  • Dywedodd Jeff Kedward PCSO ei fod wedi cysylltu gyda pherchennog y BMW a oedd wedi parcio ar y sgwâr a nid oedd y sgwrs yn un cyfeillgar iawn a’i bod wedi dweud “If there’s a problem why don’t they tell me” ond nododd bod y car wedi’i werthu nawr. Dywedodd yr Cadeirydd ei bod wedi dweud wrth y perchennog o’r blaen a bod y sgwrs yn un anghyfeillgar

A. 6.B-1/JUL21 - Diffibrylydd - Dywedodd y Clerc ei bod wedi derbyn neges wrth Christina Fraser yn dweud bod y Diffibrylydd wedi’i ddefnyddio ar ddechrau mis Awst ond ei fod wedi’i dychwelyd a dywedodd bod padiau ychwanegol ar gael yno o hyd. Dywedodd y Clerc bod sesiwn wedi’i drefnu yn y neuadd nos Fercher nesaf, 11eg o Fedi am 7:30yh gyda James Cordell o Ambiwlans St John’s sy’n agored i bawb. Cytunwyd bod angen mynd allan i wirio’r Diffibrylwyr.

Gofynnodd hefyd beth dylid gwneud o ran caniatâd Cynllunio. Dywedodd y Cyng. Hazel Evans ‘theoretically’ os oes unrhyw dir yn cael ei balu, mae angen caniatâd. Gwell anfon e-bost i’r adran gynllunio yn y Sir - ‘roughcast’ i orchuddio nid tarmacio yw’r bwriad ond dywedodd y Cyng. Anthony John byddai angen ceibio lawr i’r ‘topsoil’.

G. 10.E-9/MAY - Heol o Gwm Morgan i Glyncoch - Dim diweddariad. Dywedodd y Cyng. Hazel Evans bod ‘Highway Inspector’ newydd gyda’r Cyngor Sir a byddai’n gwneud rhestr i’w anfon ymlaen.

H. 10.I-9/MAY - Flatwood, Cenarth - Dywedodd y Cyng. Hazel Evans ei bod hi a’r Cyng. Ken Howell wedi cael cyfarfod heddiw am ‘enforcement’ Flatwood a Penlan. Dywedodd bod caniatâd cynllunio wedi cael ei roi i droi Flatwood mewn i dŷ pedair mlynedd yn ôl ond oherwydd problem ‘phosphate’ dim ond nawr mae’r caniatâd wedi ddod trwyddo ond ma’ nhw wedi bwrw mlaen gyda hyn heb ganiatâd. Dywedodd hefyd bod eisiau gwirio os ydyn nhw wedi symud mewn oherwydd os ydyn nhw, angen iddyn nhw dalu treth. Rhaid i nhw rhoi adroddiad blynyddol o sut maent yn gwneud arian ac nid yw hyn yn digwydd tan eu bod nhw wedi symud mewn yn swyddogol. Ymddiheuriodd am eu camddealltwriaeth gan mai y cais gwreiddiol oedd hwn ond ei fod wedi cymryd 4 mlynedd i fynd trwyddo.

I. 10.B-11/JUL - Senetaff Cenarth - Dywedodd y Cyng. Nigel Williams ei fod wedi gwneud hyn ond mae’r Cyngor Sir wedi bod allan i wneud o amgylch y maes picnic. Wyn Parc y Trap yn gwneud y gwaith i Cyngor y Dref efallai ei fod yn syniad da i ofyn iddo wneud y gwaith gan ei fod yn byw yng Nghenarth.

J. 6.J-5/SEPT - Maes Parcio Heol y Gelli - Dywedodd y Cyng. Hazel Evans ei bod wedi cael cwyn am yr adran wrth y fynedfa yn anniben os gallai rhywun dorri gyferbyn â’r toiledau yng Nghenarth.

To include increasing pitch and ridge height slightly - Groesffordd Capel Iwan - Dywedodd y Cyng. Helen Williams bod y tŷ yn isel - dim gwrthwynebiad.

C. PL/08167 - Soar Cottage rhwng CNE a Cenarth - cais am PV Cells - Dywedodd y Cyng. Philip Gibbons eu bod yn mynd i fod yn ‘considerable eyesore’ a dylid gwrthwynebu. Cynnigwyd y dylid aros am rhagor o wybodaeth. Cytunwyd y byddai’r Clerc yn gofyn iddynt symud y dyddiad cau ymlaen gan fod llwyth o’r dogfennau ar y wefan ddim yn agor felly doedd dim modd trafod.

10. MATERION ANGEN TRAFODAETH -

A. Dywedodd y Cadeirydd bod twll gwael fel ‘sinking hole’ wedi cwympo ger Black Oak tuag at Greenpark

B. Dywedodd y Cadeirydd bod Bore Coffi Macmillan - 27ain o Fedi, 1.30 yn y neuadd - cynnigwyd y dylid rhoi yr un faint â llynedd sef £200.

