Cenarth Community Council

The Council Annual meeting was held on Tuesday  the 10th May  2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Samuel Jones (Chairman), William Davies, Don Griffiths,  Nigel Williams,  Jeff Lewis, Meurig Thomas, Hywel Bowen,  Anthony John, County Counc. Hazel Evans and PCSO Jeff Kedward. Apologies received from Richard James and Guto Jones.

The chairman Samuel Jones welcomed everyone to the meeting including PCSO Jeff Kedward – Newcastle Emlyn Police Station. Jeff then gave a report of police activities in the area. He stated the police had checked out the registration number and owner  of the car that was parked in the northern end of Capel Iwan but there were no police facts available. Members stated that cars were still being seen coming and going at all hours of day and night. Jeff stated that the police were still keeping an eye on the situation. Jeff also noted that a complaint had been received by telephone at the Newcastle Emlyn office stating that some boys were racing around the Capel Iwan school yard on mopeds without crash helmets. The police had visited Capel Iwan School but there were no sign of anybody. The police are still making enquiries including and old car that was being driven by some young boys. The chairman then thanked PCSO  Jeff Kedward for his visit.

The chairman then asked the clerk to read the minutes of the April meeting. They were proposed as being correct by Jeff Lewis and William Davies.  

Matters Arising

  1. The clerk stated that he had met the Highways Supervisor Mr Tony Williams last week and visited Bryngolau bend where the water was still collecting. The pot hole here had been filled the previous day and the access dip into the layby at Pantygarn. Nothing had been done to the actual surface. Mr Williams examined the problem at Bryngolau but was still not willing to commit the council to dig and lay a new drainage pipe the other side of Meysydd, Capel Iwan. He was going to send the Highways Maintenance gang out to dig a deep drainage soakaway pit and see whether this would solve the problem.

  2. The potholes on the Blaenpant to Bryngolau bend was also pointed out as in need of filling up. Also the broken verges on the same stretch of road was discussed but the council would not be willing to do any repairs as the road was apparently wide enough already.

  3. Mr Tony Williams had also looked at the water problem at Bryn, Capel Iwan where mud and debris was being washed into the forecourt of the house.

  4. Counc. Hazel Evans stated that the road leading into Cenarth village from above Yet Farm past the Cenotaph and down to the village square was on the list to be surfaced by the County Council Highways Dept.

  5. Don Griffiths stated that nothing had been done to the deep pot hole by Ardwyn, Capel Iwan leading down to Pentref Isaf. Clerk and Hazel to take up the matter again. Also the surface water problem from Brynifor down to the Old School entrance. It appears that the drainage pipe has been damaged.

  6. The bridle path problem was again discussed regarding upkeep and maintenance (5-16) and 5/22. Counc. Hazel Evans had been talking to the Highways Dept. but they stated that there was no legal requirement for the County to carry out any repairs. Members asked Hazel to approach the Dept. again.

  7. The Clerk stated that members of the public had visited the Mobile Post Office Van site at Capel Iwan last month but there was no van. Hywel Bowen stated that he had seen the van last week. Further checks would be done this week. Jeff Lewis stated that the site at Cenarth was not visible from the main road and many people did not know of the service. Further enquiries to Carms. C.C.

  8. Counc. Hazel Evans stated that she had visited the Highways Depot at Cillefwr- Carmarthen to check the availability of concrete slat ends for the Argoed Cenarth seat repairs. She had been told that they had more but were hoping to acquire two from another depot. Hazel also stated that she had been promised safety rail repairs at the bottom of Danyrhelyg hill by the Highways maintenance gang. Jeff Lewis also stated that the street lamp near house No. 7 Heol Gelli, Cenarth was not working. The clerk asked him to check on the lamp number and then contact could be made with the Street Lighting Dept.

  9. Counc. Hazel Evans was still chasing up the problem of Cenarth Community Council not receiving planning applications by letter due to the poor Broadband reception in the area. After the meeting the Planning Dept. had been in contact with the clerk and had promised to let us know when applications came up for the Cenarth area.

     

    The next item of the agenda was choosing the Chairman and Vice for the Year 2016-2017. As Don Griffiths was the present Vice - Chair, William Davies and Jeff Lewis proposed that Don be elected Chairman. The clerk then stated that the Vice should be from the Ceanrth Ward. It was proposed by Hywel Bowen and Don Griffiths that Nigel Williams should be elected as Vice-Chair.

    The retiring chairman Samuel Jones congratulated both members and wished them well in the coming year. Samuel thanked the County Counc. Hazel Evans and the Clerk – Ken Davies for all their hard work during the past year. He also thanked the members for their support during his term of office and during his illness period.

    The clerk and Don Griffiths also thanked Samuel for the way he had led the meetings in the past year and wished him well for the future. Don Griffiths then took over the chairmanship and proceeded with outstanding matters.

Further Correspondence

  1. The clerk stated that the Council Insurance for 2016-2017 was due for renewal on the 1st of June 2016. The clerk had received a quote from Zurich Insurance who specialise in Community Council matters. The previous company AON UK had also sent a quote but were more expensive. After discussion members agreed that the clerk should contact the Zurich Company.

  2. The clerk then produced the Audit Report and Accounts for the year ending 31st March 2016. The audit date was set for Monday the 6th June 2016. Auditors were Grant Thornton UK.LLP 11/13 Penhill Road, Cardiff. The members then examined the accounts and it was proposed by Nigel Williams and Jeff Lewis that they were accepted as being correct. The Past Chairman 2015-16 Samuel Jones and the clerk – Ken Davies then signed the documents. The internal audit would be carried out by Mrs Ann James, Bryngolau before the documents were sent to the Auditors.

  3. Members also agreed to change the Bank Mandate for 2016-2017 to include the Chairman, Vice and past-chair. Clerk to arrange.

  4. Samuel Jones noted that fly tipping was taking place near the layby at Banc Penbuarth. Hazel Evans made a note of the location.

  5. Jeff Lewis also noted that the Picnic Site sign to the entrance of the Forestry site near Penlan, Cenarth had collapsed. Clerk and Jeff to check on getting a contact address to report the matter.

  6. William Davies also noted that the trees near the water works building at Glenview were now being supported by BT cables. The clerk stated that he had sent BT four letters informing them of the problem. Members were not sure who owned the land where the trees are growing. Samuel Jones stated that he might have some old maps showing land boundaries. The council could then contact the land owners.

  7. Two members were chosen to attend the Carms C.C.– Code of Conduct session at the chambers, County Hall on the 16th June. Chair Don Griffiths and Vice Chair Nigel Williams.

The meeting ended 9:00 p.m. Next meeting Thursday 2nd June   2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
