Cenarth Community Council

The Council meeting was held on Thursday the 7th of April 2016 at 7.00 p.m. at Y Ganolfan Capel Iwan.

Members Present: - Samuel Jones (Chairman), William Davies, Don Griffiths,  Jeff Lewis, Richard James, County Counc. Hazel Evans and PCSO Jeff Kedward. Apologies received from Nigel Williams, Guto Jones, Hywel Bowen, Meurig Thomas and  Anthony John.

The chairman Samuel Jones welcomed everyone to the meeting and a special welcome to PCSO Jeff Kedward who had recently been discharged from Cardiff hospital after a back operation. Jeff gave a report of police activities in the area. Also he reported that many complaints had been received about cars racing around the country lanes and the streets in Newcastle Emlyn. The police were now aware of the registration numbers of three or four cars and were pursuing with their investigations. Members also noted that there had been late night car movements in the Capel Iwan area. PCSO Jeff Kedward made a note of registration numbers and would investigate further. Jeff then left and was thanked for his visit by the chairman.

Before starting the meeting Samuel Jones expressed words of sympathy with William Davies and Marion, Glanmamog on the death of their daughter in law – Ceinwen Davies. William thanked everyone for their kind words.

The chairman then asked the clerk Ken Davies to read the minutes of the March meeting. They were proposed as being correct by Jeff Lewis and Don Griffiths.  

Matters Arising

  1. Don Griffiths stated that the fallen trees across Pleasant View to Panteg Chapel had now been cleared - also the footpath from Panteg Bridge to Godremamog was now clear.

  2. The clerk also stated that the potholes on the road from Penrherber junction through to Bryn Square had been filled in the last week. County Counc. Hazel Evans stated that she was still pursuing the other road problems in the area. Jeff Lewis noted that there was a deep pothole on the main road at Cenarth Village square. Hazel noted the facts including the pothole by Bryngolau bend and also the large water collection area at this spot. Richard stated that the Highways repair team had said that a drain needed to connect up with the manhole past Meysydd.

  3. The clerk also stated that surface water and debris had been entering the forecourt at Bryn, Capel Iwan during the last weeks heavy rain. The clerk and Hazel to contact Highways Dept.

  4. Don Griffiths stated that the surface water drains from Gwynfa, Capel Iwan down towards Maesgwyn were blocked and water running down the highway- also there was a deep pothole at the junction from Ardwyn down towards Llysfaen, Pentre Isaf.

  5. The clerk asked Counc. Hazel Evans whether it would be possible to repair the road edges from Bryngolau towards Ty Cerrig and there were potholes on the bend between these locations.

  6. The maintenance and repair of Bridle paths 5/16 Cwteri to Penfforest and 5/22 Capel Iwan Chapel to Glaspant to Cwm Cych was again discussed as Hazel stated that the County Council were not keen to take on this work. William Davies stated that he was sure that the Footpath Rangers Dept. had carried out work previously on the Cwteri path. Counc. Hazel Evans stated that she would again talk to the County Highways Section to check whether work could be carried out.

  7. The clerk read a letter from the Post Office Head Office thanking the Community Council for their letter and comments on the locations of the mobile van Post Office at Cenarth and Capel Iwan. They had checked out our suggestions but the necessary services were not available. The Post Office had made arrangements with B.T. to have connection boxes fitted at Cenarth and Capel Iwan square. We were now awaiting for the starting dates.

  8. William Davies stated that the street lamps at Penfai Uchaf and Groesffordd, Capel Iwan were now working. The clerk stated that he had been in contact with Street Scene Dept. in Tostre, Llanelli to report the failures.

  9. Jeff Lewis asked what was happening about the seat near Argoed Caravan Park at Cenarth. Hazel stated that she had visited the Highways Dept. in Cillefwr and had been promised two concrete ends to repair the seat. They had promised to contact the clerk but nothing was heard. Hazel will check again. She would also check on the repair work to the wooden safety rail at the bottom of Danyrhelyg Hill. Apparently a car accident had happened here and had smashed the railings.

  10. The clerk noted the fact that no planning applications had been received by the Community Council for several months. Counc. Hazel Evans stated that the planning Dept. were now sending out applications via Broadband. However Cenarth C.C. had been excluded as the Broadband Service was not available. They should have received planning notices by letter. Counc. Hazel Evans would visit the office in Carmarthen and speak to the Planning Officer.

The meeting ended 9:00 p.m. Next meeting Thursday 10th May   2016 at 7.00 p.m. at y Ganolfan, Capel Iwan.
