April 2014 Meeting

The April meeting of the Council  was held on the 3rd April 2014  at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.

Members Present:

Richard James (Chairman), Don Griffiths, Samuel Jones,  Nigel Williams, Jeff Lewis, Guto Jones,  Hywel Bowen,  Cyng. Sir  Hazel Evans.  Apologies were received from Hugh Thomas, William Davies, Chris Thomas and PCSO Jeff Kedward.

The chairman welcomed everyone to the meeting and asked the Clerk to read the minutes of the March meeting. They were proposed as being correct by Samuel Jones and Nigel Williams.

Matters Arising

  1. Nigel stated that he had collected the plaque for the Cenotaph at Cenarth. It was now with Samuel, and Berwyn had been informed as he was awaiting fine weather to fix the plaque and repair the top of the boundary wall.
  2. Jeff Lewis reported that the well at St. Llawddog, Cenarth was still leaking water out at the base. Jeff suggested getting local stone masons to do the repairs with Blue Clay after draining the well. Guto stated that Blue Clay was available at Waungilwen, Drefach. Members asked Hywel Bowen to talk to Dewi Davies, Melingoed, Newcastle Emlyn to see whether he knew of anybody who could carry out the clay repairs. Counc. Hazel Evans stated that  Mr Paul Williams  - who was connected with the Cenarth ‘Gwyl yr Afon’ had made complaints to her about the lack of water coming out of the pipes. Hazel stated that she would again contact the Countryside Services Dept for an update.
  3. There were still problems with pot-holes and blocked drains throughout the area. Partial repairs have been carried out but the clerk was asked to write again listing the problem areas.
  4. The clerk stated that he had not received a balance sheet from Mr Geraint James, Chair of Teifi Side Agri Show and neither from NCE Eisteddfod (Geraint – Treasurer). We were still awaiting a balance sheet from Ysgol Gerdd Ceredigion – before making any donations.
  5. Counc,  Hazel Evans stated that she had been in contact again with the Carms Transport Dept. regarding the Bus Shelter at Three Horseshoes, Cenarth. They confirmed that the shelter had been ordered.
  6. Hazel also stated that Mr Nigel Powell - Footpath Ranger Manager had contacted her stating that the tree clearance on the footpath from Pentre Isaf to Godremamog would be done as soon as possible. Jeff was not sure whether the Bus Parking sign for Heol Gelli, Cenarth had been replaced yet.
  7. Richard James stated that a new Capel Iwan village sign had been erected near Meysydd. He also stated that the road surface near Hendy Square, Capel Iwan was bad.
  8. Guto Jones stated that workmen had cleared the gutters and surface water openings on the road from Black Oak Square down towards Tanglwst Village. It still needed a lot of work done. Fly-On to Tanglwst village had also been cleared.
  9. Hazel stated that Mr Tony Williams – Highways had given her an explanation as to why the zebra crossing white lines had been removed at the traffic lights near Porth Street, Newcastle Emlyn. Regulations stated that no white lines were allowed on a traffic light pedestrian crossing.
  10. Counc. Hazel Evans stated that a public meeting had been held at the Leisure Centre in Newcastle Emlyn with planning inspectors present to discuss the proposed Local Development Plans for the area. 

Correspondence

  1. The clerk stated that he had sent a letter of condolence to Mrs Rose Pettet  & family on the death of her father – Mr Stanley Davies, Rhydyfelin, Penrherber who had been a faithful member of Cenarth Community Council for 36 years. He would always be remembered for his advice and guidance at all times.
  2. Carms C.C. Head of Planning stated that the new property adjacent to Cherryfield, Capel Iwan would be known as Siriol.
  3. The Carms C.C. Admin and Law Division would be holding a Code of Conduct Training session for members and clerk in mid May 2014.
  4. Mid and West Wales Fire and Rescue Authority have issued their annual improvement plan for 2014-2015. Details can be found on their website – www.MAWFIRE.gov.uk

The meeting ended at 8:30 p.m. The next meeting will be on Thursday, 1st May 2014 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
