December 2012 meeting
The monthly meeting of the Council was held on the 6th at 7pm in the "Ganolfan" Members present:- Couns William Davies (chair), David Phillips,Don Griffiths, Hugh Thomas, Samuel Jones, Nigel Williams, Chris Thomas,Jeff Lewis, Richard James and County Councillor Hazel Evans.Apology from Guto Jones.Also present was PCSO Jeff Kedward who was welcomed by the Chair and was invited to give his report for the past month Jeff stated that meetings had taken place between the Police and Carm CC regarding the painting of the yellow "zig zag" line outside Emlyn School to prevent illegal parking`The cost would be approx £70. The Council had no monies in the pot for this year but Jeff stated that the Police dept had promised to pay for the work. William thanked Jeff for his work and the Po;ice for the funding.He also thanked the Comm Council for the letter of thanks that the Clerk had sent to Cardigan Police Station thanking Jeff for hiis prompt action in sorting out the vandalism that had taken place at the toilet block at the "Ganolfan" Capel Iwan The Clerk stated that he had spoken to one of the parents who had promised to replace the broken glass pane and clean and sweep up around "The Ganolfan". William then thanked Jeff for his presence and wished him and his staff a merry xmas and a happy new year. The Chair then welcomed everybody to the meeting and the Clerk read the minutes of the November meeting. They were proposed as being correct by Don Griffiths and Nigel Williams Matters arising :- CC Hazel Evans stated that she had been in contact with Mr John McEvoy regarding the coach park at Heol Gelly and he was preparing notices to be placed in he local press. Also they had agreed to moving the "not suitable for heavy vehicles " sign down on the bank in front of "Afallon" C Iwan. He had also been out assesing the sites for "Cwmorgan" village Signs - at the moment the money pot was empty till the beginning of April Hazel also stated that she had spoken to Mr John Pierce - Highways dept again regarding the water runnung down from Bwlchcaebritb also the potholes and verge breakup below Blaengwyddon Fawr farm. The road surface down towards Plygyrhiw bends Cwmcych and the road towards Bridgend was in a terrible state of repair 4...Don stated that the dog fouling signs had been erected on the Pentre Isaf - Pleasant View to Panteg footpath. Also bins and notices had been placed on the village square at Capel Iwan. Don also stated that the gutter above Gwynfa was blocked and needed attention. Clerk to contact Highways 5. Nigel Williams stated that the Gellidywyll Hll had still not been repaired. he also asked whether it would be possible to have layby,s built on the road down from Bryn Square towards Gellidywyll. Also he stated that the junction of the road from Penrherber hill towards Pengelli Uchaf had broken up with deep potholes. The road surface was full of potholes.. The potholes near the"Elms" had still not been repaired The Clerk again to send letter to Highways 6. The Clerk stated that he had called with the Council's solicitors in Newcastle Emlyn- W Evans George regarding the new lease for the land around the "Ganolfan" and entrance - to the village sports field. The Carms CC legal dept would be forwarding the lease shortly to be signed- Their solicitor had been on leave , hence the delay 7.A etter was received from CCC Head of leisure regarding the "Kissing Gate" on the Pleasant View to Panteg footpath. The gate was in need of repair but it was stated in the letter that the maintenance of the gate was the landowners responsibility.However they would place the repair work on the "Rangers List" of repair works Correspondence 1. It was agreed that the Clerk should again renew membership of the Local council Clerks Assoc for 2013 2.A letter was received from Carms Electoral Services stating that that they wanted the Cenarth Ward Polling station to be moved to the Carmarthenshire side of the river Teifi. Cenarth C M Chapel is presently used and they wanted suggestions from the Comm Council for a new venue. After discussion the members proposed the church at Cenarth and asked the Clerk to contact the churchwardens for their feelings 3. A letter was received from Ms Dee Stoh , "Manager" of the HUTS workshop in Adpar Newcastle Emlyn asking whether the Comm Council were willing to support the venture financially. The workshops support and provide opportunities for people with learning difficulties and mental illness. There are about 70 local users at present.Members agreed to donate £100 to HUTS:- Help us to survive. 4. The Council completed a questionaire from the National Assembly for Wales regarding Consultation on the Local Government Democracy Wales bill 5.A letter of thanks was received from Cardigan Police Station regarding the letter of appreciation sent by the Comm Council for the services provided by PCSO Jeff Kedward in solving the vandalism problem at the "Ganolfan" Capel Iwan. Cardigan Police had forwarded the thanks to N.C.Emlyn police station. 6. The Clerk read a copy of the letter he had sent to the Boundaries Commision for Wales regarding the change of boundaries for the Cenarth Ward. Copies had been sent to Mr Jonathan Edwards MP and Rhodri Glyn Thomas AM. A reply had been received from Cardiff - "Ty Caradog" noting the comments made 7. A letter of thanks was received from Mrs Julie James (Secretary) of Cenarth Chapel chaired Eisteddfod 2013 for the donation of £150 towards the costs 8.A letter was received from CCC Tech, ServicesDept regarding the public Conveniencies at Heol Gelli Coach park in Cenarth. The Executive Board had decided that the remaining Comm Councils should take over the running of their own "Public Toilets". Carmarthen CC would be closing the facility the 31st March 2013 unles the Comm council took over responsibility. We were given a costings estimate of £3131 a year to run the facility. Members discussed the matter and agreed that our Council coould not shoulder the extra cost which amounted to 37% of the annual precept. It was not felt fair that the extra costs should be placed on the local ratepayers. The Clerk was asked to send a letter of reply , outlining the effects on the tourist trade in Cenarth village as Coach Operators and people would not be stopping in the village for "courtesy stops". It was aking the CCC to reconsider its dedision before taking away one of the few services that they provide for the far western area of Carmarthenshire. The meeting ended at 9pm. The next meeting will be held on the 3rd January 2013 at the "Ganolfan at 7pm
