pentre Ifan and the centre at Cardiff. It was approved we send  a sum of 50 towards the fund raising target.

Broadband Partnership (CCBP)

Update on present situation. The project has suffered a delay of about 6 weeks due to issues with the Welsh Government Broadband scheme  (BBSS). Initially all 500 plus households that registered with CCPB would be dealt with in one go.However they have now decided to split the group into 2 phases for grant applications and installation. Capel Iwan is included in the western Link covering N.W Carms and Cilgerran, who are also suffering with no broadband signal. This makes sense as the signal is routed from X Hands to Ammanford to Llanybyther  to Cardigan and back to Capel Iwan. The signal passes over Cilgerran. With regard to funding our CC Hazel Evans has made a provisional bid to Carmarthen CC for funds for broadband for Capel Iwan. Phase 1 is hoping to be completed by the second week in August and then our phase2 will start. a meeting has been arranged with Edwina Hart and Senior Welsh officials on the 22nd July 2011. Mr brian Lloyd of Capel Iwan will be attending on behalf of the communities in the western link of the project. We are grateful to Brian for all the hard work and travelling he has done on our behalf

Audit report for year ending 31st March 2011

 The Clerk presented the Audit accounts for year ending 31st March 2011 to the members. Members examined the figures and approved the reports. The documents were signed by the present chair..Jeff Lewis and the past chair Don Griffiths. The Clerk had made an appointment with John Thomas Frondeg NCE to carry out the internal audit. A copy of all documents would be submitted to the external auditors  BDO LLP  Southampton by the 5th Aug 2011

AOB

1.Members reported that deep potholes needed attention near Gors farm Capel Iwan  and Plas Y Coed N   C  Emlyn

2. All members were very dissatisfied with the standard of trashing of hedges in the area. CC Hazel Evans had been in contact with the Highways Dept and Mr Tony Williams was going to inspect the work and talk to the contractor.

3. Richard James stated that hedges forming boundaries  of Hendy Farm Capel iwan rd had become extremely overgrown and were leaning out into the roadway. hazel stated that she would take up the matter.

4. Melfydd Jones stated that a gutter had become blocked below Black Oak farm and resulted in water running down the road towards Ty Gwyn.. Report matter to Highways

5. The Clerk reported that Geoff Jones had trapped the offending moles in the village sports field  David said it was now possible  to carry out the grass cutting at the top end of the field.

The meeting ended at 10pm The next meeting will be on Thursday the 1st of September 2011 at 7pm at the Ganolfan Capel Iwan
