 July 2014 Meeting

The July  Meeting of the Council  was held on the 3rd July  2014  at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.

 

Members Present:

Guto Jones (Chairman),  William Davies,  Don Griffiths, Samuel Jones,  Nigel Williams, Jeff Lewis,  Hywel Bowen,  County Counc.  Hazel Evans  and PCSO Jeff Kedward.  Apologies were received from and Richard James.  

The chairman Guto Jones welcomed everyone to the meeting and asked PCSO  Jeff Kedward whether he had reports of local  happenings. He reported that they were still looking for the owner of the trailer parked on the lay-by below Plain. He also stated that the premises at the Fox and Hounds, Cwm Cych had closed. Guto asked what had happened to the person who had been fly tipping on land belonging to Blaen Bowi Farm, Capel Iwan.  Llew Jones (Guto’s son) had noted the number of the Golf vehicle and had reported the incident immediately to the Police Station in Newcastle Emlyn. The Police had caught up with the culprit and made him go back and collect the rubbish and apologised to the land owners. He was reported to the Environmental Dept. Guto then thanked Jeff for his visit. The Clerk then read the minutes of the June meeting and they were proposed as being correct by Samuel Jones and Jeff Lewis.

 

Matters Arising

  1. Jeff Lewis stated that the well at  St Llawddog, Cenarth was still working well and the Council had placed a notice asking people to boil the water before drinking.
  2. Members stated that road repairs had been carried out in the district but there were still outstanding items. Counc. Hazel Evans stated that Mr Tony Williams, Area Surveyor had promised to bring loads of ballast when the road surface was removed at Newcastle Emlyn and placed on the lay-bys down from Bryn Square down Gellidywyll Hill. Hywel Bowen also asked whether some loads could be placed on lay-bys from Bwlchcaebrith Square up towards Penbuarth Fields. Hazel stated that she would talk to Mr Tony Williams.
  3. Don Griffiths stated that a new pole had been erected in Pentref Isaf, Capel Iwan and the street lamp was now working. He promised to keep an eye on the situation. The electricity workers had told him that the water drainage pipe from the village spring coming out near the pole was partially blocked and needed cleaning.
  4. The clerk also reported that a new street lamp and pole had been erected near Ardwyn, Capel Iwan as the pole near Pili Pala was in a bad state of repair and no sound fixing could be carried out.
  5. Hazel Evans stated that Mr Tony Williams had informed her that an inspection would be carried out on the state of the road surface from Derlwyn Square through to the bottom of Plyg y Rhiw, Cwm Cych.
  6. Counc. Hazel Evans and Nigel Williams stated that they had been to the opening of the new extension to the Fire Station at Newcastle Emlyn to house the First Responder vehicle. They had enquired with the station staff as to why no donations appeared from local Community Councils on the opening plaque. They stated that they were not allowed to approach local councils for support. They said at the moment they were attempting to raise enough money to buy a 4x4 vehicle to be used during winter months. They had so far raised £18,500 – members felt that a donation was in order as the service was proving to be excellent and saving lives. Members agreed to send a donation of £200 to the First Responder Team at Newcastle Emlyn Fire Station.

 

Correspondence

  1. A letter of thanks was received from the committee of the Newcastle Emlyn Eisteddfod Gadeiriol 2014 thanking the Community Council for their donation of £150.
  2. A letter was received from Dyfed Powys Police and Crime Commissioner Christopher Salmon asking the local residents to “Be the Judge” in the way offenders were punished for committing minor criminal damage and low-value theft. Victims would choose a punishment form a list of options. A survey was completed by the members and returned to the Commissioner.
  3. A letter was received form Mr Brett Walker, Fly-On, Tanglwst who is one of the coaching teams at Newcastle Emlyn Football Club. He recently completed a defibulator course but there was not one available at the club and there was no money to buy one. Brett has decided to organise events and take part in a Triathlon  on the 10th August at Milford Haven and have people sponsor him. He was asking for a small donation from the Community Council. The defibulator would be available for use in any local cardiac emergency. Keys for the equipment would be kept by the NFU staff, Police and at least 3 other nearby businesses. Members agreed to donate £20 initially towards the event.
  4. A letter was received from the West Wales Rail Campaign – Traws Link Cymru asking for support for the re-opening of the railway line between Aberystwyth and Carmarthen and join up with the Cambrian Express Link. The campaign has already the support of many MP’s, AM’s, local Politicians and organisations. Simon Thomas AM led a debate recently in the Senedd and Minister Edwina Hart promised further detailed investigations of the plans. Members agreed to send a letter of support from the Community Council.

 

Planning Matters:

  1. W/30326 – proposed change of use of part of Bronygarn site to Container and Storage Facility for JCN Property – Mr Jamie Neplan – the council had no objections.
  2. W/30411 – extension to dwelling at Westfield, Capel Iwan for Mr Arthur Evans – council had no objections.

 

Any Other Business

  1. The chairman – Mr Guto Jones stated he had been approached about the state of the road fromTower Hill junction down to Abercych Road. Clerk and Counc. Hazel Evans to contact the Highways Dept.
  2. Samuel Jones also noted that a drainage cove on the bend below Blaengwyddon Fawr had sunk and was causing traffic to keep towards the centre of the road on a nasty bend – Highways again.
  3. Hywel Bowen noted that the Lay-bys on the road from Bwlchcaebrith Square to Penbuarth Hill and through to Tan y Bryn junction needed re-surfacing. He asked whether these could be done at the same time as Bryn Square to Gellidywyll Farm, Cenarth. Contact Highways  - clerk and Counc. Hazel Evans.
  4. The clerk read a letter from Barclays Bank confirming that the Mandate Signing Arrangement for the year 2014-2015 had been updated. New signatories were Guto Jones (chairman), Samuel Jones (Vice – chairman) and Richard James.

The meeting ended at 9:15 p.m. The next meeting will be on Thursday, 4th Sept 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
