Cenarth Community Council
The Council meeting was held on Thursday 6th April 2017 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Jeff Lewis, Richard James, Meurig Thomas and County Councillor Hazel Evans. Apologies received from Nigel Williams, Guto Jones, Hywel Bowen, Anthony John and PCSO Jeff Kedward (who had been called out on a local incident).
The chairman Don Griffiths welcomed everyone to the meeting and was glad to see Meurig back with us after his hospital treatment. Everyone present wished Meurig a speedy recovery. Don then asked the clerk to read the minutes of the March meeting. They were proposed as being correct by Jeff Lewis and William Davies.
Matters Arising

The Chairman stated that the surface water drain from Gwynfa, Capel Iwan through to Maesgwyn were still blocked with water running down the road towards Ardwyn Square. Councillor Hazel Evans would contact the Highways Department again and also the clerk to send a letter.

Jeff Lewis stated that no date had been agreed as to when the new base for the public seat near Argoed Cenarth Caravan Park. Jeff would contact Hywel Bowen to arrange a date and time to complete the work.

The clerk stated that he had contacted Ms Nia Stokes from the Planning Department and reminded them of their promise to reinstate the Red Kiosk at Bryn Square, Penrherber.

Members reported that the Water Board were still working on the pipe replacement from Ty Cerrig to Hendy Farm. The road vergers had been damaged all the way and need to be repaired. Richard stated that the gutter near Pontygarn bend was blocked with a water build up and was a danger to traffic. Councillor Hazel Evans would take up the matter with the Highways department.

The clerk stated that he had called the Plaid Cymru Office in Newcastle Emlyn and complained that there was still no improvement in the mobile phone signal in the area.

The chairman Don Griffiths stated that he had passed on the information from the British Heart Foundation and also a circular received from the Community Clerks magazine regarding the installation of defibrillators to the chairman of Cenarth Village Association. There were researching the facts with a view to installing the two machines in Cenarth Village.

William Davies stated that no work had been carried out by Carmarthenshire County council – Highways Department on the collapsed drainage pipe at Eden Square, Capel Iwan. Councillor Hazel Evans and the clerk would again contact Carmarthen Depot.

Richard James drew attention to the deep potholes on the road from Hendy Square up towards Llechwedd. The bad region was about 10 yards up from the Crossroads. Matter to be brought to the notice of Carmarthenshire County Council.

Meurig Thomas also drew attention to the state of the road surface from Llechwedd, Capel Iwan towards Blaen y Cwm. It was all broken up and full of pot holes. Also Meurig stated that surface water was running down from Blaendyffryn Farm Fields and entering the road near the entrance to Llechwedd – carrying stones, gravel and mud onto the road surface. Both matters to be reported to Highways Department by Councillor Hazel Evans and the clerk.

A letter was received from the Administration and Law Division - Carmarthenshire County Council requesting information under the Freedom of Information Act as to how many Councillors had declared an interest under the Councillors Code of Conduct during the period 01.04.16 to 31.03.17. Also for the same period the number of councillors who had received training in relation to the Code of Conduct. The clerk was asked to forward the information.

A letter was received from Cymdeithas yr Iaith Gymraeg noting that a public meeting would be held on the 29th April 2017 at 10 a.m. in the Library at Carmarthen to discuss how Health and Care in Welsh in Carmarthenshire is being organised. Several speakers will be present to discuss problems etc. Enfys Williams – Hywel Dda Health Board, Manon Elin – Cymdeithas yr Iaith, Dai Lloyd AC, Dr Dilys Davies and Awen Iorwerth – Medical School Cardiff University.

A letter was received from the Director of Environment regarding - “How do I dispose of my garden waste?”. Three options were given a) “Use a home compost bin – we sell compost bins for £12 and arrange delivery”. b) “Take it to you nearest household Waste Recycling Centre for free”. c) “£48* per year – apply for our garden waste collection service. * 15% discount if paid upfront. “

A letter was received from the Auditor General for Wales stating that the annual audit for Cenarth Community Council for the year ending 31st March 2017 would be held on the 5th June 2017.
The meeting ended at 9:00 p.m. Next meeting Thursday 11th May 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