C. Dywedodd y Cyng. Richard James bod golau ar y postyn ger Penbanc am 12yh.

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 5th of September 2024 at 7pm.

1. PRESENT: In the Chair -Cllr. Pat Thomas Cynghorwyr: Don Griffiths, Cyng. Hazel Evans, William Davies, Nigel Williams, Richard James, Helen Williams, Anthony John, Philip Gibbons and Jeff Kedward PCSO. Clerk - Manon Thomas.

2. APOLOGIES: Leah Jones PCSO, Meurig Thomas, Hywel Bowen, Cllr. Ken Howell.

3. DECLARATIONS OF INTEREST: None

4. POLICE:

  • Jeff Kedward PCSO said that he contacted the owner of the BMW that was parked on the square and the conversation was not a very friendly one and that she said "If there's a problem why don't they tell me" but he noted that the car has now been sold. The Chair said that she had told the owner before and that the conversation was unfriendly

5. MINUTES: Minutes for the July 2024 meeting were proposed by Cllr. Nigel Williams and Seconded by Cllr. Don Griffiths.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - The Clerk said that she had received a message from Christina Fraser saying that the Defibrillator had been used at the beginning of August but that it had been returned and she said that extra pads were still available there. The Clerk said that a session has been arranged in the hall next Wednesday, 11th September at 7:30pm with James Cordell from St John's Ambulance which is open to everyone. It was agreed that it was necessary to go out to check the Defibrillators.

B. 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No Update. Cllr Hazel Evans said that there is a new 'Highway Inspector' with the County Council and he would make a list to send on.

C. 10.A-1/JUN - Pothole on Hendy turning -No Update. Cllr Hazel Evans said that there is a new 'Highway Inspector' with the County Council and he would make a list to send on.

D. 10.A-11/JAN - Panteg Salt Box - No Update. Cllr Hazel Evans said that there is a new 'Highway Inspector' with the County Council and he would make a list to send on.

E. 10.A-1/FEB - Water on Bryngolau turn - No Update. Cllr Hazel Evans said that there is a new 'Highway Inspector' with the County Council and he would make a list to send on.

F. 10.B-9/MAY - Tarmac at back of the Hall - Cllr Richard James said that they have met and are waiting for prices. Cllr William Davies said that it was going to cost around £5,000. He also asked what should be done in terms of Planning permission. Cllr Hazel Evans said 'theoretically' if any land is disturbed, permission is required. Better to send an e-mail to the planning department in the County - 'roughcast' to cover is not intended to tarmac but Cllr. Anthony John said it would be necessary to get down to the topsoil.

G. 10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No Update. Cllr Hazel Evans said that there is a new 'Highway Inspector' with the County Council and he would make a list to send on.

H. 10.I-9/MAY - Flatwood Visit - Cllr said. Hazel Evans that she and Cllr. Ken Howell had a meeting today about 'enforcement' Flatwood and Penlan. He said that planning permission had been given to turn Flatwood into a house four years ago but due to a phosphate problem the permission has only now come through but they have gone ahead with this without permission. He also said he wanted to check if they have moved in because if they have, they need to pay tax. They must give an annual report of how they make money and this does not happen until they have officially moved in. He apologized for their misunderstanding as this was the original application but it had taken 4 years to go through.

I. 10.B-11/JUL - Cenarth Cenetaph - Cllr. Nigel Williams said that he has done this but the County Council has been out to do around the picnic area. Wyn Parc y Trap does the work for the Town Council perhaps it is a good idea to ask him to do the work as he lives in Cenarth.

J. 6.J-5/SEPT - Hay Road Car Park - Cllr. Hazel Evans said that she had a complaint about the section at the entrance being messy if someone could break opposite the toilets in Cenarth.

7. CORRESPONDENCE:

- Cerebral Palsy Cymru thanking for donation

8. PLANNING:

D. PL/07452 - Householder Planning Permission - Proposed single storey extension to rear of dwelling and convert loft to the original section of the property. To include increasing pitch and ridge height slightly - Groesffordd, Capel Iwan - Cllr. Helen Williams stated that the house was low - no objection.

E. PL/08167 - Soar Cottage between NCE and Cenarth - application for PV Cells - Cllr. Philip Gibbons stated that they’re going to be a considerable eyesore and that the Council should object. It was suggested that the Clerk should ask for further information and ask for the consultation period be postponed due to the fact that the documents aren’t opening on the website propertly therefore meaning that it was difficult to discuss the matter.

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION

A. The Chairman said that a bad hole like a 'sinking hole' had collapsed near Black Oak towards Greenpark

B. The Chairman said that Macmillan Coffee Morning - 27th September, 1.30 in the hall - it was proposed that the same amount as last year should be given, £200.

C. Cllr Richard James said that there is a light on the post near Penbank at 12pm.

11. COUNCILLORS’ COMMENTS -

D. The Councillors wished the Chairman, Hywel Bowen a speedy recovery.

12. NEXT MEETING - The next meeting will be held on the 3rd of October. The meeting was closed at 7.50pm.
