October 2014 Meeting
The October Meeting of the Council was held on Thursday 2nd October 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Guto Jones (Chairman), William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Meurig Thomas and Anthony John. Apologies were received from Hywel Bowen, County Counc. Hazel Evans and PCSO Jeff Kedward.
The chairman Guto Jones welcomed everyone to the meeting and extended a warm welcome to Anthony John on his first meeting and hoped that he would feel at home as a member of the Cenarth Community Council. The Clerk also welcomed Anthony and wished him well as a councillor. Anthony responded and gave thanks for the warm welcome.
The Clerk was then asked to read the minutes of the September meeting and they were proposed as being correct by Jeff Lewis and Don Griffiths.
Matters Arising

Samuel Jones stated that no action has been taken about the surface water gratings below Blaengwyddon Fawr and nothing heard about the water seepage at Bwlchcaebrith Square. The clerk to contact the area surveyor once more and check with CC Hazel Evans.

Don stated that he had spoken to the Public Footpath Rangers about the tree clearance on the path from Panteg Bridge down to Godremamog Mill. They had cut the trees up but left the trunks where they were. The Ranger stated that as long as people could step over them they were happy and it was the land owner’s responsibility to clear the trees. Also they stated that the Rangers were only required to clear footpaths to give a metre wide path. They were sure that with all the cut-backs that the maintenance work on paths would be handed back to the Community Council. The Clerk and CC Hazel Evans were asked to contact the Rangers Services about the work carried out.

The Clerk stated that he had spoken to the Area Surveyor Tony Williams about the Bus Shelter at Cenarth. The Highways Dept had completed the necessary work on the foundations and were now awaiting delivery of the shelter which should be in the coming week. The workmen had salvaged the two concrete ends to the seat near The Three Horseshoes Inn and moved them over to the Council seat near Argoed Meadow Caravan Site. Members discussed the re-assembly of the seat and Nigel Williams promised to check what timber was required and the members would assist in the repair work.

The clerk had not received a reply from the Highways Dept regarding the road from Tower Hill down to Pont Seli. Hazel was also chasing up the matter.

Richard James also asked whether work had been done on the fallen trees in the River Cych near Plyg-y-Rhiw. The Clerk stated that workmen had been there cutting up the tree trunks but again these had been left in the river. Clerk asked to contact the River Authorities again to get them removed otherwise they would cause a flooding problem.

The Clerk read a letter from the Head of Planning regarding the retrospective planning wall between the River Teifi and Glan Corrwg, Cenarth. They stated that the inquiry would require an element of research and once this had been completed the Community Council would receive a comprehensive response. Members stated that s stone wall was now being built to join up with the concrete block one.

The following planning application W/28425 for a micro generation domestic wind turbine at Maudland House, Cynwyl Elfed had been granted.
Any Other Business

A letter of thanks was received from the Carmarthenshire Federation of Young Farmers Clubs thanking the Community Council for their donation towards the running costs.

Also a letter of thanks was received from the Capel Iwan Merched y Wawr for the donation of £150 given by the Community Council towards the Coffee Afternoon for the McMillan Nurses in Carmarthenshire. So far a sum of £650 has been raised. Since the year 2006 the Merched y Wawr in Capel Iwan have raised a total of £4000 – good going for a small community.

The Clerk read a letter which he had sent to the Crime Commissioner for Dyfed Powys Police strongly objecting to the proposal of re-locating Newcastle Emlyn Police Station.

A letter was received from Urdd Gobaith Cymru Myrddin Branch, Carmarthen asking whether the council would be prepared to send a donation to assist with the local running costs. Members felt that a large number of local children received benefits from the Urdd organisation and agreed to donate a sum of £50.

A letter was received from Menter Gorllewin Sir Gar, Newcastle Emlyn inviting members to attend a meeting in the Gwesty Emlyn to hear about projects that had been completed and funded by the Rural Development Plan in Carmarthenshire and hear more about the next round of European funding. It was agreed that Nigel, Guto and Ken would attend on Thursday, 9th October at 7:00p.m.

Notice was received from the Wales Audit Office stating that they were going to redistribute reserves held at 31st March 2014 to Local Gov. Bodies All Town and Community Councils in Wales will be paid the sum of £30. The Clerk to send in the claim forms.

A request was received from the Carms CC standards Committee asking Community Councils how many councillors had attended Code of Conduct courses and how many had declared a personal interest in Community Council Meetings in the last two years. The clerk to respond to the letter to the Law Division.

The Clerk read a letter from BDO LLP, Southampton the Councils Auditors stating that Cenarth Community Councils accounts up to 31st March 2014 were all correct and no issues were raised.

Members also asked Don Griffiths whether he would be willing to paint the picnic tables and the shelter down at the village sports field.

Richard James was also asked to trim all the hedges around the sports field and also cut back the boundary fence trees as they were getting high.

The two following problems were noted as being required to be passed to PCSO Jeff Kedward, Newcastle Emlyn Police Station. Guto stated that locks had been cut going into his field near Blaenbowi Forestry area. A cattle truck had also been seen near the entrance. Richard stated that somebody had been tampering with the electricity connection box at the base of the windmill at Blaendyffryn Farm and some of his gates had been left open with car tracks in the field. The same had happened at Meribah Farm, Tanglwst – gates being left open and car tracks in the fields.
The meeting ended at 9:15 p.m. The next meeting will be on Thursday, 6th November 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
