Cenarth Community Council
The monthly meeting of the Council was held on Thursday 5th December 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Richard James, Hywel Bowen, Meurig Thomas, Anthony John and County Councillor Hazel Evans. Also present was PC Bradley Davies, Newcastle Emlyn Police Station. Apologies were received from Jeff Lewis and Guto Jones (Illness)
The Chairman Hywel Bowen welcomed everyone to the meeting and asked PC Bradley Davies whether he had anything to report. He stated that three farm properties in the Pentrecagal area had been raided recently and three tractor batteries had been stolen. A white van had been seen in the district and he asked anyone seeing suspicious movements in the area to contact the police on telephone number 101 and attempt to record the registration number. Bradley also asked the members to spread the word and warn people about a lady named Mrs Carol Vincent of Cae Gwyntog, Capel Iwan who tended to wonder about the local roads day and night and lose her bearings - motorists to be careful - the public were asked to report any happenings to the police on telephone number 101. The chairman then asked the clerk to read the minutes of the November meeting. The minutes were proposed as being correct by Don Griffiths and Samuel Jones.
Matters arising:-

The clerk stated that no reply had been received from the Highways Dept. regarding the problem areas. Samuel Jones stated that urgent attention was needed to the road edges from Blaengwyddon Fawr through to Plain junction. Deep trenches had developed in several spots and traffic were attempting to avoid these and hence not keeping to their right positions on the bends - accidents waiting to happen. Hywel Bowen also stated that the road from Bwlchcaebrith square up towards Banc Penbuarth had deep water collections and several areas covered in mud - layers being brought out from the fields by tractors. The clerk and County Councillor Hazel Evans to contact Highways again. Hazel stated that she was going to set a meeting up with HIghways Inspectors at the beginning of January and do another inspection of the problem areas.

William Davies stated that Guto Jones had reported that the white line problems at Morlogws towards Meribah had been corrected two weeks ago. Also William stated that contractors had been opening ditches in the Black Oak area but were leaving deposits on the road sides and heavy vehicles were now driving through them and pushing it back into the trenches - these were now open at the moment but how long for?

Meurig Thomas stated that the safety rails on the bridge at Bridgend, Cwm Cych had rotted away and hence no guard rails. The authority had placed orange netting over the river area. Hazel would contact Highways again.

No news had been received regarding the replacement Red Kiosks at Bryn Square and Capel IWan square. Hywel Bowen stated that he would contact Mrs Nia Stokes - Planning Dept. again.

County Councillor Hazel Evans stated that she had spoken to Mr Nicholas French regarding the old play equipment at Llanelli which was being removed. However he stated that the equipment was not in a fit state to be re-erected at Capel Iwan (it was over 11 years old and rusted). Members agreed that we should go ahead and re-erect the wooden climbing frame which had been repaired by William Davies.

The clerk stated that he had spoken to Mr Carl Atkins, Enforcement Monitoring Officer, Carmarthenshire County Council regarding the new garage building that had been erected at No 1 Heol Gelli, Cenarth by Mr Matthew Corbett. Also he had been depositing debris and materials and vehicles at the top end of the Car and Coach Carpark owned by Cenarth Community Council. Mr Atkins stated that he would be visiting the site on Monday 16th December and he would report back to our Council.

The clerk stated that he had spoken to Mr Nigel Powell - Head Ranger of the Countryside Recreation Unit at Tumble who stated that his workmen had been at St Llawddog’s Well area in Cenarth and had cleared all the paths and cleaned all the Picnic Tables. The clerk stated that he had visited the well area and an excellent job of work had been done. However the retaining wall near the picnic area - the coping timbers were protruding and could be a safety hazard. Nigel Williams stated that he had some planks and he would visit the site to assess what was needed.

The clerk stated that he had sent a letter of thanks to Mr Ieuan James, Adpar - the local Poppy Appeal organiser for providing the two wreaths for the community council. One had been placed at Capel Iwan Square to remember the deaths of the two airmen killed in the plane crash near Gors Farm, Capel Iwan on Oct 14th 1944. The other was placed at the Cenotaph in Cenarth. The Council sent a donation of £40 to the Poppy Appeal Fund.

Nigel Williams stated that the Highways sweeper lorry had visited Cenarth area and also swept the Gellidywyll Hill.

It was agreed that the Council should renew the Clerks membership of the Society of Local Council Clerks for the year 2020.

The Council received a letter from the Secretary of Cenarth Chapel Mrs Julia James, Glyn y Coed, Cenarth asking whether the Council would again support their Annual Chaired Eisteddfod on the 25th January 2020. Members agreed to send a donation of £150 towards the running costs of the event.

Councillor Hazel Evans suggested that the Community Council should approach the Community Bureau Grant Office at Ammanford and ask whether it would be possible to obtain a grant to buy extra play equipment for the village sports field at Capel Iwan. The clerk was asked to contact the office.
Planning Application-

W/39839 - Full Planning for Construction of a detached garage at Pentalar, Capel Iwan, Newcastle Emlyn for Mr Philip and Catrin Evans. The Council did not have any objection to the application.
The meeting ended at 9:00 pm. and was followed by a cup of tea and refreshments provided by the girls. The Chairman Hywel Bowen thanked the girls and wished everyone present including PC Bradley Davies a Merry Christmas and a Happy New Year.
The next meeting will be on Thursday 9th January 2020 at 7:00pm at Y ganolfan Capel Iwan.
