Cenarth Community Council 

The meeting of the Council was held on the 2nd of November 2017 at 7:00 p.m. at Y Ganolfan, Capel Iwan. 

Members present:- Samuel Jones, Jeff Lewis, Richard James, Guto Jones,  M eurig Thomas  and PCSO Jeff Kedward, Newcastle Emlyn Police Station.  Apologies received from Nigel Williams, (chair)- holiday, William Davies, Don Griffiths, Hywel Bowen, (all attending Mr Stanley Evans originally from Perth y Gwenyn, Capel Iwan.  funeral at  Cardiff), Anthony John (daughter still in hospital at Bridgend). Everyone present wished her a speedy recovery. County Councillor Hazel Evans was on holiday. 

Members agreed that Samuel Jones should take the Chair for the meeting. Samuel Jones welcomed everyone to the meeting and he thanked Jeff Kedward for his presence and asked him whether he had any reports for the Community. Jeff stated that he had been down to Pentre Isaf, Capel Iwan to check on the parked cars that were restricting vehicles from entering the area. Apparently the cars and vans were parked on private verges and the law could not enforce the garage owner to move the vehicles. There was one car parked on the bend and Jeff suggested that the Council could write a kind letter to the owners asking him to move the vehicle. 
Members also noted that there was a white transit van seen in the district and it was parked near the bus park in Heol Gelli in Cenarth. It had Hot Tar co. Penlan Maintenance painted on the side. Jeff stated that he would check it out. Jeff then left the meeting and Samuel thanked him for this visit. 

The clerk was then asked to read the minutes of the October 2017 meeting. They were proposed as being correct by Jeff Lewis and Guto Jones.

Matters Arising:
1.    Highway problems: the clerk stated that no action had been taken by The Highways Maintenance Group and members asked the clerk to peruse the outstanding problems in the area.
2.    The clerk stated that no action had been taken regarding the fixture of the public seat at Argoed Meadow Caravan Park. 
3.    The clerk stated that he had received an answer from Jason Lawday, Environmental Dept, Countryside Access, Tumble regarding the application for Definitive Map Modification Order that the Community Council had made regarding the footpath from the the 3 Horseshoe Inn, Cenarth down to the River Teifi which had been blocked off by the owner. Mr Lawday was concerned that the map we had enclosed did not show the complete extent of the path which is a circular one. The clerk had contacted Jeff Lewis who had a great knowledge of the area involved and we had discussed the questions asked by Mr Lawday. Jeff Lewis had carried out deeper research into the past history and had prepared an itemised letter to send to the Countryside Access Unit. Jeff showed the location of three  bench seats used by public for picnic purposes and seating by the riverside. All features had been marked off on the larger map we had received from the Tumble office. Also some of the supporting documents and statements had not been filled in completely and Mr Lawday would be contacting the people to clarify the points in question. Members agreed that Jeff's letter should be forwarded to the Countryside Access Office. Jeff was also thanked for this research work. 
4.    The clerk stated that so far he had not received an answer from Mr Nigel Powell - Rangers Dept and footpaths regarding the overhanging branches at St Llawddogs Well, Cenarth. 
5.    No answer had been received from Mr Arwel Price (Engineer-Streetlamp maintenance) regarding the lamps at Groesffordd and Penrheol Uchaf, Capel Iwan. 
6.    The clerk stated that he had contacted the Boundary Commissioners for Wales - Fitzalan Court in Cardiff requesting a copy of the Electoral Reviews Policy and Practice 2016 and the Electoral Review for Carmarthenshire 2017. Both documents had been received from County Council officials and C. Councillors.  Councillor Hazel Evans had agreed to discuss the proposals with Community Councillors before sending in comments  by the end of the Consultation period from 5th October to 27th December 2017. 
7.    The clerk stated that he had seen the new litter bin which had been installed by the County Council at Gelli, Tanglwst Housing Estate. 

Correspondence
1.    A letter  was received from Mid and West Wales Fire and Rescue Authority asking the Community Council for its views on their proposals for improvement within their Draft Corporate Plan from 2018-2023. Members agreed to complete the enclosed questionnaires and return it to Headquarters Lime Grove Avenue, Carmarthen. 
2.    A letter was received from Carmarthenshire County Council with Town and Community Councils Newsletter Oct 2017. Councillor Peter  Hughes Griffiths introduced himself as the Ambassador and link between Carmarthenshire County Council and Town and Community Councils in Carmarthenshire. He is also a member of the County Councils Executive Board 
3.    A document was received from the NHS Wales Welsh Health Specialised Services Committee asking for comments and thoughts on the future shape of thoracic surgery in South Wales. They wanted to decide whether both Morriston Hospital, Swansea (covering South and West Wales) and University Hospital of Wales (covering South East Wales) should continue to provide two separate thoracic surgical services or whether one of these hospitals should provide a larger combined service for the whole of South Wales. As far as they were concerned there were two possible arrangements for future services - two centres as at present or a single centre. Members felt it was better for West Wales to have two centres if not have a bigger centre at Morriston Hospital. Members completed the enclosed questionnaire. 


Any Other Business
1.    Members agreed that the clerk should purchase a Poppy  Wreath of Remembrance from Mr Ieuan James - the poppy sales organiser for Newcastle Emlyn British Legion. It was agreed that members would meet at Capel Iwan Square to place the wreath on the memorial stand for the two airmen that were killed in the plane crash at Gors Farm, Capel Iwan. We we would meet at 9:15 a.m. Sunday 12th November.
2.    Guto Jones stated that the road from Tanglwst down to Cwm Morgan was in a terrible state of repair especially from Glyncoch to Troedyrhiw. All the gutters were blocked. The clerk was asked to contact the County Highways Dept.

The meeting came to an end at 9.15. The next meeting will be held on Thursday the 7th of December 2017 at 7:00 p. at Y Ganolfan, Capel Iwan.
