November MeetingThe Nov meeting was held on the 2nd at 7pm at the Ganolfan Members present with Don Griffiths in the chair,Melfydd Jones,William Davies, David Phillips, Hugh Thomas, Samuel Jones, Jeff Lewis and Richard James. Apologies received from Nigel Williams and Chris Thomas. The Chair welcomed everyone to the meeting and the Clerk read the minutes of the previous meeting and they were proposed as being correct by Jeff Lewis and Hugh Thomas. Matters arising : Jeff Lewis reported that the work on the underground drainage pipe from Gellidywyll Fields past the houses at Heol Gelli Cenarth had been repaired. A new sluce type gate with bars had been constructed at the field end and this should prevent further flooding. The Clerk also stated that he had been contacted by the contractors Mr Alan James, Tegfan Llwyndrain asking whether the Comm Council has someone to look after the clearing of the sluce gate. The Clerk had replied that it would be better for the contractors to do this on a regular basis. Alan stated that he would contact the Officer responsible and state the wished agreement The Clerk reported on the meeting held on the Wed 20th Oct at 1.30 at The Ganolfan where David Phillips, William Davies, and Ken Davies met Mr Hywel Hymphries, Estates Officer with Carms C C to discuss the leases around the Hall and entrance to the playing field. Members agreed to leave the purchase of a piece of land from Mr Mark Pengilly Erwdeg to increase the parking area. It was further agreed that we should develop an area across the top of the playing field for car parking. It was proposed that David Phillips should contact Mr Pengilly and let him know what the Council had decided Discussions took place with Mr Hymphries and agreement reached that the low hedge facing the school play ground be removed to widen the entrance down towards the playing field and Ganolfan. This access would be included in the new lease. A four foot path would be allowed around the back of the school and no need to move the play equipment. The oil tank would be moved by whoever bought the school building. We would be allowed to take down the stone wall running down towards the toilet block and the ground cleared to the boundary hedge.The piece of land behind the hall would be transfered to the ownership of the council. All these alternations would be included in one new lease that would run for 25 yrs with the option to renew. Hywel stated that the new agreements would have to go through the Cabinet and full council meeting to be approved. Then the lease could be signed Members stated that staff from the Fire service had been around the area marking all the fire hydrants and water stop cocks. We are still awaiting an answer about the pipe resting on the hedge near Hendy Square The Clerk stated that he and Chris Thomas had removed the CCTV system that was wired into the Capel Iwan Primary school. It had now been stored in the Ganolfan . Members agreed that it should be installed around the hall and may be a new storage cupboard built in the porch of the hall to store the equipment. Discuss the matter with Chris Thomas Don Griffiths reported that there was no work being done now at Rehoboth Chapel and the Clerk was still waiting for report from the Enforcement Officer A letter of thanks was received from Carm. YFC thanking the Comm Council for their generous donation off £150 towards the movement. Richard James reported that he had cut the hedges around the Playing field PLANNING Planning application W/23671.. Retention of a static caravan at Maesyfelin Cwmorgan for Mr T Thomas was refused W/23907 -- Application for Cert of lawfulness to lift the Agricultural tie at Blaencwm, Capel Iwan for Mr M Tromans, the Council had no problem W/23925... Full planning for alterations to dwelling internal and external at Maesgwyn Capel Iwan for Mr and Mrs Colin Benton. The Council had no objection AOB 1. Members asked the Clerk to contact the Highways Dept regarding the following problems;- Need for road sweeper in the area.The road from Sycamore House down to Pontgarreg Chapel was in a terrible state of repair with blocked gutters and surface water everywher . Surface repairs needed on the road from Capel Iwan to Newcastle Emlyn - pot holes and drainage . The verge near the paintball site at Cenarth still not repaired- danger to road traffic.. A request was made for more salt bins on hills in the area , the stolen bill at Blaenbowi junction has not been replaced. The letter box at Tanglwst village still not replaced as promised. Also the one at Capel Iwan square is in need of repair An appeal letter was received from The Wales Air Ambulance for 2010. A sum of £5 million is needed to keep the three ambulances flying for Wales. In 2009 the service reached its 10000th mission after 8 years in operation. Last year Community Councils raised a sum of £30000 for the cause. After discussion members agreed to donate a sum of £200 towards the running costs The meeting ended at 9.30pm.
