The July meeting of the Council was held on Thur the 5th 2012 @7pm @ "Y Ganolfan" Capel IwanMembers present Couns William Davies (chair), David Phillips, Don Griffiths, Hugh Thomas,Samuel Jones,Nigel Williams, Chris Thomas, Jeff Lewis, Guto Jones and CC Hazel Evans. Apology received from Richard James (work comittment). Also present was PSCO Gareth Augustus. The Chair welcomed Gareth and asked whether he had any Police matters concerning the area. Gareth stated that car numbers outside Emlyn School had reduced lately and they were making regular calls there and issuing warning notices. There were no other Police matters and The Chair thanked him for his visit Members then went to meet members of the newly formed Capel Iwan Forum, who were a small group from within the Community who were attempting to rejuvinate the old fashioned Community spirit. It was a follow on after the area had been connected to the Wi Fi Broadband project. They were working in parntership with Carms Assoc of Voluntary services (CAVS).They were in the process of producing a Comm website. The first item would be coverage of the plaque unveiling ceremony on Capel Iwan Square on Sat July 14th at 4pm. It was also hoped to organise classes and workshops for computer learners,language classes etc A public meeting will be held in the early autumn 2012 for a public launch of the forum. Members present that evening were Brian and Joan Lloyd Llysycoed,Sian Gillespie, Llety Bowi,Peter Lofty Maenllwyd and Mark Davies Pantlleuci representing Digital Wales under the Welsh Government...www.cymru.gov.uk. The Comm council decided to support the forum The Chair, William Davies then welcomed everyone to the meeting and welcomed back Hugh Thomas ,fully recovered after his leg break The Clerk then read the minutes of the last meeting and they were proposed as being correct by Don Griffiths and Samuel Jones Matters arising 1.CC Hazel Evans stated that the Bridges and Highways Dept staff had made a site visit to "Yet Farm" Cenarth to resolve the surface water problem entering the property after works had been carried out by the Highways dept. They had agreed to modify the water course further up the hill from the Paintball site M2. A discussion took place about the coach park at Heol Gelli Cenarth in an attempt to resolve the illegal parking problem at the top of the park. Mr John McEvoy,Transport Dept had made a site visit to meet the Comm Councillors and had suggested the following way out. The Comm Council would lease the Coach park to the County council who would then take over it.s running, erect signs and paint parking bays. Anyone who did not confirm to the notices would be fined by the County Council. It was agreed that the Clerk should contact the County Council to proceed with the new regulations 3. The Clerk stated that John Thomas N.C.Emlyn had completed the Comm council internal audit and all accounts were in order. The Clerk would now submit the documents to BDOLLP Southampton by the 13th July 2012 for final external audit check 4. CC Hazel Evans stated that the road from Starlight Riding stables through to Tower Hill square had been resurfaced. Also they had promised to carry out repairs to the road from Glenview Capel Iwan through Gelynen to Gorlan junction. The other problems noted earlier would also be looked at. 5. Don Griffiths also stated that the public footpath Rangers had been out clearing the footpath from Pentre Isaf to Pleasant View Capel Iwan. Don asked whether we could erect "No dog fouling " notices. Clerk to check with Countryside Recreation dept 6. It was agreed that the Chair and one member Mr Guto Jones should attend the Annual Conference of One Voice Wales at Pontrhydfendigaid Pavilion on Sat 13th October 2012 7.The Clerk stated that he had attended the Advice and Assistance Surgery for Grants at Holy Trinity Comm Hall in N.C.Emlyn on the 3rd July 2012. Questions were asked about getting grants to assist with erecting a new toilet at the Ganolfan. Carm C.C. staff were now making a search through the RDP Sir Gar - Innovative Communites and also the "awards for all" through the Big Lottery Fund Hazel stated that the new tenants had been chosen for Hendy Farm, Cenarth and that they would move in on the 1st September 2012. It was agreed that they should then give priority to cutting back the offending hedges on the main road 9. David Phillips stated that he had been unable to contact the Rev Towyn Jones, Carmarthen re the unveiling ceremont of the plaque to remember the aircraft crash at Gors farm. Towyn had sent an email stating that he would contact David before the end of the week. Final arrangements were agreed for the service:- 1.Chair. William Davies to open proceedings 2. Rev Dr Wynford Thomas to offer prayers 3. Speech by David Phillips outlining history of event 4.CC Hazel Evans and any other family members who wish to speak 5. Address by Rev Towyn Jones followed by unveiling by Melfydd Jones 6. Clerk Ken Davies to propose vote of thanks followed by Rev Dr Wynford Thomas to give the blessing A letter of thanks was received from Sioned Fflur, Developement Officer for Urdd Gobaith Cymru- Carm Area for the donation of £50 sent by Comm Csl PLANNING MATTERS
1. Application no W/26029..Alterations and extensions at Danplain Cenarth and also no W/26139. alterations and extensions at same site for Mr Graham Elliott had been granted AOB 1.CC Hazel Evans stated that she had been chasing the Post Office again regarding the letter box at Capel Iwan Square. They had promised an answer by next Monday 2. It was agreed the Clerk and Chair should attend the Annual meeting of Tai Cantref N.C.Emlyn on the 19thJuly 2012 3.CC Hazel Evans stated she would speak again to Mr Hywel Hymphries, Council Estate Dept and ask him to visit the Ganolfan site before the final leases were drawn up for the area. She would ask for a priority meeting 4.Don Griffiths stated that the gutter in front of Gwynfa had not been cleared by Highways 5. Don was asked to paint the picnic tables and sports shelter at the village sports field 6 A letter was received from Ysgol Gerdd Ceredigion asking whether the Council could support financially with the costs of providing transport for the local youth choir who had been invited to compete at the youth choir competition of Great britain at the Symphony Hall Birmingham on 3rd July. They were also competing at the Llangollen festival on the 5th July 2012. Many of our local children are members of the choir and the Council members felt that they should be supported. It was a worthwile experienc that they would never forget. Transport costs for both trips were £1200, so members agreed to donate £100 towards the cost The meeting finished at 9.30pm and the next meeting will be on the 6th Sept at 7.pm at the Ganolfan | ![]() |
