Cenarth Community Council
The monthly meeting of the Council was held on Thursday the 4th of April 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:- William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, RIchard James, Hywel Bowen, Meurig Thomas, Anthony John, County Councillor Hazel Evans and PCSO Jeff Kedward. Apologies were received from Guto Jones. The Chairman Anthony John welcomed everyone to the meeting and asked PCSO Jeff Kedward whether he had any reports for the area. He stated that there was nothing to report. However members noted that a Fiesta car had been left parked on the junction above Blaenesgair Bridge for the last three weeks and was causing traffic problems at the junction. Jeff made a note of the location and before the end of the meeting he consulted by phone that he had traced the owner of the car and would be removed at once. Anthony thanked Jeff for his visit as he left the meeting. Anthony then asked the clerk to read the minutes of the March meeting. The minutes were proposed as being correct by Don Griffiths and Nigel Williams. Councillor Hazel Evans stated that she had read a report from Mr Stephen Thomas - Enforcement Officer regarding the developments at Flat Woods Cenarth. Apparently the orange roofed building had been given planning permission. The other buildings were still under investigation. The department had forwarded addresses to Ms Helen Jones, Gillo Fawr Farm, Cenarth so that she could contact the planning laws department herself. Jeff Lewis gave a report on the work that had been carried out on the ash tree overhanging the well and picnic site at St Llawddog, Cenarth. The contractors involved were Extreme Tree Services, Llangain, New Inn, Pencader. Jeff had worked closely with Nigel Powell the Chief Ranger for Footpaths and both had inspected the completed works. The tree was rotten to the base and had to be removed completely. Local people were allowed to remove sawn timber for domestic use. Don Griffiths noted that no action had been taken to fill the pothole by the entrance to the old CP School, Capel Iwan nor Dolbryn Caravan Site. The council no longer takes action to remove Japanese Knotweed. It is the property owners responsibility. The clerk stated that small patches of tarmac had been placed on the road from Penrherber Uchaf through to Derlwyn Square - a very poor job of work. The other road surface problems were still outstanding. Clerk to contact the Highways Dept again. The clerk stated that he had not heard anything regarding the three street lights that were not working. Contact Tostre Llanelli again. Members agreed that the Community Council would not be able to support work on religious buildings as requested by Cenarth Church. The clerk was asked to forward the details and phone number of the office of the Welsh Church Fund at Rhydamman which is run by Carmarthenshire County Council. A letter of thanks was received from Wales Air Ambulance charity for the donation of £150 which the Community Council had sent towards the running costs of the service. Nigel Williams gave a report of the meeting he had attended at Cardigan Hospital on the 20th March organised by the Cardigan and Community League of Friends. Good progress was now being achieved in building the new Health Centre at Cardigan. He also stated that one of the most modern X-Ray machines would be installed and the League of Friends were making contributions. Councillor Hazel Evans also stated that the refuse collection times were being rearranged for the area. House holders would be informed of the new timetable. Also the rubbish Amnesty would be kept on at Newcastle Emlyn Mart Ground. Hazel also stated that a meeting was to be held at Carmarthen to discuss arrangements to change all Street Lights from Sodium Lamps to Quartz Halogen. A central government Scheme and Payments would be available and Community Councils would also contribute over a period of time. The clerk stated that he had sent a letter of Congratulations to three young people in the Community on their sporting achievements namely Miss Ellie Tromans, Blaencwm, Capel Iwan - Junior Ladies Rugby Team for Wales. Dewi Evans, Tegfan, Pentref Isaf - Wheelchair football. Tom Knott Jones, Swn y Mammog, Pentref Isaf - gained a green belt in Karate. Samuel Jones also noted that Fly Tipping was taking place on the roadside from Bwlchcaebrith Square to Banc Penbuarth.
