February meetingThe February meeting of Cenarth Community Council was held on the 3rd February at 7 o'clock. All members were present with Don Griffiths in the Chair and also CC Hazel Evans. Also present PCSO Jeff Kedward. The Chair extended a warm welcome to all and asked Jeff Whether there were any Police problems in the area. Pcso Jeff Kedward stated that metal scrap was still being stolen in the area especially from local farms.It had now been decided to set up a farm watch scheme in the Capel Iwan area, the first meeting would be held on Thursday night , the 10th February @ 8pm at "The Ganolfan" Capel Iwan. Everyone was welcome.Jeff also stated that the local police had set up a web site of their own and he would have the full details by the next meeting. He also stated that the Police were keeping an eye on a local person who was going around local farms wanting to buy red diesel fuel also the same was true about a caravan sited in the Forestry plantation above Blaenbowi Farm Don thanked Jeff for his visit and the Clerk would inform him when the next meeting would be held due to the election The Clerk then read the minutes of the previous meeting and they were proposed as being correct by Hugh Thomas and David Phillips. Matters Arising So far nothing had been heard from the Estates Dept , Carmarthen re the lease of Land around "The Ganolfan", Capel Iwan. Hywel Hymphries had stated that it would be around mid February when the documentation would be completed C C Hazel Evans stated that she had been making inquires with the older mambers of Rehoboth Chapel in an attempt to establish who owned the various tracks of land. She had also contacted the office of the Baptists Union at Aberystwyth and was awaiting an answer. Hazel stated that Mr Tommy Thomas Maesyfelin Cwmorgan was now in contact with a planning consultant to resolve the planning refusal to re-locate his living caravan. Members reported that the Highways Dept were now in the process of carrying out repairs from Tycerrig to Capel Iwan and down Rehoboth Hill Also the verge near the Paintball Site Cenarth had been patched up and cones placed on the deep ditch there. It was hoped to carry out ditching work there. Samuel reported that deep potholes had formed on the bends below Blaengwyddon Fawr towards Plain junction The Clerk and Hazel reported that no action had been taken as yet by the Post Office to repair Capel Iwan post boxes and the replacement of the one in Tanglwst village Hazel stated that she had spoken to C C Lyndon Lloyd , the Cardiganshire County Councillor for Cenarth regarding the taking over of public conveniences.As yet nothing had been discussed by Cardiganshire County Council. If anyything developed he would contact Hazel for joint discussions. Hazel stated that she had attended an area Community Council meeting where the Chief Executive of Carms was present. he had stated that nothing could be done this year as all the budgets had been agreed . There were several Communities in the same situation with unsufficent funds to support public conveniences in rural areas The Clerk stated that he had sent a letter to Mr Alex Side, Transportation dept requesting that a bus shelter be erected near The Three Horseshoes Pub in Cenarth A further letter updating the WI-FI Broadband situation in Capel Iwan and Tanglwst area was received from Mr Brian Lloyd Llysycoed Capel Iwan. APC solutions, the contractors responsible fort ransportation of the WI-FI signal (Backhaul) to each community would be starting their site surveys on the 7th Feb 2011.In addition to planning the radio routes they would also provide cost estimates for the Community. It was hoped to have all systems operating by August 2011. To date our area have 45 registrations with CCBP. We would like to have more houses signing up. Specific information on Capel iwan progress can be found on www.ccbp5.blogspot.com.. members expressed their thanks to Brian for all his hard work on the scheme CC hazel Evans stated that she had contacted the person acting on behalf of the owner of Brynteg ,opposite Pontgarreg Chapel. She had managed to get permission for the County council to reopen and lay a new drain to their property and hence solve part of the problem of surfsce water going down the road towards Pontgarreg farm Hazel would contact Mr Tony Williams, Area Supervisor. A letter from mr Nigel Francis, Street scene was received informing the council that the estmated costs of Footway lighting would be for 2010 - 2011 a sum of £2353.33 A questionnaire was completed asking for comments on the County's draft gypsy and Travvellers Community strategy for 2011 - 2014 a letter of thanks was received from the Wales Air Ambulance service for the donation of £200 sent by the Comm.Council. They also stated they were now running a free collection service to receive unwanted furniture,bric a brac, books,clothing and jewellery. Tel no 01792 775294 (9.00 - 5pm) A letter of thanks was received from the Welsh Assembly for the participation of the Comm Council in the Comm and Town council Survey 2010. This will assist the Assembly in future policy decisions and the way they work with Comm Councils Planning permission had been granted to Mr G Liles of Llwyneinon Isaf for an extension to the dwelling and increased parking area AOB 1. Samuel Jones stated that the stretch of road above Plain junction towards Danrhelyg was always flooding. With the recent hard frost the road was a sheet of ice 2. Complaints were received about the surface of the road from Plygyrhiw junction towards Bridgend bridge , it was covered with poholes.The Clerk and Hazel would contact the Highways dept. The next meeting 10th March 2011 @ 7 pm in the Ganolfan Capel Iwan
