Cenarth Community Council
The Council meeting was held on Thursday 1st December 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Don Griffiths (Chairman), William Davies, Samuel Jones, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Meurig Thomas and County Councillor Hazel Evans. Apologies received from Anthony John.
The chairman Don Griffiths welcomed everyone to the meeting and asked the clerk to read the minutes of the November meeting. They were proposed as being correct by Guto Jones and Samuel Jones.
Matters Arising

Samuel Jones stated that no action had been taken regarding the dip in the road surface at the bottom of Danrhelyg hill. The clerk to contact the Highways Dept. again and also remind them about the deep pothole by house ‘Am Nawr’ opposite the cemetery in Capel Iwan.

Nigel and Hywel had brought information and prices regarding the replacement of the public seat near Argoed Meadow Caravan Park Cenarth. Both sets showed seats made from recycled plastic. Members agreed on the bench made by the Welsh Plastic Recycling Company. Hywel had seen the products at the Royal Welsh Winter Fair. It was therefore agreed that Hywel would make the necessary arrangements with the firm.

Richard James reported that the Welsh Water contractors were making progress on the mains water pipe replacement from Hendy Square through to Ty Cerrig junction. It was agreed that we wait till they have completed the work and then assess what road surfacing was needed.

The Clerk reported that he had been in contact with the Carmarthenshire Planning Dept. regarding the ‘Red Kiosk’ at Bryn Square, Penrherber. They had stated that it was a listed building and BT were honoured bound to replace the destroyed kiosk. The Planning Dept. had been in contact with BT for a replacement - now awaiting an answer.

Councillor Hazel Evans stated that Carmarthenshire County Council had completed their response on the proposed Boundary Commission Parliamentary Constituencies changes. Hazel Evans stated that the County were opposed to the changes. She would send a copy to the clerk and the Community Council would send their response.

Members of the Council who had attended the Remembrance Service at Cenarth Cenotaph were very impressed at the work that had been carried out by the Community Council to improve the access for the public and the disabled. The placing of an entrance gate was discussed and members agreed to wait to see if any problems arose.

The clerk read two letters from Jonathan Edwards AS/MP and Adam Price AC/AM regarding the complaint the Community Council had highlighted regarding the poor mobile telephone signal in the area recently. ‘EE’ had been carrying out work in the area and people felt that the aerials had been moved or the power reduced. Both Plaid Cymru members had been in contact with ‘EE’ and the complaint was being investigated. So far there had been improvement.

The clerk stated that he had sent a letter to the occupiers of No 3 Bro Iwan regarding the tree overgrowth obscuring the street-lamp.

Richard James stated that a Dog Fouling bin had been placed near the houses on Pontgarreg Lane. There was still some fouling bags on the roadside. Hazel would investigate.

Further discussion took place regarding the street lamp pole no. 706/04 near Groesffordd, Capel Iwan. William Davies stated that he was sure that the pole had been erected by the Community Council and was not BT property. Councillor Hazel Evans noted the number and she would speak to the Lighting Authoring at Tostre, Llanelli.
Correspondence

A letter was received from the Society of Local Council Clerks offering renewal of membership for 2017. Members agreed that they should re-new the membership.

A letter was received from Cymdeithas yr Iaith Gymraeg – Dyfed office stating that a meeting would be held on the 28th January 2017 at 10 a.m. at the library in Carmarthen. Everybody welcomed. They wanted to gather information and figures on the effect of the housing market in rural communities in Carmarthenshire and why the number of welsh speakers had fallen from 90% in 1901 to 45% in 2011.
Any Other Matters:

Members stated that surface water was running down the road from above Llain junction down towards Plain – this had frozen in the last week and was causing traffic problems. The clerk and councillor Hazel Evans to contact the Highways Dept. in Carmarthen.

The clerk and Samuel Jones stated that the drainage gutter across the road opposite to Llain junction appears to have collapsed again with deep potholes developing.

Guto Jones stated that the refuse lorry was using the Blaenbowi Farm entrance to turn around and was hence breaking up the road surface with deep ruts forming. These needed re-surfacing. The clerk and Councillor Hazel Evans to contact the Highways Dept. again.
The meeting ended 8:30 p.m. Next meeting Thursday 5th January 2017 at 7.00 p.m. at y Ganolfan, Capel Iwan.
