Meurig Thomas gyfraniad o £250 gan fod yr Ambiwlans Awyr wedi effeithio arno ef yn uniongyrchol eleni. Cytunodd y Cadeirydd bod hwn yn fater pwysig a cynnigodd £250 hefyd. Eiliodd y Cyng. Guto Jones y penderfyniad. B. Ebost 21/12/22 - Cyngor Sir yn gofyn i ni benderfynu ar ffigwr Precept 2023/2024 erbyn 31/1/23 a cwblhau’r ffurflen. Trafodwyd y mater a cytunwyd bod y ffigwr llynedd yn fwy na digonol am anghenion y Cyngor yn flynyddol. C. Ebost 22/12/22 - Cyngor Sir yn gofyn i ni lanw holiadur am y safleoedd bysiau. Dywedwyd bod gennym ni ddau safle bws, un yng Nghapel Iwan a’r llall yn Nhanglwst a bod y ddau wedi’u hadeiladu o flociau. D. Ebost 12/1/22 - CISS Cancer Support - Dywedwyd ein bod ni’n cyfrannu at elusen Macmillan bob blwyddyn a bydd y Cyngor yn parhau i wneud hyn. 8. CYNLLUNIO: A. JANUARY 2023 MEETINGMinutes of the meeting held at the Center, Capel Iwan on Thursday, 12th of January 2022 at 7.00 pm. 1. PRESENT: In the Chair - Cllr. Nigel Williams, Councillors: Cllr. Hazel Evans, Hywel Bowen, Don Griffiths, Pat Thomas, Guto Jones, William Davies, a Meurig Thomas. Clerc - Manon Thomas. 2. APOLOGIES: Cllr. Ken Howell, Philip Gibbons, Anthony John, Richard James, Jeff Kedward PSCO. 3. DECLARATIONS OF INTEREST: A. Cllr. Guto Jones declared that he has an interest in matter 10.A-3/MAR about the Plaque of Thanks to Winjen. 4. POLICE: None 5. MINUTES: Minutes for the December 2022 Meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. William Davies 6. MATTERS ARISING FOR MINUTES: A. 6.B-1 / JUL - Defibrillator - Cllr. Pat Thomas said that there was no sign in Cwm Morgan when she passed on the 1st of January. Cllr. Don Griffiths said that he had checked Capel Iwan's Defibrillator and it was not damp. He said the Penrherber one needed to be checked as it was open there. B. 6.A-3/MAR - CCTV - Cllr. Don Griffiths said that the work had been completed and the Clerk noted that she had received an invoice. The Chairman said that he had received a call from Cllr. Don Griffiths as someone has been fiddling the Computer. It was suggested that the fact that the electricity went out the week before may have affected it. Cllr. Meurig Thomas agreed to check the system. C. 11.8-1/JUL21 - Capel Iwan Kiosk - Cllr. Hywel Bowen said he had heard nothing. Cllr. Hazel Evans said that she does not think it is the County Council that deals with the Kiosks and she said that if we want to buy one, we must contact BT but she would ask Stella Jones, CNE Council Clerk and Llangeler to see what they did. D. 10.A-3/MAR - Winjen Thank You Plaque - Cllr. Guto Jones said that he has contacted the etching company 'True Engravings' Glanamman and they will be in touch with a price. Cllr. Guto Jones agreed also said that he would contact Barry the Blacksmith in NCE. E. Water by the side of the road between Bwlchydomen and Bwlchcaebrith - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. F. 11.B-7/APR - Hole in the road between Glannant and Clos Glas - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. G. 10.A-12/MAY - Tree between the Center and Maes Gwyn - No Update but Cllr. Don Griffiths said that he had read about a girl in England being killed by a tree falling on her. Cllr. Meurig Thomas said that this is a health and safety problem. Cllr. Don Griffiths said he had not heard from Cllr. Richard James regarding a meeting with the owner of Maes Gwyn but that he is in the middle of lambing at the moment so very busy. It was proposed that the branches on the hall side of the boundary should be cut before the problem becames a serious one. H. 10.C-12/MAY - Road on Blaenpant corner - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. I. 10.D-12/MAY - Road past Blaengwyddon - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. J. 10.E-12/MAY - Road on Bryngolau corner - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. K. 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. L. 10.A-4/NOV - Road between Penrheol Isaf and Derlwyn - No Update but said Cllr. Hazel Evans that she would send a list to Tony Williams from the County Council again. M. 10.B-4/NOV - Phone Lines Between Penrheol Isaf and Derlwyn - Cllr Hazel Evans said that the County Council gave a price for light here but it was very expensive (thousands). It was said that the owner of Penrheol Isaf did not want a light in the post nearby. It was agreed that the Clerk should contact the County Council about the matter. 7. CORRESPONDENCE: E. Email 5/12/22 - Wales Air Ambulance Appeal asking for a donation. Cllr. Meurig Thomas proposed a contribution of £250 as the Air Ambulance has affected him directly this year. The Chairman agreed that this was an important issue and also offered £250. Cllr. Guto Jones seconded the decision. F. Email 21/12/22 - County Council asking us to decide on the Precept figure 2023/2024 by 31/1/23 and complete the form. The issue was discussed and it was agreed that last year's figure was more than sufficient for the Council's needs on an annual basis. G. Email 22/12/22 - County Council asking us to fill in a questionnaire about the bus stops. It was said that we have two bus stops, one in Capel Iwan and the other in Tanglwst and that both are built of blocks. H. Email 12/1/22 - CISS Cancer Support - It was said that we contribute to the Macmillan charity every year and the Council will continue to do this. 8. PLANNING: A. PL/05158- Excavation/waste material (agri/forestry) - Excavation measuring 68m x 20m xs6m deep to provide slurry bed - Pengwern Isaf, Cenarth. Cllr. Guto Jones said that this must be done as a result of the NVZ rules. B. PL/05247 - Householder Planning Permission - Retrospective application for wooden steps in rear enclosed and private garden not seen from highway - Glanafon, Cwm Morgan. 9. 10. MATTERS NEEDING DISCUSSION - A. Cllr. Meurig Thomas said that Plain and Llain trains have blocked badly. Cllr. Hazel Evans said that he would send a list to Tony Williams of the County Council. B. Cllr. Hywel Bowen said that Van has been parked on Capel Iwan square for some time now and it can be dangerous if a car hits it. 11. COUNCILLORS’ COMMENTS - C. Cllr. Don Griffiths said that the County Council is wasting money filling potholes and that the work needs to be done again in a few months. Cllr. Hazel Evans said that there is a machine with the County Council to check the worst roads in the County. Cllr. Hywel Bowen said if freezing weather comes again, it will not be possible to drive over the road from Bwlchcaebrith to Penrherber as it is so bad. D. Cllr. Pat Thomas said that Salt is needed in Pant Teg as there is none to be found there. E. Cllr. William Davies said that a wall had collapsed on the back road of Glaspant and that the owner wanted to leave the bricks on the Council's land but that Jenny Wheeler prevented him from doing so. The Chairman thanked her for this as the stones would have been there for months if he had left them there. F. Cllr. William Davies asked when would the houses in the area would get glass recycling boxes. Cllr. Hazel Evans said that the Council should distribute them by the 23rd of January. 12.
