Cenarth Community Council

The Council meeting was held on Thursday the 5th of March 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present:- Samuel Jones (Chairman), William Davies, Don Griffiths, Nigel Williams, Jeff Lewis, Hywel Bowen, Meurig Thomas, Anthony John and County Counc. Hazel Evans. Apologies received from Guto Jones, Richard James and PCSO Jeff Kedward.

The Chairman Samuel Jones welcomed everyone to the meeting and as the Police were not present the clerk was asked to read the minutes of the February meeting. Anthony John stated that he had measured the size of the window pane required at Tanglwst Bus Shelter. He had received the Poly Carbonate pane and hoped to fit it in the coming week.

Don Griffiths noted the following problems for the notice of the police.

Someone had broken into the house at Maeshyfryd, Capel Iwan and had been through all the rooms but nothing had been stolen. They had left through the upstairs window and landing at the rear yard. A woman and child lived at the house and were very distressed. They had attempted to ring the police on their mobile phone but there was no signal. Their next door neighbour at Bryn Ifor, Helen Davies had gone up to the kiosk on the square at Mount but the handset had been broken by someone. Don asked the Council to report the matters to the police at Newcastle Emlyn.

The clerk then read the minutes of the February meeting. They were proposed as being correct by Jeff Lewis and Nigel Williams.

 

Matters Arising

  1. The clerk stated that he had received an email from the Area Surveyor – Mr Tony Williams in the afternoon of the meeting answering some of the highways problems in the area. Counc. Hazel Evans also stated that she had received an email on the same afternoon.

    1. He stated that the pot-holes in the Ty Cerrig – Hendy area were due to be filled next week and that surface dressing treatment would be carried out in the Spring/Summer period.

    2. Road Signs – any damaged road signs will be re-ordered and erected in due course.

    3. Road Conditions Black Oak Farm – I shall arrange for ditches to be cleaned out in the area when resources become available. Patching work in the Tanglwst – Penwaun area are currently being carried out.

    4. Road Gritting – Council comments regarding the road gritting have been forwarded to our needs assessment unit at Pibwrlwyd who collate this information. I am aware that there are proposals to re-schedule the bus routes. If you can confirm the roads affected with the school buses then I can pass the information on to them.

    5. Bwlchcaebrith – Blaendyffryn surface water problem. The Area Surveyor will visit the area again and measure the length of drainage required to meet up with existing drainage. After costings have been made it will be submitted as a Highways Contract.

  2. Meurig Thomas stated that surface water from Ty Cerrig yard after building extension was now collecting on the road and should have been connected to a nearby drain – inform Highways Dept. He also stated that the verges had collapsed from Ty Cerrig through to Bryngolau Farm making it very dangerous when passing other vehicles – Highways again.

  3. Jeff Lewis and Counc. Hazel Evans were still attempting to find out who had erected the disabled fishing platform at St Llawddog Well area Cenarth – it was in need of repair.

  4. Don Griffiths stated that he and Guto Jones had attended the Planning Seminar at Carmarthen. There had been about  100 delegates present and it was a very interesting and informative day.

  5. Counc. Hazel Evans stated that “Siop y Ffrydiau”, (Cenarth Coaches) were not interested in taking over the Post Office Counters at Cenarth hence there would be no P.O. Services in Cenarth. It was also noted that the Post Box on the Square at Cenarth had been removed as the property was for sale. Hazel stated that she had contacted our Assembly Member Rhodri Glyn asking him to take over the matters. Hazel would also contact Swansea Depot about the P.O. Box.

Highways Matters:

  1. Counc. Hazel Evans stated that she had submitted a request for three salt bins to be placed at the following locations:

    1. Rhydyfelin Hill, Penrherber

    2. Gellidywyll Hill, Cenarth

    3. Hill near Blaenbowi Wind Farm, Capel Iwan

  2. Nigel Williams stated that he had seen the road sweeper in the Bryn Square, Penrherber area last week but no sweeping had taken place – take up matter with Highways again.

  3. Don Griffiths also stated that all the gutters down from Gwynfa, Capel Iwan past the cemetery to Maes-Gwyn were blocked again.

  4. Anthony John stated that the drainage and verges needed attention on the road down from Tanglwst to Cwm-Morgan.

 

Any Other Matters

  1. Samuel Jones stated that the gutter and duct near Llain junction towards Capel Iwan appeared to have given way again – deep hole formed again.

  2. Nigel Williams stated that the road surface from Penrherber Square junction towards Pengelli Uchaf on to Bryn Square was in a bad state with several deep potholes appearing – contact Highways again.

  3. The clerk stated that the Ceredigion Development Plan was now on view at local libraries and Council offices at Aberaeron. It was open for formal consultation from 19th Feb to Wed 8th April.

  4. The Council was asked to complete a review of the Private sector Empty Properties in the area.

  5. A request was received from Newcastle Emlyn Chaired Eisteddfod on 18th July 2015 for financial support, Members agreed that a balance sheet should be produced first from the committee before agreeing to a donation.

Meeting ended 9.00 p.m. Next meeting Thursday 2nd  April 2015 at 7.00 p.m. at y Ganolfan, Capel Iwan.
