Cenarth Community Council

The Council meeting  was held on Thursday the 4th of February 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Samuel Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Hywel Bowen, Meurig Thomas, Anthony John and County Counc. Hazel Evans. Apologies received from Richard James, Guto Jones and PCSO Jeff Kedward  who was on sick leave recovering from a back operation.

The chairman  Samuel Jones welcomed everyone to the meeting and congratulated the Clerk Ken Davies on starting his 45th year as Clerk to the Council. The Clerk responded and thanked everyone for the good wishes. The clerk was then asked to read the minutes of the January meeting. They were proposed as being correct by William Davies and Meurig Thomas. The chairman noted that no mention had been made about the road surface from Bwlchcaebrith Square to Ysgol Emlyn. The Clerk to include in the next letter to Highways. Hywel Bowen also noted that surface water had eroded the entrance to Gorwel leaving deep potholes. Counc. Hazel Evans would also take up the matter.

Matters Arising

  1. The Clerk stated that he had spoken to the Head Ranger for Footpaths – Mr Nigel Powellregarding the trees fallen across Pleasant View footpath. He had promised to have them removed shortly and also inspect the eroded surface near the Wicket Gate.

  2. William Davies stated that there were now three trees resting across the BT telephone cable at the bottom of Rhiw Ddu up towards Frondeg. The Clerk to contact BT once more.

  3. The Clerk stated that the Carmarthenshire Electoral Services had been out to Cenarth Church with a view to set up a Ballot Station there. They had agreed to use the church in the next May election.

  4. A letter was received from Ms Jenny Wheeler, Yr Helyg, Capel Iwan stating that Mr Rhys Williams, Carmarthenshire County Council had visited her home and seen the surface water problem there. He was going to suggest to Mr Tony Williams, Highways either to block off the offending pipe or raise the level to prevent water going down to Yr Helyg. He would report back in two weeks’ time.

  5. The Highways Dept. had been out in the area filling up the potholes and clearing some of the gutters. Many still remained blocked up and the clerk was asked to contact the Highways again. Don Griffiths stated that a drainage gutter by Ardwyn Square, Capel Iwan was blocked and needed clearing. Members stated that no work had been done on the drainage ditches near Blaenbowi Wind Farm and also from Black Oak square down towardsPenffynnon. Also the dumped rubbish near Blaenbowi Picnic Site junction had not been removed. Counc. Hazel Evans and clerk to contact the Highways again.

Correspondence:

  1. A note was received from the owners of Penbryn – Caradog, Capel Iwan stating that the road down to their property was all broken up and surface water was entering thehouse. They believed that the Council repaired the road about two years ago and were now seeking confirmation. Members felt that this was a bridleway and footpath through from Gwtteri to Clos y Graig, Cwm Morgan. Counc. Hazel Evans and the clerk would check with the Footpath Ranger – Mr Nigel Powell and also check the old footpath maps.

  2. A letter was received from the Post Office stating that they were proposing to restore the Post Office services in the communities of Abercych, Capel Iwan and Cenarth. This would be a mobile service. There was now a consultation period to the end of February (23rd) to ask for the public’s views. People could phone Customer Helpline03457 22 33 44 or send letters to Freepost Comments- Post Office. Locations would be at

    Abercych Village Hall Car Park – Monday 15:15 – 16:15.

    Capel Iwan – close to phone box – village centre – Monday 13:45 – 14:45

    Cenarth – at rear of 19 Glan yr Afon – Monday, Tuesday, Wednesday – 08:30 – 09:45

    Members felt that for Cenarth village a better site would be close to the chapel Car park or Argoed – coach park. Clerk to submit comments.   

  3. A letter was received from Glangwili Hospital Radio Station asking for financial support to keep the service on the air for patients and staff. The station is run by volunteers since the year 1972 (44 years). Members agreed to support such an excellent service for patients.

  4. Members agreed to a letter from Un Llais Cymru One Voice Wales to renew the Councils membership for the year 2016-2017. They represent the Community Council on the Local Government Partnership Council and make representations in supporting local services.

The meeting ended 9:00 p.m. Next meeting 3rd March  2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
